<section id="HEBC5D0F370BA4F398D96895ECE6DFB8D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No Backdoors for Student Debt Cancellation Act</short-title></quote>.</text></section> <section id="H36589620D9884C08898AE7DC171369CA" section-type="subsequent-section"><enum>2.</enum><header>Title IV eligibility</header> <text display-inline="no-display-inline">The Secretary of Education may not determine an institution of higher education (as such term is defined in section 102 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002</external-xref>)) ineligible for participation in title IV of such Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1070">20 U.S.C. 1070 et seq.</external-xref>) because such institution withholds from a student, for any reason, transcripts that include all credit or clock hours for payment periods in which the student received funds under such title and for which all institutional charges were paid.</text></section>
