<section id="H15EBBBBCA90C4072AFFED68863AC100D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Regional Partnership Grants Reauthorization Act of 2024</short-title></quote>.</text></section> <section id="HBEDB89FDDFC24062AB5F1B814B279705"><enum>2.</enum><header>Reauthorization</header> <subsection id="HF743C42DF87045919382DC976541B725"><enum>(a)</enum><header>Funding</header><text display-inline="yes-display-inline">Section 436(b)(5) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/629f">42 U.S.C. 629f(b)(5)</external-xref>) is amended by striking <quote>2017 through 2023</quote> and inserting <quote>2024 through 2029</quote>.</text></subsection>
<subsection id="H99E5E0753FE24BED92B63485D6FAEC26"><enum>(b)</enum><header>Grant authority</header>
<paragraph id="HDC5CB58570E54EB6A2AE6D340A002A24"><enum>(1)</enum><header>In general</header><text>Section 437(f)(3)(A) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/629g">42 U.S.C. 629g(f)(3)(A)</external-xref>) is amended by striking <quote>for each of fiscal years 2017 through 2023</quote>.</text></paragraph> <paragraph id="H12485CC865294EDFB520754168C3D737"><enum>(2)</enum><header>Limitation on amount of grant to be disbursed for planning phase</header><text>Section 437(f)(3)(B)(iii) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/629g">42 U.S.C. 629g(f)(3)(B)(iii)</external-xref>) is amended in the 2nd sentence by striking <quote>$250,000, and may not exceed</quote>. </text></paragraph></subsection>
<subsection id="HC79EB136FBD1470BB06726FE2407DB86"><enum>(c)</enum><header>Limitation on use of funds for administrative expenses of the secretary</header><text>Section 437(f)(10) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/629g">42 U.S.C. 629g(f)(10)</external-xref>) is amended by striking <quote>for each of fiscal years 2017 through 2023</quote>.</text></subsection></section> <section id="H40A20903B90F4AF29A2BEA64A383C09A"><enum>3.</enum><header>Description of current and planned family-centered substance use disorder treatment services</header><text display-inline="no-display-inline">Section 432(a) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/629b">42 U.S.C. 629b(a)</external-xref>) is amended—</text>
<paragraph id="HA66ACFB2F5B04E34B0E4CB0A232E7958"><enum>(1)</enum><text>by striking <quote>and</quote> at the end of paragraph (9);</text></paragraph> <paragraph id="H16617D80AA0349A789FE7E1D8529CFB8"><enum>(2)</enum><text>by striking the period at the end of paragraph (10) and inserting <quote>; and</quote>; and</text></paragraph>
<paragraph id="HD26B1054AD2745E0816DEC72189DCE05"><enum>(3)</enum><text>by adding at the end the following:</text> <quoted-block style="OLC" id="H845EA9627B3240B881F3DAAE4A358DB1" display-inline="no-display-inline"> <paragraph id="H755CB14698714DD7AC55ADBDBAA4E640"><enum>(11)</enum><text display-inline="yes-display-inline">contains descriptions of—</text>
<subparagraph id="H6705CDC7D33247EC98B56C26F82C0CFB"><enum>(A)</enum><text>all Federal funding sources currently used or for which there is a plan to use in the future to support family-centered treatment substance use disorder programs for families with children who are in, or at risk of entering or re-entering, the child welfare system; and</text></subparagraph> <subparagraph id="H8CCA1E9F41174A96ABB3C8CF683C375A"><enum>(B)</enum><text display-inline="yes-display-inline">how the State agency is partnering with, or plans to partner with, public or private agencies providing substance use disorder treatment services for families in, or at risk of entering, the child welfare system.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section>
