R. 8902</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240628">June 28, 2024</action-date><action-desc><sponsor name-id="P000048">Mr. Pfluger</sponsor> (for himself, <cosponsor name-id="B001306">Mr. Balderson</cosponsor>, <cosponsor name-id="B001298">Mr. Bacon</cosponsor>, <cosponsor name-id="E000246">Mr. Edwards</cosponsor>, and <cosponsor name-id="K000376">Mr. Kelly of Pennsylvania</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HED00">Committee on Education and the Workforce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To make certain individuals ineligible to receive any Federal financial aid under title IV of the Higher Education Act of 1965.</official-title></form><legis-body id="H928D64F4BEFE49ACBFC1FFFFD47A030F" style="OLC"><section id="H6374696A1FB440C094D690534FCE82D5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Freeze Aid For Student Assaulters Act of 2024</short-title></quote> or as the <quote><short-title>FAFSA Act of 2024</short-title></quote>.</text></section><section id="H58D6CA36803A4DAC8766C9DC5E8EA437"><enum>2.</enum><header>In general</header><subsection id="HCA32C98933C64BCEAB29D68F8B64FE33"><enum>(a)</enum><header>Termination of eligibility for title IV assistance</header><text display-inline="yes-display-inline">Beginning with the first award year that begins after the date of the enactment of the <short-title>Freeze Aid For Student Assaulters Act of 2024</short-title>, an individual shall not be eligible to receive any grant, loan (other than a loan described in subsection (b)), or work assistance under title IV of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070">20 U.S.C. 1070 et seq.</external-xref>) and shall repay, in accordance with subsection (b), the sum of the amounts of any grant received under such title, if the individual has been convicted of a criminal offense—</text><paragraph id="H746EA06D3C1641EE852C7E4A5B801644"><enum>(1)</enum><text>of assault against a police officer; or</text></paragraph><paragraph id="H7C27766DB75641ADB63DEF0E035EA6C7"><enum>(2)</enum><text>of rioting, the elements of which may include—</text><subparagraph id="HDBD1A771A71E4609BD90224399990242"><enum>(A)</enum><text>inciting a riot;</text></subparagraph><subparagraph id="H2EAB8818EFC848BAA6BF8D47A2A867C9"><enum>(B)</enum><text>organizing, promoting, encouraging, participating in, or carrying on a riot;</text></subparagraph><subparagraph id="H7BC58BEFDD8A44468E1B93488A9611B8"><enum>(C)</enum><text>committing any act of violence in furtherance of a riot; or</text></subparagraph><subparagraph id="H04349697169D43A09637C9CC651CC00B"><enum>(D)</enum><text>aiding or abetting any person in inciting or participating in or carrying on a riot or committing any act of violence in furtherance of a riot.</text></subparagraph></paragraph></subsection><subsection id="H8214E98935A045ECAB52AAF5BCE0A64F"><enum>(b)</enum><header>Conversion of grants to loans</header><paragraph id="HD00B68D45974459D899CDA54C9B44BD0"><enum>(1)</enum><header>In general</header><text>If an individual who is subject to the termination of eligibility described in subsection (a) has received any grants under title IV of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070">20 U.S.C. 1070 et seq.</external-xref>) for a program of study in which the individual is enrolled as of the date on which the criminal offense occurred, such grant shall be treated as a Federal Direct Unsubsidized Stafford Loan under part D of such title, and shall be subject to repayment, together with interest thereon accruing from the date of the grant award.</text></paragraph><paragraph id="H24972A7263D84E6C865C48512E32E9EF"><enum>(2)</enum><header>No repayment assistance</header><text display-inline="yes-display-inline">Such loans may not be eligible for any loan forgiveness, cancellation, discharge, or reduction programs under the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001 et seq.</external-xref>), any other provision of law, or any administrative action or program.</text></paragraph></subsection></section></legis-body></bill>
