which was referred to the <committee-name committee-id="HAS00">Committee on Armed Services</committee-name>, and in addition to the Committee on <committee-name committee-id="HPW00">Transportation and Infrastructure</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 10, United States Code, to provide for the membership of the Commandant of the Coast Guard on the Joint Chiefs of Staff.</official-title></form><legis-body><section id="HF193A19530DD47CCB514C2FB9586E50F" section-type="section-one"><enum>1.</enum><header>Membership of Commandant of the Coast Guard on the Joint Chiefs of Staff</header><subsection id="H81611A9BC168485DAEBE0AF8451738C8"><enum>(a)</enum><header>Membership on the Joint Chiefs of Staff</header><text>Section 151(a) of title 10, United States Code, is amended by adding at the end the following new paragraph:</text><quoted-block id="H4569F76A979A4F30B17D8DE3D90292BF" style="OLC"><paragraph id="H817754E6E1AF471087F881713A868AB0"><enum>(9)</enum><text>The Commandant of the Coast Guard.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H1B21CA6F0E4F456D87E844EDF8A80A2F"><enum>(b)</enum><header>Appointment of Chairman; grade and rank</header><text>Section 152 of such title is amended—</text><paragraph id="HF2B420EACEBC4E50858C34B4E45EFC4F"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (b)(1)(B) by striking <quote>or the Commandant of the Marine Corps</quote> and inserting <quote>the Commandant of the Marine Corps, or the Commandant of the Coast Guard</quote>; and</text></paragraph><paragraph id="H33150A9C278D4342A7FFBD3675FF8014"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (c), by striking <quote>Navy</quote> and inserting <quote>Navy or Coast Guard</quote>.</text></paragraph></subsection><subsection id="HAB45E3AC5F4D4C68891DBEBD690ADCBE"><enum>(c)</enum><header>Vice Chairman</header><text>Section 154(f) of such title is amended by striking <quote>Navy</quote> and inserting <quote>Navy or Coast Guard</quote>.</text></subsection><subsection id="HA67E734E0C7D44BAA90E8323EA4E5F62"><enum>(d)</enum><header>Inclusion on the Joint Staff</header><text>Section 155(a) of such title is amended—</text><paragraph id="HAC7269F45C3242FA918ADEDB4CDCFC0C"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (2)—</text><subparagraph id="H410C46463EF04617AB8CE2E8EDACA67D"><enum>(A)</enum><text>in the matter preceding subparagraph (A), by striking <quote>(other than the Coast Guard)</quote>;</text></subparagraph><subparagraph id="H6C170AC0A0B3485F8699C748D0891268"><enum>(B)</enum><text>in subparagraph (B), by striking <quote>and</quote> at the end;</text></subparagraph><subparagraph id="H17D27B3F86AE4BCAABEE57B50273989F"><enum>(C)</enum><text>in subparagraph (C), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph id="H5D371E4DB4DF4556AC6FB1A97898AA98"><enum>(D)</enum><text>by adding at the end the following new subparagraph:</text><quoted-block style="USC" id="H7C34D2F73C8A47309C0F145ECBDFE565" display-inline="no-display-inline"><subparagraph id="H7E639F10690E4C1EB81BDDA51A0BB6E9" indent="up1"><enum>(D)</enum><text display-inline="yes-display-inline">the Coast Guard.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H8BB059580BD94C00B6673683C77784B2"><enum>(2)</enum><text>in paragraph (3), by striking <quote>Secretary of the military department having jurisdiction over that armed force</quote> and inserting <quote>Secretary concerned</quote>.</text></paragraph></subsection><subsection id="HE6D9502D43744AB6A5FBDB1BF83FB803"><enum>(e)</enum><header>Duties as member of Joint Staff</header><text>Section 302 of title 14, United States Code, is amended—</text><paragraph id="H1366F49D66AF404B8FFE5C9BABCA9175"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>The President may</quote> and inserting the following:</text><quoted-block style="USC" id="H7CBC9C8522164FB2879280C6B6C38319" display-inline="no-display-inline"><subsection id="H1201997496CB488485C438570E166016"><enum>(a)</enum><text display-inline="yes-display-inline">The President may</text></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="H7A2A9C10FBE5412BB9A820DC65A74CF5"><enum>(2)</enum><text>by adding at the end the following new subsection:</text><quoted-block style="USC" id="H371D63F61A6242A2A4C3C0F2A56CFA14" display-inline="no-display-inline"><subsection id="HB660B590B04745B38B689E3E13252B0A" display-inline="no-display-inline"><enum>(b)</enum><paragraph commented="no" display-inline="yes-display-inline" id="HC5160BBB9D9D4F0DAC23A20A6EF7B2D3"><enum>(1)</enum><text>The Commandant of the Coast Guard shall also perform the duties prescribed for the Commandant as a member of the Joint Chiefs of Staff under section 151 of title 10.</text></paragraph><paragraph id="HE9F7E6E2FAFB49E88CB4422456B0598C" indent="up1"><enum>(2)</enum><text>To the extent that such action does not impair the independence of the Commandant in the performance of the Commandant’s duties as a member of the Joint Chiefs of Staff, the Commandant shall inform the Secretary of the department in which the Coast Guard is operating regarding military advice rendered by members of the Joint Chiefs of Staff on matters affecting such department.</text></paragraph><paragraph id="HE45ACBF650874F91900DB1ECCBD990E7" indent="up1"><enum>(3)</enum><text display-inline="yes-display-inline">Subject to the authority, direction, and control of the Secretary of Defense, the Commandant shall keep the Secretary of the department in which the Coast Guard is operating fully informed of significant military operations affecting the duties and responsibilities of such Secretary.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section></legis-body></bill>