<section id="H92EAB2C3E7FC4BABB5607F3538B3284B"><enum>4.</enum><header>Implementing evidence-based services</header><text display-inline="no-display-inline">Section 437(f)(1) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/629g">42 U.S.C. 629g(f)(1)</external-xref>) is amended by inserting <quote>, and expand the scope of the evidence-based services that may be approved by the clearinghouse established under section 476(d)</quote> before the period.</text></section> <section id="HC17C1DB5CC1D41A2A0D5461143111662"><enum>5.</enum><header>Evaluations and technical assistance</header> <subsection id="HB46DD8CE073A4A30862799103782EC2C"><enum>(a)</enum><header>Considerations for awarding grants</header><text>Section 437(f)(7) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/629g">42 U.S.C. 629g(f)(7)</external-xref>) is amended—</text>
<paragraph id="H9509F6970C1A44F39DAB9B76351AE5BD"><enum>(1)</enum><text>by striking <quote>and</quote> at the end of subparagraph (D);</text></paragraph> <paragraph id="HA14E0F1078D84FFF8E95505903CD1122"><enum>(2)</enum><text>by striking the period at the end of subparagraph (E) and inserting <quote>; and</quote>; and</text></paragraph>
<paragraph id="H34CE0CF1EE9C4BF9950AC56E7C3FB6CC"><enum>(3)</enum><text>by adding at the end the following:</text> <quoted-block style="OLC" id="HCEFFE4164E914D0ABFE524DA609A0993" display-inline="no-display-inline"> <subparagraph id="H9091E581BECA49E7856D2EF5C01E8082"><enum>(F)</enum><text display-inline="yes-display-inline">have submitted information pursuant to paragraph (4)(F) that demonstrates the capability to participate in rigorous evaluation of program effectiveness.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection>
<subsection id="H02D91E51B4EE4531A873E862E883CB98"><enum>(b)</enum><header>Technical assistance on using foster care maintenance payments made on behalf of foster children who have been placed with a parent residing in a licensed residential family-Based treatment facility</header><text>Section 476(a) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/676">42 U.S.C. 676(a)</external-xref>) is amended by inserting <quote>, including by providing technical assistance to the State agency operating the State plan approved under this part and, in States to which a grant is made under section 437(f), to eligible entities, during all phases of the grant cycle described in section 437(f)(3)(B), on how children placed with a parent in a licensed residential family-based treatment facility in accordance with section 472(j) could be eligible for foster care maintenance payments by reason of section 472(a)(2)(C), so that States may better understand how to access the funds and grantees may better understand, communicate with, and share data with the State agency operating the State plan approved under this part,</quote> before <quote>and shall</quote>.</text></subsection> <subsection id="H8CE9EBCBCC4248DFA4D0DE70A68D7230"><enum>(c)</enum><header>Technical assistance on using regional partnership grant funds in coordination with other Federal funds To better serve child welfare families affected by a substance use disorder</header><text>Section 435(d) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/629e">42 U.S.C. 629e(d)</external-xref>) is amended—</text>
<paragraph id="HED7BEC24C8B24DFE8192C6B834CD407D"><enum>(1)</enum><text>by striking <quote>and</quote> at the end of paragraph (4);</text></paragraph> <paragraph id="HDCB0DE8BB0424F9C9F3CA8B27D64D2E7"><enum>(2)</enum><text>by striking the period at the end of paragraph (5) and inserting <quote>; and</quote>; and</text></paragraph>
<paragraph id="H117A4A5DDD11403D88D3A55BCFCBA253"><enum>(3)</enum><text>by adding at the end the following:</text> <quoted-block style="OLC" id="H05276DE4E44745319E4BE859CD895262" display-inline="no-display-inline"> <paragraph id="HF289B556E6764E74A2BC9A8A2A92DA54"><enum>(6)</enum><text display-inline="yes-display-inline">use grants under section 437 in coordination with other Federal funds to better serve families in the child welfare system that are affected by a substance use disorder.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section>
