which was referred to the <committee-name committee-id="HSY00">Committee on Science, Space, and Technology</committee-name>, and in addition to the Committee on <committee-name committee-id="HIF00">Energy and Commerce</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Energy to promote and facilitate the commercialization of domestic spent nuclear fuel reprocessing.</official-title></form><legis-body id="H382D38DC54474B03A58D05968099F4C6" style="OLC"><section id="H52C7AC8FEF46487AA8E121CF189B7D82" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Nuclear Waste Reprocessing Act</short-title></quote>. </text></section><section id="H50957448E9B14F65BBB41F2A23C54123"><enum>2.</enum><header>Spent nuclear fuel reprocessing</header><subsection id="H1BCF548F1CBD4BDF9CC6ED9C2905C881"><enum>(a)</enum><header>Finding</header><text>Congress finds the commercialization of domestic spent nuclear fuel reprocessing to be essential to—</text><paragraph id="H75E27F70B0024DA3807EED97F9607B79"><enum>(1)</enum><text>addressing the challenges posed by spent nuclear fuel in the United States; and</text></paragraph><paragraph id="H65A0ABBA47E74DE6AFEA3E685E773AF7"><enum>(2)</enum><text>advancing the development of sustainable nuclear energy throughout the United States.</text></paragraph></subsection><subsection id="HA6A03783B1E3499181FE5EE6130B5598"><enum>(b)</enum><header>Policies</header><text display-inline="yes-display-inline">The Secretary of Energy shall develop, in consultation with relevant industry stakeholders, and implement policies for the Department of Energy to encourage and support the commercialization of spent nuclear fuel reprocessing technologies in the United States.</text></subsection><subsection id="HFDBD1CDC751545A8821B3FE87A81314A"><enum>(c)</enum><header>International competitiveness</header><text display-inline="yes-display-inline">The Secretary of Energy shall take measures to ensure the United States maintains a leading role in the international arena with respect to spent nuclear fuel reprocessing.</text></subsection><subsection id="H7B25D1691AC14BFE9C19C9C2792428A4"><enum>(d)</enum><header>Partnerships</header><text display-inline="yes-display-inline">In carrying out subsections (b) and (c), the Secretary of Energy shall establish and enhance partnerships with private industry to pursue technological advances in the United States associated with spent nuclear fuel reprocessing through the research, development, and commercialization stages.</text></subsection><subsection id="HCE8DC3B0ADF749BABB1FF8A265BB88E7"><enum>(e)</enum><header>Collaboration</header><text display-inline="yes-display-inline">The Secretary of Energy shall collaborate with the Nuclear Regulatory Commission to reconcile, to the extent appropriate, any differences in terminology, procedures, and processes related to reprocessing spent nuclear fuel and recycling spent nuclear fuel. </text></subsection><subsection id="H86F13ADECA894117BE31CF11DF2DDC9E"><enum>(f)</enum><header>Reporting</header><text display-inline="yes-display-inline">Not later than 12 months after the date of enactment of this Act, and biannually thereafter, the Secretary of Energy shall submit to Congress a report on the progress, achievements, and challenges relating to the commercialization of spent nuclear fuel reprocessing technologies.</text></subsection><subsection id="H1D24BB9A8C334E2FB41371C013AB282D"><enum>(g)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H0720F8605249436E9376AE5AC99F0FA4"><enum>(1)</enum><header>Reprocessing</header><text display-inline="yes-display-inline">The term <term>reprocessing</term> means, with respect to spent nuclear fuel, the processes used to separate the spent nuclear fuel into nuclear materials that may be recycled for use in new fuel and material that would be discarded as waste.</text></paragraph><paragraph id="H58D8FADD2CE64CCC848F984780396776"><enum>(2)</enum><header>Spent nuclear fuel</header><text>The term <term>spent nuclear fuel</term> has the meaning given such term in section 2(23) of the Nuclear Waste Policy Act of 1982 (<external-xref legal-doc="usc" parsable-cite="usc/42/10101">42 U.S.C. 10101(23)</external-xref>).</text></paragraph></subsection></section></legis-body></bill>
