and</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H81786EC553E6431294107D665F6F9EEE" changed="not-changed"><enum>(5)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HF5C5A00E52DA4B198F35F116E2EA57BD" changed="not-changed"><subsection commented="no" display-inline="no-display-inline" id="H01604C178CF94A63A2B4D9A7FB605411" changed="not-changed"><enum>(b)</enum><header display-inline="yes-display-inline">Black vulture livestock protection program</header><paragraph commented="no" display-inline="no-display-inline" id="H98B838C9193F46C2B2A3FF7BE5798247" changed="not-changed"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary, in coordination with States, shall carry out, through fiscal year 2030, a black vulture livestock protection program (referred to in this subsection as the <term>program</term>) that allows 1 public entity or Farm Bureau organization per State to hold a statewide depredation permit to protect commercial agriculture livestock from black vulture predation.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD32C28D6B0FF4572B01C2AE256E1BBFE" changed="not-changed"><enum>(2)</enum><header display-inline="yes-display-inline">Requirements</header><text display-inline="yes-display-inline">Each public entity or Farm Bureau organization that holds a depredation permit under the program—</text><subparagraph commented="no" display-inline="no-display-inline" id="H79B1C69DAAEF41EF83B70A520CF3C8FC" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">shall—</text><clause id="H3BBE0E05F6594D658D5B2E5C730F4B19" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(i)</enum><text display-inline="yes-display-inline">demonstrate sufficient experience and capacity to provide government regulated services to the public, as determined by the Secretary;</text></clause><clause id="H0EE1C072B97C4BCD84DC7FECA5FC305E" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(ii)</enum><text display-inline="yes-display-inline">submit a complete depredation permit application, as determined by the Secretary, for review and approval according to procedures of the United States Fish and Wildlife Service; </text></clause><clause id="H9C591720D7E74E9797143046EE0FB934" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(iii)</enum><text display-inline="yes-display-inline">be responsible for complying with, and ensuring subpermittee compliance with, as applicable, all permit conditions; and</text></clause><clause id="H0216DC3E2BF741B6991D3456D8A8F3B4" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(iv)</enum><text display-inline="yes-display-inline">be responsible for collecting, managing, and reporting required information under the permit; and</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H57F72F5725B64232A620B8AC39C7B095" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">may subpermit to livestock producers to take black vultures for the purposes of livestock protection.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H20578BD5CA87426D8C566C6F721690D4" changed="not-changed"><enum>(3)</enum><header display-inline="yes-display-inline">Study</header><text display-inline="yes-display-inline">The Secretary, in consultation with the Secretary of Agriculture, acting through the Administrator of the Animal and Plant Health Inspection Service, shall carry out a study on whether prescribed take levels of black vultures may be increased for subpermittees within a biologically sustainable take level for the population.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H0167CE9641204EC2912E80AE758A540D" changed="not-changed"><enum>(4)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of the <short-title>America’s Conservation Enhancement Reauthorization Act of 2024</short-title>, the Secretary, in consultation with the Secretary of Agriculture, acting through the Administrator of the Animal and Plant Health Inspection Service, shall submit to the Chair and Ranking Member of the Committee on Environment and Public Works of the Senate and the Chair and Ranking Member of the Committee on Natural Resources of the House of Representatives a report on the status of the program, including the results of the study required under paragraph (3).</text></paragraph></subsection><after-quoted-block display="yes">.</after-quoted-block></quoted-block></paragraph></section><section commented="no" display-inline="no-display-inline" id="H6AF6CDDCA01B45F298C13712C8CB7062" changed="not-changed" section-type="subsequent-section"><enum>103.</enum><header display-inline="yes-display-inline">Chronic Wasting Disease Task Force</header><text display-inline="no-display-inline">Section 104(d)(1) of the America’s Conservation Enhancement Act (<external-xref legal-doc="usc" parsable-cite="usc/16/667h">16 U.S.C. 667h(d)(1)</external-xref>) is amended by striking <quote>2025</quote> and inserting <quote>2030</quote>.</text></section><section commented="no" display-inline="no-display-inline" id="HF26C3E440DBF45249ECC2E23C54F537D" changed="not-changed" section-type="subsequent-section"><enum>104.</enum><header display-inline="yes-display-inline">Protection of water, oceans, coasts, and wildlife from invasive species</header><text display-inline="no-display-inline">Section 10(p) of the Fish and Wildlife Coordination Act (<external-xref legal-doc="usc" parsable-cite="usc/16/666c-1">16 U.S.C. 666c–1(p)</external-xref>) is amended, in the matter preceding paragraph (1), by striking <quote>2025</quote> and inserting <quote>2030</quote>.</text></section><section commented="no" display-inline="no-display-inline" id="H39CD613FC9B24AF1BBABF1F93DBD96AD" changed="not-changed" section-type="subsequent-section"><enum>105.