which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To construct dog relief areas on the United States Capitol Grounds, and for other purposes.</official-title></form><legis-body id="H382D17D0D26941BDB1CD08C812A02EE9" style="OLC"><section id="H42185BEEDA4B4E59B242D451C841209B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Capitol Dog Relief Act</short-title></quote>.</text></section><section id="HB6B5653B79654EBA8733C03A54207D96"><enum>2.</enum><header>Dog relief area</header><subsection id="H0BE106890F9B4A408672156454F52CFF"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Architect of the Capitol, in coordination with the House Office Buildings Commission, the Committee on House Administration of the House of Representatives, and the Committee on Rules and Administration of the Senate, shall—</text><paragraph id="H3D28B0D09E1549619A211ADCF47E94EE"><enum>(1)</enum><text display-inline="yes-display-inline">identify not less than 1 suitable location for a dog relief area on the United States Capitol Grounds;</text></paragraph><paragraph id="HFFAC63DA012A4E569F651FBCDC53F201"><enum>(2)</enum><text>approve a design for such area; </text></paragraph><paragraph id="H7FF937DD913F4F25BF0E55D54894B8AE"><enum>(3)</enum><text display-inline="yes-display-inline">construct such area; and</text></paragraph><paragraph id="HD99229724E4D4896A5F4DF2BB898AAF8"><enum>(4)</enum><text display-inline="yes-display-inline">construct any additional dog relief areas necessary to support the dogs on such Grounds or in Capitol Buildings.</text></paragraph></subsection><subsection id="HDD4F6633C6DE43D7BB11357CBB892B56"><enum>(b)</enum><header>Dog relief area design</header><paragraph id="H605C49F70A5346CDA08432946EB76E7F"><enum>(1)</enum><header>Design reference</header><text display-inline="yes-display-inline">The Architect may base the design referred to in subsection (a)(2) on a dog relief area not located on the United States Capitol Grounds.</text></paragraph><paragraph id="H352BDCA1AFD743839ABE3C0F2E5DA7A0"><enum>(2)</enum><header>Design standards</header><text display-inline="yes-display-inline">Each dog relief area constructed under subsection (a) shall adhere to standards—</text><subparagraph id="HF380DFDCC385408590283D9DF26E3A21"><enum>(A)</enum><text display-inline="yes-display-inline">described under the 2010 ADA Standards for Accessible Design adopted by the Department of Justice (or any successor standards); and</text></subparagraph><subparagraph id="H0EECEFEAB5F9415EA93F5610222FBE47"><enum>(B)</enum><text display-inline="yes-display-inline">developed by the Architectural Review Board of the Architect to preserve the historic character of the United States Capitol Grounds.</text></subparagraph></paragraph></subsection><subsection id="HF8536D0673F34723A2408E5ED1B24205"><enum>(c)</enum><header>Disposal of animal waste</header><paragraph id="HE02D83585A224B9F9C3CCB81D016CD14"><enum>(1)</enum><header>Solid waste disposal requirement</header><text>Each individual possessing a dog shall dispose of the solid waste produced by such dog on United States Capitol Grounds by placing such waste in a sealed plastic bag and placing such bag in a trash receptacle.</text></paragraph><paragraph id="H53BC3046160247F4899662AE95456612"><enum>(2)</enum><header>Violations</header><text>An individual who violates paragraph (1) shall be fined—</text><subparagraph id="HB348CC94FE14465BB75660BBF0C8069F"><enum>(A)</enum><text>in the case of a first violation, not more than $100; and</text></subparagraph><subparagraph id="HA86047547D664BBE86569C36A657EC76"><enum>(B)</enum><text>in the case of a violation following a first violation, not more than $500.</text></subparagraph></paragraph><paragraph id="H4352C513A8AE41C7B03571376F541264"><enum>(3)</enum><header>Enforcement</header><text display-inline="yes-display-inline">The United States Capitol Police may fine an individual under paragraph (2) for each violation under paragraph (1).</text></paragraph><paragraph id="HDFC6699A963B47F7A7AA02F6EB72DEDB"><enum>(4)</enum><header>Disposition of fines</header><text display-inline="yes-display-inline">Fines collected pursuant to the authority provided under paragraph (2) shall be made available, without subsequent appropriation, to the Architect for maintenance of the United States Capitol Grounds.</text></paragraph></subsection><subsection id="H20F50C3D3E0C4F6EBE51BDF6A9DACD43"><enum>(d)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H811726C8BC1E462D94CE7D4167D1879A"><enum>(1)</enum><header>Capitol Buildings</header><text display-inline="yes-display-inline">The term <quote>Capitol Buildings</quote> has the meaning given such term in section 5101 of title 40, United States Code.</text></paragraph><paragraph id="H76017AA1218844EF988762D16875E81C"><enum>(2)</enum><header>United States Capitol Grounds</header><text>The term <quote>United States Capitol Grounds</quote> has the meaning given such term in section 5102 of title 40, United States Code.</text></paragraph></subsection><subsection id="H00EECD59A18644A78B3A82754199CB8C"><enum>(e)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated such sums as may be necessary to carry out this section, to remain available until expended. </text></subsection></section></legis-body></bill>
