<section id="H6C8C6796696E4DB6959DCB15871583A7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Reversionary Interest Conveyance Act</short-title></quote>.</text></section> <section id="H4FE9B14772314F4790B35AAAC3D590A1"><enum>2.</enum><header>Conveyance of United States interest in certain land</header> <subsection id="HF983C5CCAD8C4E139FBA7E3A99583101"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="HCCB2B925E8E94910A97915B3F25DB6F3"><enum>(1)</enum><header>Covered land</header><text>The term <term>covered land</term> means the approximately 8.43 acres of land under the administrative jurisdiction of the Bureau of Land Management in Sacramento, California, as generally depicted as <quote>Proposed Easements to be Released</quote> on the map titled <quote>Lands Proposed for Release from Any and All Reversionary Interests of the United States, including interests under the Act of July 1, 1862 (12 Stat. 489)</quote>, dated November 7, 2022.</text></paragraph> <paragraph id="HFF71E3D1763E4F78B5F4B18C8E9E6985"><enum>(2)</enum><header>Buyer</header> <subparagraph commented="no" display-inline="yes-display-inline" id="HA990541E39E64100B6138E46F8CBF6D2"><enum>(A)</enum><text>The term <term>buyer</term> means the owner of record of any of the parcels included in the covered land at the time of the requested conveyance. </text></subparagraph> 
<subparagraph id="HDC25C94D9A864C178B5090FE58A7D3A1" indent="up1"><enum>(B)</enum><text>Buyer may only request and purchase the covered land’s reversionary interest for the parcels of which the owner is the owner of record at the time of request.</text></subparagraph></paragraph> <paragraph id="H6F1BC772C18B4C0BB152D68FED52E256"><enum>(3)</enum><header>Reversionary interest</header><text>The term <term>reversionary interest</term> means all reversionary interests of the United States in the covered land.</text></paragraph> 
<paragraph id="HC22380FC8F744F2BB3DD0900FC6A1334"><enum>(4)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior, acting through the Bureau of Land Management.</text></paragraph></subsection> <subsection id="HFB9C3AA93AAB43AA8D96ACC02DD4BCDF"><enum>(b)</enum><header>Conveyance</header><text>Not later than two years after the Secretary receives a request from the buyer, the Secretary shall offer to the buyer the applicable reversionary interest subject to the requirements in subsection (c), and shall convey the lands to buyer upon payment of the appraised value.</text></subsection> 
<subsection id="HE7DD5513441C4741B28A6EBF6B1050B6"><enum>(c)</enum><header>Requirements</header><text>Any conveyance under this section—</text> <paragraph id="H2A39E443E0F64EABA3A5C7C66B88D984"><enum>(1)</enum><text>shall be subject to valid existing rights; and</text></paragraph> 
<paragraph id="H206B739D40264F1A83408CFA038C71F1"><enum>(2)</enum><text>shall be for not less than fair market value.</text></paragraph></subsection> <subsection id="HC04AD20F52254765BCF3E000422EF817"><enum>(d)</enum><header>Payment of fair market value</header><text>The Secretary shall determine the fair market value of the applicable reversionary interest—</text> 
<paragraph id="H5F22AE34216B400D8FA442A96DA80136"><enum>(1)</enum><text>in accordance with the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1701">43 U.S.C. 1701 et seq.</external-xref>); and</text></paragraph> <paragraph id="HE3B150B2D35C4A28B84639E7D47F4BD6"><enum>(2)</enum><text>based on an appraisal that is conducted in accordance with—</text> 
<subparagraph id="H7D1C74956BB2443984C3F2F95869B3A3"><enum>(A)</enum><text>the Uniform Appraisal Standards for Federal Land Acquisitions; and</text></subparagraph> <subparagraph id="H4EAD73139D4E4CB0889F169B2E468562"><enum>(B)</enum><text>the Uniform Standards of Professional Appraisal Practice.</text></subparagraph></paragraph></subsection> 
<subsection id="H6EA0974A7E0B4CFC89583E1CC4B20ADA"><enum>(e)</enum><header>Costs</header><text>In addition to the fair market value determined under subsection (d), the buyer shall pay all costs related to the applicable conveyance of the reversionary inter est, including all surveys, appraisals, and other administrative costs.</text></subsection> <subsection id="H5E489AE48DE442D8A1400D1A7F4EA8CC"><enum>(f)</enum><header>Proceeds from the sale of land</header><text>The proceeds from the sale of the applicable reversionary interest shall be—</text> 
<paragraph id="H5DB2AEF286E8412594378F0A42C13243"><enum>(1)</enum><text>deposited in the Federal Land Disposal Account established by section 206(a) of the Federal Land Transaction Facilitation Act (<external-xref legal-doc="usc" parsable-cite="usc/43/2305">43 U.S.C. 2305(a)</external-xref>); and</text></paragraph> <paragraph id="HEF08766C05964985917676DC224275ED"><enum>(2)</enum><text>used in accordance with that Act.</text></paragraph></subsection></section> 
<section id="HF93D6D8AD458404F85384BCB249D52F6"><enum>3.</enum><header>Statutory construction</header><text display-inline="no-display-inline">Nothing in this Act shall—</text> <paragraph id="H4ECC7CA6B7574CB09282292085DF41B7"><enum>(1)</enum><text>diminish the right-of-way associated with the covered land in section 2 to a width of less than 50 feet on each side of the center of the main track or tracks established and maintained by the Southern Pacific Transportation Company on the date of the enactment of this Act; or</text></paragraph> 
<paragraph id="H0020C102DBFF4AE29D6B082C6C3771C2"><enum>(2)</enum><text>validate or confirm any right or title to, or interest in the land referred to in section 2 arising out of adverse possession, prescription, or abandonment, and not confirmed by conveyance made by the Southern Pacific Transportation Company before the date of the enactment of this Act.</text></paragraph></section> </legis-body> <endorsement display="yes"> <action-date date="20241210">December 10, 2024</action-date> <action-desc>Committed to the Committee of the Whole House on the State of the Union and ordered to be printed</action-desc></endorsement> </bill>
