which was referred to the <committee-name committee-id="HAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Defense to establish a pilot program to develop a training program that teaches members of the Armed Forces to interact with digital information in a safe and responsible manner, and for other purposes.</official-title></form><legis-body id="H1231B856AF0340E3A42D8BEC8352306A" style="OLC"><section id="HBA35A3BB0D8C49379F684094CFB35EC5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>The Strategic Homeland Information Education and Learning Defense Act of 2024</short-title></quote> or the <quote><short-title>SHIELD Act of 2024</short-title></quote>.</text></section><section id="H478EF4118BF4441EAA81B097F02299F5"><enum>2.</enum><header>Pilot program for digital information training for members of the Armed Forces</header><subsection id="H4923E511F4AE4CA8B99872633D58F1EC" display-inline="no-display-inline"><enum>(a)</enum><header>Pilot program</header><text display-inline="yes-display-inline">Not later than 120 days after the date of the enactment of this Act, the Secretary of Defense shall establish a pilot program (in this section referred to as the <quote>pilot program</quote>) to develop a training program that teaches members of the Armed Forces to interact with digital information in a safe and responsible manner.</text></subsection><subsection id="HF3C7263577EB4D8AB8473B3AA074DCA3"><enum>(b)</enum><header>Elements</header><text>In carrying out the pilot program, the Secretary shall—</text><paragraph id="HEEF05EE826E9448BB20EB819B1A333C0"><enum>(1)</enum><text>develop and carry out a curriculum that includes instruction on—</text><subparagraph id="H8799C085D9FD497784DB963C089F87E9" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">how to identify—</text><clause id="H44F7A49ECDDB4026B0BCA9499668D828"><enum>(i)</enum><text>fact-based journalism;</text></clause><clause id="H032D2B631CC045FA9F43C1033A462B41"><enum>(ii)</enum><text>opinion-based journalism; </text></clause><clause id="H8D8A018CF30F468592CF0AB7057D5260"><enum>(iii)</enum><text>disinformation;</text></clause><clause id="H36C6C2B609FA461983066E3B12AFDC78"><enum>(iv)</enum><text>conspiracy theories; and</text></clause><clause id="HDF1BB34398BF4A9D83BC34873DD96222"><enum>(v)</enum><text>hate-based ideologies, including antisemitism and white supremacy;</text></clause></subparagraph><subparagraph id="H48D28FBBB3214C8EA6BF1D9EF784AF9D"><enum>(B)</enum><text>how to assess the credibility of digital news and other digital sources of information;</text></subparagraph><subparagraph id="HB82B44B8DA744144A343AAF401D1C5F3"><enum>(C)</enum><text display-inline="yes-display-inline">the effects of online actions on the actor and others, including the effects of posting or sharing personal, incorrect, or bias-based information;</text></subparagraph><subparagraph id="H60835FF48F4E44A88CAC665FADD8FCBC"><enum>(D)</enum><text>the importance of protecting personal information and how to protect personal information with respect to online activities;</text></subparagraph><subparagraph id="H60E8F4BF848B4152B57ED10E1BC7117F"><enum>(E)</enum><text display-inline="yes-display-inline">how to recognize and avoid common information-based threats that could harm—</text><clause id="HB6CAC347D3A44B8F99B3D330AA257D95"><enum>(i)</enum><text>an individual targeted by such threats;</text></clause><clause id="HB2801A6711FD4E28BD75157FDFB52BC8"><enum>(ii)</enum><text>the property of the individual; or</text></clause><clause id="H492C105A18664AB8899959D5C73C12F7"><enum>(iii)</enum><text>the security, property, or goals of the Department of Defense when the individual is a member of the Armed Forces; and</text></clause></subparagraph><subparagraph id="HB644E44AA8F34A689FED54B732D10063"><enum>(F)</enum><text>in the case that the individual is a member of the Armed Forces, methodologies—</text><clause id="HDCDC12E0FB4C4FDDBD2CA10BD55DE94E"><enum>(i)</enum><text>that the individual can use when locating, evaluating, and using digital information; and</text></clause><clause id="HC73AA9CAA63F49B396FCA7607EC6DD42"><enum>(ii)</enum><text>which are designed reduce insider threats to, and vulnerabilities of, the Armed Forces with respect to conspiracy theories and hate-based ideology;</text></clause></subparagraph></paragraph><paragraph id="HA942B16DAAB147F5876E8B025F816E87"><enum>(2)</enum><text display-inline="yes-display-inline">select as participants a geographically and demographically diverse sample of members of the Armed Forces in such number as is necessary to collect meaningful feedback about the training program; and</text></paragraph><paragraph id="H9E9BB325BB71404F9AD535C4E8834C3F"><enum>(3)</enum><text display-inline="yes-display-inline">use in-person, virtual, and hybrid training delivery methods in equal amounts.