which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Accountability</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To provide free post office boxes to individuals who are unhoused or experiencing housing instability, and for other purposes.</official-title></form><legis-body id="H0F4357BEC5754B2BB033F53B983755BA" style="OLC"><section id="H6ADBE64753CF4E78B8C147A895BC5CEB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Mail Accessibility and Inclusion for Low-Income Families Act</short-title></quote> or the <quote><short-title>MAIL Act</short-title></quote>.</text></section><section id="HDBF5E0D04D034729A3DF733AC417A609" section-type="subsequent-section"><enum>2.</enum><header>Post office boxes for individuals who are unhoused or experiencing housing instability</header><subsection id="HC611E39DBAFB41848346BA263FF440DA"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the United States Postal Service shall issue regulations providing that an unhoused or housing unstable individual is eligible for a post office box without any fees if such unhoused or housing unstable individual submits to the Postmaster General, at such time, in such manner, and containing such information as the Postmaster General determines appropriate, proof that the annual income of such unhoused or housing unstable individual does not exceed the poverty line, as established by the Director of the Office of Management and Budget and revised by the Secretary of Health and Human Services in accordance with section 9902(2) of title 42, United States Code, or that such unhoused or housing unstable individual is one of the following:</text><paragraph id="HD3EFC7E5AE78413CB56FE8699FCA0200"><enum>(1)</enum><text display-inline="yes-display-inline">An individual receiving assistance under a State program funded under part A of title IV of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/601">42 U.S.C. 601 et seq.</external-xref>).</text></paragraph><paragraph id="H28BA6A885CE24D938874F8965F3519A2" commented="no"><enum>(2)</enum><text display-inline="yes-display-inline">Receiving housing assistance or benefits under any Federal program for assistance for rental housing, including—</text><subparagraph id="HACEC2649F772427B9CA0942DE1F31C6E" commented="no"><enum>(A)</enum><text>the programs for rental assistance under section 8 of the United States Housing Act of 1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437f">42 U.S.C. 1437f</external-xref>), including the housing choice voucher program and the program for project-based voucher assistance;</text></subparagraph><subparagraph id="H4B1D313E7E3E4AFDA6C347D05CD9C81F" commented="no"><enum>(B)</enum><text>the public housing program under such Act;</text></subparagraph><subparagraph id="HE59ABD6D26D2480DB00DB917AEC07A7C" commented="no"><enum>(C)</enum><text>the program for supportive housing for elderly persons under section 202 of the Housing Act of 1959 (<external-xref legal-doc="usc" parsable-cite="usc/12/1701q">12 U.S.C. 1701q</external-xref>);</text></subparagraph><subparagraph id="H39933DE4EA5048CF9F880DA0B3862C0D" commented="no"><enum>(D)</enum><text>the program for supportive housing for persons with disabilities under section 811 of the Cranston-Gonzalez National Affordable Housing Act (<external-xref legal-doc="usc" parsable-cite="usc/42/8013">42 U.S.C. 8013</external-xref>); and</text></subparagraph><subparagraph id="HEA151DC53DF64132919479A66A56A672" commented="no"><enum>(E)</enum><text>the programs for rural housing under title V of the Housing Act of 1949 (<external-xref legal-doc="usc" parsable-cite="usc/42/1471">42 U.S.C. 1471 et seq.</external-xref>).</text></subparagraph></paragraph><paragraph id="H87E2920135434676B9DB1C19CD84496F"><enum>(3)</enum><text display-inline="yes-display-inline">Enrolled in the Medicaid program under title XIX of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396">42 U.S.C. 1396 et seq.</external-xref>).</text></paragraph><paragraph id="H52D53F945281407FAFB21D533F0FAA8A"><enum>(4)</enum><text display-inline="yes-display-inline">A member of a household receiving assistance under the supplemental nutrition assistance program established under the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2011">7 U.S.C. 2011 et seq.</external-xref>).</text></paragraph><paragraph id="H3DFD2E8B32054808AA25A611F5BE9A82"><enum>(5)</enum><text display-inline="yes-display-inline">Enrolled in the special supplemental nutrition program for women, infants, and children established under section 17 of the Child Nutrition Act of 1966 (<external-xref legal-doc="usc" parsable-cite="usc/42/1786">42 U.S.C. 1786</external-xref>).</text></paragraph></subsection><subsection id="H663D29BF2942471DAF3EE0B81562C257"><enum>(b)</enum><header>Unhoused or housing unstable individual defined</header><text>In this section, the term <term>unhoused or housing unstable individual</term> means an individual who is—</text><paragraph id="HAA513E874F704EE6ACE31F79001292B7"><enum>(1)</enum><text display-inline="yes-display-inline">homeless (as defined in section 103 of the McKinney-Vento Homeless Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/11302">42 U.S.C. 11302</external-xref>)); or</text></paragraph><paragraph id="H0101FDAF41A2437E88F879F12987AA03"><enum>(2)</enum><text>at risk of homelessness (as defined in section 401 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/11360">42 U.S.C. 11360</external-xref>)).</text></paragraph></subsection><subsection id="HC9EFEB1621934BC487FDD53035D8AA4A"><enum>(c)</enum><header>Reimbursement of forgone revenue</header><text>Section 2401(c) of title 39, United States Code, is amended by inserting <quote>and section 2 of the MAIL Act</quote> after <quote>3406</quote>.</text></subsection></section><section id="HD05C1532FA794C7AB8B0F69DD3D7E506"><enum>3.</enum><header>Implementation plan and reports</header><subsection id="H4562EC097449413FB3B06363E4581EC4"><enum>(a)</enum><header>Implementation plan</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Postmaster General shall submit to the Committee on Oversight and Accountability of the House of Representatives, the Committee on Homeland Security and Governmental Affairs of the Senate, and the Committees on Appropriations of the House of Representatives and the Senate a plan for carrying out this Act.</text></subsection><subsection id="H78916435BB2245C586EDD385F6500D5A"><enum>(b)</enum><header>Progress reports</header><text display-inline="yes-display-inline">Not later five years after the date on which Postmaster General submits the plan required under subsection (a), and every five years thereafter, the Postmaster General shall submit to the committees described in such subsection a report on the provision of post office boxes to unhoused or housing unstable individuals (as defined in section 2) pursuant to this Act.</text></subsection></section></legis-body></bill>
