<section id="H0B2E40DA0E9A40769124F8AF37C86611" section-type="section-one"><enum>1.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> <paragraph id="H64203FF6CB9B4CFA855F76D0E072737B"><enum>(1)</enum><text display-inline="yes-display-inline">Louis <quote>Lou</quote> Anthony Conter was born on September 13, 1921, in Ojibwa, Wisconsin.</text></paragraph> 
<paragraph id="H0CDB91D3CF9842F7AA1CE435E84DEF51"><enum>(2)</enum><text display-inline="yes-display-inline">Lt. Commander Lou Conter, the last remaining survivor of the attack on the USS Arizona at Pearl Harbor, was an American hero.</text></paragraph> <paragraph id="HCB0E298408BC497D87D1A72675FE9148"><enum>(3)</enum><text display-inline="yes-display-inline">On that fearful day, Petty Officer Conter helped evacuate shipmates who were blinded, wounded, or burned, even restraining some of his fellow shipmates from jumping overboard into the burning sea.</text></paragraph> 
<paragraph id="H412A6D7CC4CC49B1AB30A5DEFAA086DA"><enum>(4)</enum><text display-inline="yes-display-inline">In the days after the attack, he helped with recovering bodies and putting out fires. Lou Conter’s heroic actions saved the lives of many of his shipmates on December 7, 1941.</text></paragraph> <paragraph id="HDD3010C0624F474FA63EF3C592ABE903"><enum>(5)</enum><text display-inline="yes-display-inline">Following Pearl Harbor, Conter continued serving during WWII in New Guinea and in Europe as an enlisted naval aviation pilot assigned to VP-11, a <quote>Black Cat</quote> Squadron.</text></paragraph> 
<paragraph id="H89CE021C967547AD84F57F6359DFCD65"><enum>(6)</enum><text display-inline="yes-display-inline">Lou Conter would be awarded with the Distinguished Flying Cross for actively taking part in the rescue of 219 Australians trapped by Japanese troops in New Guinea.</text></paragraph> <paragraph id="HB51FBB6D5BF649B48DCA8BE5DD720D8A"><enum>(7)</enum><text display-inline="yes-display-inline">Later, in the Korean War, he served on the USS Bon Homme Richard as both an intelligence officer and a navy aviation pilot. Following his service in the Korean War, he served as a military intelligence advisor to three Presidents: Dwight D. Eisenhower, John F. Kennedy, and Lyndon B. Johnson.</text></paragraph> 
<paragraph id="H38BA18094B5D46C98C86A06AE3845FE7"><enum>(8)</enum><text display-inline="yes-display-inline">During the 1950s, Lou Conter played a prominent role in the establishment and development of the Navy Survival, Evasion, Resistance and Escape (SERE) training program.</text></paragraph> <paragraph id="H5D620B806A14467CA831D8D0CFC50E78"><enum>(9)</enum><text display-inline="yes-display-inline">In addition to the Distinguished Flying Cross, he was awarded the Navy Commendation Medal and became the first recipient of the USS Arizona Medal of Freedom.</text></paragraph> 
<paragraph id="H1B97E63F8C17499EB1348B0D355A0B20"><enum>(10)</enum><text display-inline="yes-display-inline">Louis Conter retired from the Navy in 1967 after serving 28 years as a Lieutenant Commander.</text></paragraph> <paragraph id="HBA7E995D7E3747FC8325FB09F7709397"><enum>(11)</enum><text display-inline="yes-display-inline">Following his retirement, he generously gave his time to share his personal experiences at veterans’ ceremonies and by giving lectures to students.</text></paragraph> 
<paragraph id="HB8D2901DE14D4ED09BC7945E9FF2D42A"><enum>(12)</enum><text display-inline="yes-display-inline">Lieutenant Commander Conter’s lectures were popular with generations of local students who were equally fascinated and enthralled by his first-person accounts.</text></paragraph> <paragraph id="H7E8D8377D8E549C69A1EF908EED10EC0"><enum>(13)</enum><text display-inline="yes-display-inline">He is eminently deserving of recognition for his decades of service to a grateful nation.</text></paragraph> 
<paragraph id="HD34EE301ADF043649CABCE3BCD097DE0"><enum>(14)</enum><text display-inline="yes-display-inline">Lieutenant Commander Conter passed away in Grass Valley, California on April 1, 2024.</text></paragraph></section> <section id="H47FDB78992A34670A5C2DECB42C3115B"><enum>2.</enum><header>Name of Department of Veterans Affairs community-based outpatient clinic, Auburn, California</header><text display-inline="no-display-inline">The Department of Veterans Affairs community-based outpatient clinic in Auburn, California, shall after the date of the enactment of this Act be known and designated as the <quote>Louis A. Conter VA Clinic</quote>. Any reference to such clinic in any law, regulation, map, document, record, or other paper of the United States shall be considered to be a reference to the Louis A. Conter VA Clinic.</text></section>
