<section id="HD64ACBEDA0BF4726A23D93570FEFD497" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Preventing Unnecessary Deaths During Life-Threatening Events Act</short-title></quote>. </text></section> <section id="H2484B211E2054679A689FCD19CDAF42B"><enum>2.</enum><header>Extreme heat and extreme cold weather events</header><text display-inline="no-display-inline">Section 115(g) of the Public Utility Regulatory Policies Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/16/2625">16 U.S.C. 2625(g)</external-xref>) is amended—</text> 
<paragraph id="HFEEDEDEB46DC47F89F8080294B5E13C8"><enum>(1)</enum><text display-inline="yes-display-inline">by inserting <quote>, subject to paragraph (4)</quote> after <quote>nonregulated electric utility which provide that</quote>;</text></paragraph> <paragraph id="H70913D49972440DFBBABBF5D42FC93AB"><enum>(2)</enum><text>in paragraph (2)—</text> 
<subparagraph id="H88B1249F74774C5A9DF786CF3E084AE2"><enum>(A)</enum><text>by inserting <quote>electric service may not be terminated</quote> before <quote>during any period</quote>;</text></subparagraph> <subparagraph id="H43F8EBD15DAC4BF282A77EB2E54DE1DA"><enum>(B)</enum><text display-inline="yes-display-inline">by striking <quote>installments,</quote> and inserting <quote>installments.</quote>; </text></subparagraph> 
<subparagraph id="HB10906740B0C42A28E0AB24D0023E31C"><enum>(C)</enum><text>by striking <quote>such service may not be terminated.</quote>; and</text></subparagraph> <subparagraph id="H8329261FD6BC46A48ECF9142229F3EF8"><enum>(D)</enum><text>by redesignating subparagraphs (A) and (B) as clauses (i) and (ii), respectively;</text></subparagraph></paragraph> 
<paragraph id="H716E8E80C1DC4CF7A80EA87F574FB9F5"><enum>(3)</enum><text>by redesignating paragraphs (1) and (2) as subparagraphs (A) and (B), respectively;</text></paragraph> <paragraph id="H34A253E130D54762BA7D7D09EAA51529"><enum>(4)</enum><text>by striking <quote>The procedures for termination of service</quote> and inserting the following: </text>

<paragraph id="HEDDEC0D510414AEF918F97F8F6A1720E"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The procedures for termination of service</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph> <paragraph id="H162D36ECA8334D8EBB19A4380929A6B4"><enum>(5)</enum><text>by striking <quote>Such procedures shall take into account the need to include reasonable provisions for elderly and handicapped consumers.</quote> and inserting the following: </text> 
<quoted-block style="OLC" id="H239F501C0F9D47AEB8A5D3F264EEFF67" display-inline="no-display-inline"> 
<paragraph id="HBF8B41E4172F4181A345D6883198A710"><enum>(2)</enum><header>Elderly consumers and consumers with disabilities</header><text display-inline="yes-display-inline">Procedures described in paragraph (1) shall take into account the need to include reasonable provisions for elderly consumers and consumers with disabilities.</text></paragraph> <paragraph id="H42DF36E65B1542029FEF27FDDBEC8FAD"><enum>(3)</enum><header>Extreme weather events</header><text display-inline="yes-display-inline">For purposes of paragraph (1)(B), any period of an extreme heat weather event or extreme cold weather event, as determined by the State regulatory authority (with respect to an electric utility for which it has ratemaking authority) or the nonregulated electric utility, shall be considered to be a period when termination of service to an electric consumer would be especially dangerous to health. </text></paragraph> 
<paragraph id="H983AD99A75CC4C818E8B49AC230FBCCB" commented="no"><enum>(4)</enum><header>Limitation</header><text display-inline="yes-display-inline">Procedures described in paragraph (1) may authorize temporary suspension of electric service to specific areas as required for the safe operation and maintenance of the infrastructure of the applicable electric utility, including to reduce the risk of fires caused by such infrastructure.</text></paragraph> <paragraph id="H021FF95C6F2E4AF0BCE528FDE961C731"><enum>(5)</enum><header>Updated procedures</header><text display-inline="yes-display-inline">Procedures described in paragraph (1) shall be updated, as necessary, by the State regulatory authority (with respect to electric utilities for which it has ratemaking authority) or by the nonregulated electric utility at least once every 10 years, including to reflect the best available science with respect to changing climate conditions.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section>