<section id="HC18F59B0CF584435845D4EE18D5D6506"><enum>6.</enum><header>Performance indicator consultation required</header><text display-inline="no-display-inline">Section 437(f)(8)(B) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/629g">42 U.S.C. 629g(f)(8)(B)</external-xref>) is amended by redesignating clause (iii) as clause (iv) and inserting after clause (ii) the following:</text> <quoted-block style="OLC" id="H5104C228600F4E639DFC3ACA027C80F9" display-inline="no-display-inline"> <clause id="HDD18263D06C74737975210E4FB245893"><enum>(iii)</enum><text display-inline="yes-display-inline">The Administrator of the National Institute on Drug Abuse.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></section>
<section id="H1C67C3FE97074C99801B685CCBC57E00"><enum>7.</enum><header>Performance indicators</header><text display-inline="no-display-inline">Section 437(f)(8)(A) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/629g">42 U.S.C. 629g(f)(8)(A)</external-xref>) is amended—</text> <paragraph id="H5DF42E18D2D947AEB6CDDEA6604E7834"><enum>(1)</enum><text>by striking <quote>this subsection,</quote> and inserting <quote>the Regional Partnership Grants Reauthorization Act of 2024,</quote>; </text></paragraph>
<paragraph id="H0D5CD3475C67459F9CC51A6EA91F3924"><enum>(2)</enum><text>by inserting <quote>child permanency, reunification, re-entry into care,</quote> before <quote>parental recovery</quote>; and</text></paragraph> <paragraph id="H82C8BA7F764C41D08361B06CF0664763"><enum>(3)</enum><text>by inserting <quote>to serve families with substance use disorder including those that are over-represented in foster care, difficult to place, or have disproportionately low permanency rates</quote> after <quote>family well-being</quote>.</text></paragraph></section>
<section id="H89A5F2CBE9FF4D9DAC49F27779887EBC"><enum>8.</enum><header>Reports to Congress</header><text display-inline="no-display-inline">Section 437(f)(9)(B) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/629g">42 U.S.C. 629g(f)(9)(B)</external-xref>) is amended—</text> <paragraph id="H93F03423B64D49E5B745CDB543BD77DE"><enum>(1)</enum><text>by striking <quote>and</quote> at the end of clause (ii);</text></paragraph>
<paragraph id="H099271B632794E648F1F40E40017217E"><enum>(2)</enum><text>by striking the period at the end of clause (iii) and inserting a semicolon; and</text></paragraph> <paragraph id="H08376575454546D79BE95AE1AE7811A7"><enum>(3)</enum><text>by adding at the end the following:</text>

<clause id="H315C4A2AB42041BEA6C4B80BDDB12929"><enum>(iv)</enum><text display-inline="yes-display-inline">how the grants made under this subsection have contributed to the evidence base for serving families in, or at risk of entering, the child welfare system who are affected by substance use disorders;</text></clause> <clause id="H02BCA1B3C1E4415D9FBC07DEA093AEFC"><enum>(v)</enum><text>whether any programs funded by the grants were submitted to the clearinghouse established under section 476(d) for review and the results of any such review;</text></clause>
<clause id="H6D008BE26D1D4C46AD7B6FD139B8CFB1"><enum>(vi)</enum><text display-inline="yes-display-inline">which evidence-based practices were fully implemented through the use of grants made under this subsection;</text></clause> <clause id="H22DFC059E49D42CCA170FCA9BA4C433D"><enum>(vii)</enum><text display-inline="yes-display-inline">any changes in programs or practices that led to positive outcomes for the population of children and families served, resulting from the use of grants made under this subsection; and</text></clause>
<clause id="HD934305AE5E84400AFBBDB9EF6844735"><enum>(viii)</enum><text display-inline="yes-display-inline">the extent to which activities pursuant to this subsection are meeting the needs of child welfare families affected by substance use disorders.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> <section id="H2D9366C62B324D119A5A9F3533E6FF15"><enum>9.</enum><header>References to <quote>substance abuse</quote> changed to <quote>substance use disorder</quote></header><text display-inline="no-display-inline">Section 437(f) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/629g">42 U.S.C. 629g(f)</external-xref>) is amended—</text>
