R. 9046</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240715">July 15, 2024</action-date><action-desc><sponsor name-id="M001220">Mr. McGarvey</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 38, United States Code, to reform and enhance the pay of Board of Veterans’ Appeals attorneys for recruitment and retention and to increase the decision quality and claims processing speed of the Board, and for other purposes.</official-title></form><legis-body id="H35584E0291E04A33A2C82C1BB6CE9E44" style="OLC"><section id="HE9D8A326D63B455A8EBA5345DC28E787" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Board of Veterans’ Appeals Attorney Retention and Backlog Reduction Act</short-title></quote>.</text></section><section id="HB56B6B0CD4B841AFA82592F4BAAA5DE3"><enum>2.</enum><header>Board of veterans’ appeals attorney career enhancement</header><text display-inline="no-display-inline">Section 7101A(b) of title 38, United States Code, is amended—</text><paragraph id="HF00C4734C6FE4F6D8763FC6B4614A48C"><enum>(1)</enum><text display-inline="yes-display-inline">by inserting <quote><header-in-text level="paragraph" style="USC"><enum-in-header>(1)</enum-in-header></header-in-text></quote> before <quote>Members</quote>; and </text></paragraph><paragraph id="H17814F7CECDB45A4A0F53FFA86973726"><enum>(2)</enum><text>by inserting at the end the following new paragraph:</text><quoted-block style="USC" id="HB53650FC33B447398254785703C80982" display-inline="no-display-inline"><paragraph id="H7F1A519FD1844883BBD9F6395ED272CC" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">An individual employed by the Board as a non-supervisory attorney may be promoted to grade GS–15 of the General Schedule.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
