which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend part B of title IV of the Social Security Act to improve the monthly caseworker visits program so States can invest in the child welfare workforce ensuring that children in care have access to quality and timely care.</official-title></form><legis-body id="H3A2E8734022448269DA0855BE36AA6DC" style="OLC"><section id="H13A00248D7F742CB8D6E79E27D243DE2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Child Welfare Workforce Development Act</short-title></quote>.</text></section><section id="HF30FF4AE3F2B4E72BE812498652862C9"><enum>2.</enum><header>Child welfare workforce development</header><subsection id="H2F1C946DDF9648F59B1D1BE1731852EC"><enum>(a)</enum><header>Modification of payment reduction rules</header><text>Section 424(f) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/624">42 U.S.C. 624(f)</external-xref>) is amended—</text><paragraph id="H09D4E21EEB774F6EAD5B9565ECA8519A"><enum>(1)</enum><text>in paragraph (1)—</text><subparagraph id="H9229DA17A3F74A04BCE4967CD7811FC4"><enum>(A)</enum><text>by striking <quote>(1)(A)</quote>; and</text></subparagraph><subparagraph id="H94F34A364B474106B8ECDADE851FF34A"><enum>(B)</enum><text>by striking subparagraph (B); and</text></subparagraph></paragraph><paragraph id="H0F9DC6FC66E9490C9B7FF8BD907A7CF1"><enum>(2)</enum><text>by striking paragraph (2).</text></paragraph></subsection><subsection id="H68C800246D8C41EC81CB8AB1B5600D45"><enum>(b)</enum><header>Use of funds</header><text>Section 436(b)(4)(B)(i) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/629f">42 U.S.C. 629f(b)(4)(B)(i)</external-xref>) is amended—</text><paragraph id="H745BEEBFC45743E889EC2888BD1DF22B"><enum>(1)</enum><text>by striking <quote>emphasis on</quote> and all that follows and inserting <quote>emphasis on—</quote>; and</text></paragraph><paragraph id="HE2DD5AF443474DF892B39AF91F368174"><enum>(2)</enum><text>by adding after and below the end the following: </text><quoted-block style="OLC" id="H6B8243D736A84EB2878FF22C002034B2" display-inline="no-display-inline"><subclause id="H2B918C7AD4314D0FA135AB3F73F02287"><enum>(I)</enum><text display-inline="yes-display-inline">reducing caseload ratios and the administrative burden on caseworkers, to improve caseworker decision making on the safety, permanency, and well-being of foster children and on activities designed to increase retention, recruitment, and training of caseworkers;</text></subclause><subclause id="HF2A36E0A47FA4E5C844D96C712CEB112"><enum>(II)</enum><text>implementing technology solutions to streamline caseworker duties and modernize systems, ensuring improved efficiency and effectiveness in child welfare services;</text></subclause><subclause id="HFB05BBCF84554E0091F4559C57D97187"><enum>(III)</enum><text>technologies designed to enhance caseworker safety;</text></subclause><subclause id="H1589E376C0A94CF78FEC9A183E863E81"><enum>(IV)</enum><text>developing and implementing mentoring or coaching programs that address work-related stress and offer frontline workers support; and</text></subclause><subclause id="H404000AB5AED43C5ADF98574FC01910D"><enum>(V)</enum><text>recruitment campaigns aimed at attracting qualified caseworker candidates.</text></subclause><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HFFA2A56FE49744D2A9BF692C76AEBBD8"><enum>(c)</enum><header>Effective date</header><paragraph id="H964804ECC4074DAC8BFEC4EF20827FD5"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The amendments made by this section shall take effect on October 1, 2026, and shall apply to payments under part B of title IV of the Social Security Act for calendar quarters beginning on or after such date.</text></paragraph><paragraph id="HB1ABA8C5AF524615A91BE039F7551527"><enum>(2)</enum><header>Delay permitted if State legislation required</header><text>If the Secretary of Health and Human Services determines that State legislation (other than legislation appropriating funds) is required in order for a State plan developed pursuant to part B of title IV of the Social Security Act to meet the additional requirements imposed by the amendments made by this section, the plan shall not be regarded as failing to meet any of the additional requirements before the 1st day of the 1st calendar quarter beginning after the first regular session of the State legislature that begins after the date of the enactment of this Act. For purposes of the preceding sentence, if the State has a 2-year legislative session, each year of the session is deemed to be a separate regular session of the State legislature.</text></paragraph></subsection></section></legis-body></bill>
