R. 9093</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240723">July 23, 2024</action-date><action-desc><sponsor name-id="U000040">Ms. Underwood</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HAG00">Committee on Agriculture</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To prioritize healthcare facilities and mental or behavioral health facilities in the Community Facilities program for fiscal years 2025 through 2031, and allow loans and grants under the program to be used for medical supplies, increasing telehealth capabilities, supporting staffing needs, or renovating and remodeling closed facilities.</official-title></form><legis-body id="H61C3606059B5417BBA1B72FC427CE222" style="OLC"><section id="H48C75DA821AF49A492CF7DE087015A3B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Prioritizing Rural Hospitals Act</short-title></quote>. </text></section><section id="H8D42526A69BF49D2B2F6BA20DF9015FD"><enum>2.</enum><header>Prioritization under the Community Facilities Loan and Grant Program</header><subsection id="HDF66A87A17B04DC7856FFBDCCDB77AD5"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">In selecting recipients of direct loans or grants for the development of essential community facilities under section 306(a) of the Consolidated Farm and Rural Development Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1926">7 U.S.C. 1926(a)</external-xref>) for fiscal years 2025 through 2031, the Secretary of Agriculture shall give priority to entities eligible for those direct loans or grants to develop facilities to provide healthcare or mental or behavioral healthcare.</text></subsection><subsection id="H1A11DAD7FFC946CF8152EE4A553DA065"><enum>(b)</enum><header>Use of funds</header><text display-inline="yes-display-inline">An eligible entity described in subsection (a) that receives a direct loan or grant described in subsection (a) may use the direct loan or grant funds for medical supplies, increasing telehealth capabilities, supporting staffing needs, or renovating and remodeling closed facilities.</text></subsection><subsection id="H9C589B803745482A982427A15218A303"><enum>(c)</enum><header>Reservation of funds</header><text>Of the amounts made available for guaranteed loans under section 310B(g) of the Consolidated Farm and Rural Development Act for each of fiscal years 2025 through 2031, 10 percent shall be reserved to carry out this section.</text></subsection></section></legis-body></bill>