</enum><header display-inline="yes-display-inline">North American Wetlands Conservation Act</header><text display-inline="no-display-inline">Section 7(c) of the North American Wetlands Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/16/4406">16 U.S.C. 4406(c)</external-xref>) is amended by striking <quote>2025</quote> and inserting <quote>2030</quote>. </text></section><section id="H537AEF542B2B406BB87D247A84DCF5DE" changed="not-changed" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>106.</enum><header display-inline="yes-display-inline">National Fish and Wildlife Foundation Establishment Act</header><text display-inline="no-display-inline">Section 10 of the National Fish and Wildlife Foundation Establishment Act (<external-xref legal-doc="usc" parsable-cite="usc/16/3709">16 U.S.C. 3709</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="H50CC4BEF75FC41BDA447E8F0EF2211CC" changed="not-changed"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a)(1), in the matter preceding subparagraph (A), by striking <quote>2025</quote> and inserting <quote>2030</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H61267FDC08F5492586DCAE23CB0B8E7C" changed="not-changed"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (b)(1)—</text><subparagraph commented="no" display-inline="no-display-inline" id="H38121666DEC8439FA81FF96FD7416B20" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">in subparagraph (A), by striking <quote>and cooperative agreements,</quote> and inserting <quote>, cooperative agreements, participating agreements, and similar instruments used for providing partnership funds,</quote>;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H7C4C05FBE2194652B1569320ECB02B92" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">by redesignating subparagraphs (B) and (C) as subparagraphs (C) and (D), respectively;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H6135E6AFF09D48F0B429122234038302" changed="not-changed"><enum>(C)</enum><text display-inline="yes-display-inline">by inserting after subparagraph (A) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HB6F8E58D3A8941568553E3B40EFBEC77" changed="not-changed"><subparagraph commented="no" display-inline="no-display-inline" id="H38273E7D0B394055A9AB087E0A18C18B" changed="not-changed"><enum>(B)</enum><header display-inline="yes-display-inline">Funding agreements</header><text display-inline="yes-display-inline">Federal departments, agencies, and instrumentalities may enter into a Federal funding agreement with the Foundation for a period of not less than 5 years and not more than 10 years.</text></subparagraph><after-quoted-block display="yes">; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="H46336AEF64C84DD484ED01A08708813F" commented="no" display-inline="no-display-inline" changed="not-changed"><enum>(D)</enum><text display-inline="yes-display-inline">in subparagraph (C) (as so redesignated), by inserting <quote>, and should when possible,</quote> after <quote>may</quote>. </text></subparagraph></paragraph></section><section id="H4D52F037085042DAABA3182C86024F9B" commented="no" changed="not-changed" display-inline="no-display-inline" section-type="subsequent-section"><enum>107.</enum><header display-inline="yes-display-inline">Modification of definition of sport fishing equipment under TSCA</header><text display-inline="no-display-inline">Section 108(a) of the America’s Conservation Enhancement Act (<external-xref legal-doc="usc" parsable-cite="usc/15/2601">15 U.S.C. 2601</external-xref> note) is amended by striking <quote>During the 5-year period beginning on the date of enactment of this Act</quote> and inserting <quote>During the period beginning on the date of enactment of the <short-title>America’s Conservation Enhancement Reauthorization Act of 2024</short-title> and ending on September 30, 2030</quote>.</text></section><section id="H87B5423F9A7841C2847AF456F5549E5F" changed="not-changed" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>108.</enum><header display-inline="yes-display-inline">Chesapeake Bay Program</header><text display-inline="no-display-inline">Section 117(j) of the Federal Water Pollution Control Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1267">33 U.S.C. 1267(j)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="H9B5854B1720A4A43846E11FE50529ABB" changed="not-changed"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (4), by striking <quote>and</quote> at the end;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HAB5337063D8341D8A8F518B75A7E14B7" changed="not-changed"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (5), by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC1D9365A935C46D0A09D029CCDD9F30B" changed="not-changed"><enum>(3)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block id="HBFD72C86AF3B42CCAFEB98C1D4613A33" style="OLC" act-name="" changed="not-changed" display-inline="no-display-inline"><paragraph id="HA259C08FA1E141AB815680D13F1F5AB8" commented="no" changed="not-changed" display-inline="no-display-inline"><enum>(6)</enum><text display-inline="yes-display-inline">for each of fiscal years 2026 through 2030, $92,000,000.</text></paragraph><after-quoted-block display="yes">.</after-quoted-block></quoted-block></paragraph></section><section commented="no" display-inline="no-display-inline" id="HD92525B86E704102855D18F1EA3E4C3C" changed="not-changed" section-type="subsequent-section"><enum>109.</enum><header display-inline="yes-display-inline">Chesapeake Bay Initiative Act of 1998</header><text display-inline="no-display-inline">Section 502(c) of the Chesapeake Bay Initiative Act of 1998 (<external-xref legal-doc="public-law" parsable-cite="pl/105/312">Public Law 105–312</external-xref>; 112 Stat. 2963; 134 Stat. 920) is amended by striking <quote>2025</quote> and inserting <quote>2030</quote>.