R. 8905</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240628">June 28, 2024</action-date><action-desc><sponsor name-id="M001159">Mrs. Rodgers of Washington</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Health and Human Services to conduct a study and submit to Congress a report on neonatal abstinence syndrome, and for other purposes.</official-title></form><legis-body id="H0A4C3AA813984BF3857C28F76E0DFF6B" style="OLC"><section id="HCBA179878A6143C382F4E5B68B45D451" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Maddie’s Infant Recovery And Children’s Legislative Emergency Act of 2024</short-title></quote> or the <quote><short-title>MIRACLE Act of 2024</short-title></quote>.</text></section><section id="HB7757C51CC9943FF8F6F6938B190DA10"><enum>2.</enum><header>Study and report on neonatal abstinence syndrome</header><subsection id="HA60215DF35C24F118EC88CF6B3C32296"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services (in this section referred to as the <quote>Secretary</quote>), shall conduct a study on—</text><paragraph id="HE58803732F074B0C9678FF2B89209FE5"><enum>(1)</enum><text>the prevalence of neonatal abstinence syndrome (in this section referred to as <quote>NAS</quote>); and</text></paragraph><paragraph id="H0FC516C8E95D4F118A850720FD11188F"><enum>(2)</enum><text display-inline="yes-display-inline">infant and maternal health outcomes associated with pediatric transitional care facilities.</text></paragraph></subsection><subsection id="H40FA717004564CBFB9D4884E6D741A4F"><enum>(b)</enum><header>Elements</header><text>In conducting the study under subsection (a), the Secretary shall—</text><paragraph id="H6949597E565C4D3CA951A8655B4E630E"><enum>(1)</enum><text display-inline="yes-display-inline">identify the barriers to obtaining valid, accurate, up-to-date data on the prevalence of NAS among beneficiaries under State plans (or waivers of such plans) under title XIX of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396">42 U.S.C. 1396 et seq.</external-xref>); and</text></paragraph><paragraph id="H8CDBD7AEFCE54821B9E096C2F9601201"><enum>(2)</enum><text display-inline="yes-display-inline">identify the scope of services and supports available to beneficiaries with a diagnosis of NAS under such State plans (or waivers).</text></paragraph></subsection><subsection id="HA34BA213D48948AD9434EA3F00739C84"><enum>(c)</enum><header>Report</header><paragraph id="HC260A1903DAA425F8A47194E387CB443"><enum>(1)</enum><header>Submission to Congress</header><text>Not later than 3 years after the date of enactment of this Act, the Secretary shall submit to Congress a report that contains the findings and, to the extent applicable, recommendations resulting from the study under subsection (a).</text></paragraph><paragraph id="H22CB1AA95BFD45D0B0253BE8E8F551C0"><enum>(2)</enum><header>Publication</header><text display-inline="yes-display-inline">Upon the submission to Congress of the report described in paragraph (1), the Secretary shall publish such report on a public website.</text></paragraph></subsection><subsection id="H434889900BCF45D693E4A2EB0F86DD05"><enum>(d)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph id="HE6BE10E8D33C4C65B5F907040ED230BD"><enum>(1)</enum><header>Pediatric transitional care facility</header><text>The term <term>pediatric transitional care facility</term> means a residential pediatric recovery center for infants with neonatal abstinence syndrome that provides inpatient or outpatient treatment.</text></paragraph><paragraph id="H88A0400C81B44C40B07201ADDF5AD8BA"><enum>(2)</enum><header>State</header><text>The term <term>State</term> means each of the several States, the District of Columbia, and any territory of the United States.</text></paragraph></subsection></section></legis-body></bill>