</text></paragraph></subsection><subsection id="H270F10D27C334675B14118F8849521FC" commented="no" display-inline="no-display-inline"><enum>(c)</enum><header>Termination</header><text>The authority of Secretary to carry out the pilot program shall terminate on the date that is one year after the date on which the pilot program begins. </text></subsection><subsection id="HB9A13811F17F4D9C9BAD9C27D68527E7"><enum>(d)</enum><header>Consultation</header><text display-inline="yes-display-inline">In carrying out the pilot program, the Secretary may consult with organizations that specialize in teaching or providing information to individuals about interacting with digital information in a safe and responsible manner.</text></subsection><subsection id="H151A0EF767694250BF3E3D5204DA15DD"><enum>(e)</enum><header>Survey</header><text display-inline="yes-display-inline">After the date on which the pilot program terminates pursuant to subsection (c), the Secretary shall survey participants and instructors to identify—</text><paragraph id="HDD348DA9B01F44CB9B92AC443ADD41AF" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">ways to improve the training program and curriculum;</text></paragraph><paragraph id="HFF7F02C8181045C5971E241C41A2994C"><enum>(2)</enum><text display-inline="yes-display-inline">ways to improve participant engagement during the training program; and</text></paragraph><paragraph id="HF4166E19ECD643A0AF8B814F549A6DF3"><enum>(3)</enum><text>the extent to which participants retained, over time, the information taught during the training program.</text></paragraph></subsection><subsection id="H75F53A3612F34C5EB9FE41A6DEBFE58C"><enum>(f)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 180 days after the termination of the pilot program, the Secretary shall submit to the Committees on Armed Services of the Senate and the House of Representatives a report summarizing the results of the pilot program, including—</text><paragraph id="H5392DD7B61454374BB5FDF0CEB7CC93B"><enum>(1)</enum><text>a comparison of the in-person, virtual, and hybrid training delivery methods, considering—</text><subparagraph id="HF961DF81AEB54D0F99DA8EAFEF898401"><enum>(A)</enum><text display-inline="yes-display-inline">the engagement of participants during the training program; </text></subparagraph><subparagraph id="HF3F924455D2647678977D725566A9FB7" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">the extent to which participants retained, over time, the information taught during the training program; and</text></subparagraph><subparagraph id="H92E7C0A3E315475894235A8BB55326EF"><enum>(C)</enum><text>other notable differences, as determined by the Secretary;</text></subparagraph></paragraph><paragraph id="H0AC1BCEF01C04E8EB442594BCC86406B"><enum>(2)</enum><text>a determination, based on such comparison, about which training delivery method is most effective for teaching the curriculum developed under subsection (b)(1); </text></paragraph><paragraph id="H4C4ACC756D41488C9125823F3A9E9211"><enum>(3)</enum><text display-inline="yes-display-inline">a recommendation about how often a member of the Armed Forces should be required to attend a permanent training program about interacting with digital information in a safe and responsible manner, if established, considering the extent to which participants of the pilot program retained information taught during the training program; and</text></paragraph><paragraph id="H7DCDBBC92AD940EBBB73DD84EC308181"><enum>(4)</enum><text>a recommendation about how often the curriculum of any such permanent training program should be updated.</text></paragraph></subsection></section></legis-body></bill>
