<section id="HCCFCB1779DCF40A9AD41AA7C37DDE479" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Weatherization Enhancement and Readiness Act of 2024</short-title></quote>. </text></section> <section id="H208AC60DF4544246B46B3A47B7E6B05F"><enum>2.</enum><header>Weatherization</header> <subsection id="H20D18D8836FB4390BF4251AE7957C93F"><enum>(a)</enum><header>Enhancement and innovation</header><text>Section 414D of the Energy Conservation and Production Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6864d">42 U.S.C. 6864d</external-xref>) is amended by striking subsection (k).</text></subsection> 
<subsection id="H078A93AA9EAA4FFF8C10E98DF78CDA87"><enum>(b)</enum><header>Average cost per dwelling unit</header><text>Section 415(c)(1) of the Energy Conservation and Production Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6865">42 U.S.C. 6865(c)(1)</external-xref>) is amended by striking <quote>$6,500</quote> and inserting <quote>$12,000</quote>.</text></subsection> <subsection id="H4E1EA4CC329648E7AE897E098EBEAFB0" commented="no"><enum>(c)</enum><header>Clarification of reweatherization limitation</header><text>Section 415(c)(2) of the Energy Conservation and Production Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6865">42 U.S.C. 6865(c)(2)</external-xref>) is amended—</text> 
<paragraph id="H1409F0C1FDCE4C51B10D353FB2EC27A7" commented="no"><enum>(1)</enum><text>by striking <quote>, or under other Federal programs</quote>;</text></paragraph> <paragraph id="H02B092E7D48E459693E1B2EA2338A2C0" commented="no"><enum>(2)</enum><text>by striking <quote>, may </quote> and inserting <quote>may</quote>; and</text></paragraph> 
<paragraph id="H5E11CAD2A9194FCB8A3E37C6FE7EA207" commented="no"><enum>(3)</enum><text>by striking <quote>or under other Federal programs, or from receiving non-Federal assistance for weatherization</quote>.</text></paragraph></subsection> <subsection id="H40217F3B38644595BB8C0FDBF7D95E7B"><enum>(d)</enum><header>Renewable energy systems</header><text>Section 415(c) of the Energy Conservation and Production Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6865">42 U.S.C. 6865(c)</external-xref>) is amended by striking paragraph (4).</text></subsection> 
<subsection id="HC80A7F7DAD8E423CA7023C69CFD292BD"><enum>(e)</enum><header>Weatherization readiness program</header> 
<paragraph id="H6D992C83BF314630B573C1DC5FBDCF66"><enum>(1)</enum><header>In general</header><text>The Energy Conservation and Production Act is amended by adding after section 414E (<external-xref legal-doc="usc" parsable-cite="usc/42/6864e">42 U.S.C. 6864e</external-xref>) the following section: </text> <quoted-block style="OLC" id="H54C4E1CEDA0346DE854A2EB8E5EDFAB2" display-inline="no-display-inline"> <section id="H7CBF40ACF1164A75BD80623DA1F7764A"><enum>414F.</enum><header>Weatherization readiness program</header> <subsection id="H724CE3BA978B4CFD90EAD48B530F4660" commented="no"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this section, the Secretary shall establish a weatherization readiness program to provide grants to States and tribal organizations to implement measures to make dwelling units occupied by low-income persons ready to receive weatherization measures pursuant to the weatherization program conducted under this part by addressing structural, plumbing, roofing, and electrical issues and environmental hazards, and implementing other measures that the Secretary determines to be appropriate, to reduce the frequency of deferrals of such weatherization measures when the condition of a dwelling unit renders delivery of weatherization measures unsafe or ineffective.</text></subsection> 
<subsection id="H3A3D84275AFD4EDD8E1E8111307F07B0" commented="no"><enum>(b)</enum><header>Alignment of requirements</header><text>Except as otherwise provided in this section, to the extent possible, the Secretary shall, in establishing the weatherization readiness program under this section—</text> <paragraph id="HA0D0A77F164E4AED90858DD6DA3EB5BE" commented="no"><enum>(1)</enum><text>align the requirements of such weatherization readiness program with the requirements of the weatherization program conducted under this part; and</text></paragraph> 
<paragraph id="HFAEACAB9B1E643AFA403F7E73FF6DF66" commented="no"><enum>(2)</enum><text>seek to reduce barriers to leveraging other sources of funding for weatherization readiness measures.</text></paragraph></subsection> <subsection id="H288B87FD59644AC2AEEDD5293C9A551B"><enum>(c)</enum><header>Savings-to-Investment ratio</header><text>The weatherization readiness program established under this section shall not include a savings-to-investment ratio requirement.</text></subsection> 
<subsection id="HDE137B8A87A84CC38080BA478EEB75ED" commented="no"><enum>(d)</enum><header>Previous weatherization</header><text display-inline="yes-display-inline">Weatherization readiness measures implemented pursuant to the weatherization readiness program established under this section shall not be considered previous weatherization for purposes of section 415(c)(2). </text></subsection> <subsection id="HD984E9BC10524A68A93EA171ED2AE9EF"><enum>(e)</enum><header>Average cost per dwelling unit</header><text display-inline="yes-display-inline">The Secretary may establish, or require a State grantee to establish, a limit for expenditures for weatherization readiness measures, including labor, materials, and related matters, to be implemented with respect to a dwelling unit, on an average cost per unit basis, pursuant to the weatherization readiness program established under this section.</text></subsection> 
<subsection id="H2485B72E8FA74BD09DCFCCCA92C20A7B"><enum>(f)</enum><header>Allocation of funds</header> 
<paragraph id="HBF33CE9FBC194B8CACE051ED0F5F7007" commented="no"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall allocate funding made available under this section to States and tribal organizations in a manner consistent with the allocation of financial assistance for weatherization assistance under the weatherization program conducted under this part.</text></paragraph> <paragraph id="H082F40B052C046CFA8B244AC58AE424B"><enum>(2)</enum><header>Updated allocation</header><text>Not sooner than October 1, 2028, the Secretary, in consultation with States and tribal organizations, may, by rule, update the method to allocate funding to States and tribal organizations under this section to more accurately reflect the relative need for funding for weatherization readiness measures among low-income persons throughout the States and Indian tribes.</text></paragraph></subsection> 
<subsection id="H27E702CBAA7349E798830136C790DC91"><enum>(g)</enum><header>Administrative expenses</header><text>Not more than an amount equal to 15 percent of any grant made by the Secretary under this section may be used for administrative purposes, except that not more than one-half of such amount may be used by any State for such purposes.</text></subsection> <subsection id="H83D4D7FD439C4B96AE19C6C47DC14309" display-inline="no-display-inline"><enum>(h)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated $50,000,000 for each of fiscal years 2025 through 2029 to carry out this section.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph> 
<paragraph id="H371A4BBE9C0F4023B42D8452C2C7557A"><enum>(2)</enum><header>Table of contents amendment</header><text>The table of contents for the Energy Conservation and Production Act is amended by adding after the item relating to section 414E the following: </text> <quoted-block style="OLC" id="H430833EE62F245E59A997D115FD06914" display-inline="no-display-inline"> <toc regeneration="no-regeneration"> <toc-entry level="section">Sec. 414F.