</text></section><section commented="no" display-inline="no-display-inline" id="H7FAE1BAE501C400FB4F00B92C2B6F13C" changed="not-changed" section-type="subsequent-section"><enum>110.</enum><header display-inline="yes-display-inline">Chesapeake Watershed Investments for Landscape Defense</header><text display-inline="no-display-inline">Section 111(e)(1) of the America’s Conservation Enhancement Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1267">33 U.S.C. 1267</external-xref> note) is amended by striking <quote>2025</quote> and inserting <quote>2030</quote>.</text></section><enum>II</enum><header display-inline="yes-display-inline">National Fish Habitat Conservation through Partnerships</header><section id="HBD5A60416421496398F71F47DD2191F7" changed="not-changed" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>201.</enum><header display-inline="yes-display-inline">National Fish Habitat Board</header><text display-inline="no-display-inline">Section 203 of the America’s Conservation Enhancement Act (<external-xref legal-doc="usc" parsable-cite="usc/16/8203">16 U.S.C. 8203</external-xref>) is amended—</text><paragraph id="H7C9F5A68F1C14FDFBA3C0001FD9FC15A" changed="not-changed" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a)(2)—</text><subparagraph commented="no" display-inline="no-display-inline" id="H9E425BB7682F4E019AD1029ACCDC1170" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">in the matter preceding subparagraph (A), by striking <quote>26 members</quote> and inserting <quote>28 members</quote>;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HFB9AA09002EF4896B360420FEAE4A250" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">by amending subparagraph (A) to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H1231122659954DE4B0A41FFBBB5336E0" changed="not-changed"><subparagraph commented="no" display-inline="no-display-inline" id="H0CAABF06A7FC4EDEAA1BB9A6412FCDA2" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">2 shall be representatives of the Department of the Interior, including the United States Fish and Wildlife Service and the Bureau of Land Management;</text></subparagraph><after-quoted-block display="yes">; and</text></clause><clause commented="no" display-inline="no-display-inline" id="H341779C0108F46D799C2CCB4169BC5CB" changed="not-changed"><enum>(ii)</enum><text display-inline="yes-display-inline">1 shall be a representative of Indian Tribes in States other than the State of Alaska;</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H49099A5662224BCCBDD36EE2BE440554" changed="not-changed"><enum>(H)</enum><text display-inline="yes-display-inline">2 shall be representatives of—</text><clause commented="no" display-inline="no-display-inline" id="HDC03A3B294AE431AB207D5EEFDEC36DB" changed="not-changed"><enum>(i)</enum><text display-inline="yes-display-inline">the Regional Fishery Management Councils established by section 302(a)(1) of the Magnuson-Stevens Fishery Conservation and Management Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1852">16 U.S.C. 1852(a)(1)</external-xref>); or</text></clause><clause commented="no" display-inline="no-display-inline" id="HED50E2FA10D64260B7C87F1724AC98C9" changed="not-changed"><enum>(ii)</enum><text display-inline="yes-display-inline">the Marine Fisheries Commissions;</text></clause></subparagraph><after-quoted-block display="yes">; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7D6650DFB74C4C54822ED71A0B71BD43" changed="not-changed"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (e)(1)(B), by striking <quote>all members</quote> and inserting <quote>the members present</quote>.</text></paragraph></section><section commented="no" display-inline="no-display-inline" id="H53A8656DC83F46F3BDDCA81278F9B3C5" changed="not-changed" section-type="subsequent-section"><enum>202.</enum><header display-inline="yes-display-inline">Fish Habitat Partnerships</header><text display-inline="no-display-inline">Section 204(e) of the America’s Conservation Enhancement Act (<external-xref legal-doc="usc" parsable-cite="usc/16/8204">16 U.S.C. 8204(e)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="HC89B4B0353544F2DB1DFAB6B5FAED124" changed="not-changed"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1), in the matter preceding subparagraph (A), by inserting <quote>, subject to paragraph (3),</quote> after <quote>Act and</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HACE5BDEE2703437D923CFEB8DDCC0D61" changed="not-changed"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HEA3A1D1B8BEE45609716336E9A30D566" changed="not-changed"><paragraph commented="no" display-inline="no-display-inline" id="H9F8AE0CCC56F495AAC664C7FEE484354" changed="not-changed"><enum>(3)</enum><header display-inline="yes-display-inline">Limitation</header><text display-inline="yes-display-inline">The Board shall only submit a report required under paragraph (1) in the fiscal years in which the Board is proposing modifications to, or new designations of, 1 or more Partnerships.</text></paragraph><after-quoted-block display="yes">.</after-quoted-block></quoted-block></paragraph></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="H01FDAFD890E5451B9A88AEF235BE0BD5" changed="not-changed"><enum>203.</enum><header display-inline="yes-display-inline">Fish habitat conservation projects</header><text display-inline="no-display-inline">Section 205 of the America’s Conservation Enhancement Act (<external-xref legal-doc="usc" parsable-cite="usc/16/8205">16 U.S.C. 8205</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="HFDFCC146EB2E4ABA85DEBF2D549A23FA" changed="not-changed"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (b), by striking <quote>for the following fiscal year</quote>;
