which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Public Health Service Act to provide for a public awareness campaign with respect to screening for type 1 diabetes, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Strengthening Collective Resources for Encouraging Education Needed for Type 1 Diabetes Act of 2024</short-title></quote> or the <quote><short-title>SCREEN for Type 1 Diabetes Act of 2024</short-title></quote>.</text></section><section id="idb8b3774157a449d0a041dcdc6e7e944c"><enum>2.</enum><header>Type 1 diabetes screening public awareness campaign</header><subsection id="id8d6bea6d19fd47378dfc41457f5db27c"><enum>(a)</enum><header>In general</header><text>Section 317H of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247b-9">42 U.S.C. 247b–9</external-xref>) is amended by striking subsection (c) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id17d7b2272b044c06b2832a78e6f91927"><subsection id="idbba78696a3a04b73beede24fdfde19ce"><enum>(c)</enum><header>Type 1 diabetes public awareness campaign</header><paragraph id="id13e99181b1224bf38f1ea90a16b45e81"><enum>(1)</enum><header>In general</header><text>The Secretary, acting through the Director of the Centers for Disease Control and Prevention, shall carry out a national campaign to increase awareness and knowledge of health care providers and the public with respect to type 1 diabetes detection, screening, and management.</text></paragraph><paragraph id="idfc09ccaf0bcd488eae55b639726d0a54"><enum>(2)</enum><header>Written materials</header><text>In carrying out the national campaign under paragraph (1), the Secretary shall maintain a publicly accessible supply of written materials that provide information to the public relating to early detection and symptoms of type 1 diabetes and type 1 diabetes screening, including information relating to—</text><subparagraph id="id7350be66ff7c4be3ac59baa5d2352618" commented="no"><enum>(A)</enum><text>early symptoms and warning signs of type 1 diabetes;</text></subparagraph><subparagraph id="id5ff42a0ebd8344e4be77d21688e1f209" commented="no"><enum>(B)</enum><text>the availability of screening for type 1 diabetes;</text></subparagraph><subparagraph id="id07d9b8cb57a0447ebdc87338420ebfb4" commented="no"><enum>(C)</enum><text>the benefits of getting screened for type 1 diabetes;</text></subparagraph><subparagraph id="id89645502ad634152b8a1237ee649da28" commented="no"><enum>(D)</enum><text>training and education regarding medically appropriate resources for those newly diagnosed; and</text></subparagraph><subparagraph id="idc6ce3c5f08e444859cc1e0162ec9a5a4" commented="no"><enum>(E)</enum><text>such other information as the Secretary determines appropriate.</text></subparagraph></paragraph><paragraph id="idba145401c4f2492cb81586f69db1674d"><enum>(3)</enum><header>Public service announcements</header><subparagraph commented="no" display-inline="no-display-inline" id="id173f9fffc9cc42f698c6ab1d05a47775"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">In carrying out the national campaign under paragraph (1), the Secretary shall develop and issue public service announcements to provide education to the public on early detection and symptoms of type 1 diabetes and the importance of screening for type 1 diabetes.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1031603be097485dac1c4b2f7f4f7eb9"><enum>(B)</enum><header>Media</header><text display-inline="yes-display-inline">The Secretary shall issue public service announcements under subparagraph (A) through—</text><clause commented="no" display-inline="no-display-inline" id="ide42886c5a31f49b4ad464791fbdadeea"><enum>(i)</enum><text display-inline="yes-display-inline">media, including social media, television, radio, print, the internet, and other media;</text></clause><clause commented="no" display-inline="no-display-inline" id="id6f5a8310963446d0a50a9bb249f91567"><enum>(ii)</enum><text display-inline="yes-display-inline">in-person or virtual public communications; and</text></clause><clause id="id65edaec4346f4e869f9299b47219284e"><enum>(iii)</enum><text>recognized trusted figures. </text></clause></subparagraph></paragraph><paragraph id="id4bd519ebaf64414fa10aa1bd55642347"><enum>(4)</enum><header>Consultation</header><text>In carrying out the national campaign under paragraph (1), the Secretary shall consult with the National Academy of Medicine, health care provider associations, community health worker associations, nonprofit organizations, including nonprofit organizations that represent communities most impacted by type 1 diabetes, State, local, and Tribal public health departments, elementary and secondary education organizations, including student and parent organizations, and institutions of higher education, to solicit advice on evidence-based information for policy development and program development, implementation, and evaluation.</text></paragraph><paragraph id="id6393711e513c47f2969a3f777961b7fe"><enum>(5)</enum><header>Requirements</header><subparagraph commented="no" display-inline="no-display-inline" id="idcf4123bd4a3d4c25b40c75c44b9dc239"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The national campaign under paragraph (1) shall—</text><clause id="idf9f32af19a4f4952ad57fd69509e6144"><enum>(i)</enum><text>include the use of evidence-based media and public engagement;</text></clause><clause id="id3f1aaf7a7ddf465f901c9054e31a6353"><enum>(ii)</enum><text>include the development of culturally and linguistically competent resources that shall be tailored to—</text><subclause id="idabefbfe63698411eaa637d11aa5656bd"><enum>(I)</enum><text>communities with the largest significant increases in incidence of type 1 diabetes; and</text></subclause><subclause id="idf756faed73a3416d92607d1ef87e08dd"><enum>(II)</enum><text>such other communities as the Secretary determines appropriate;</text></subclause></clause><clause id="id7b6c7e2ffef44b52adf5c99e36022777"><enum>(iii)</enum><text>include the dissemination of type 1 diabetes screening information and communication resources, including the information specified in subparagraphs (A) through (E) of paragraph (2), to—</text><subclause commented="no" display-inline="no-display-inline" id="ide68231a22270483d9d36fdf00e0c5a88"><enum>(I)</enum><text display-inline="yes-display-inline">health care providers and health care facilities, including primary care providers, community health centers, and pediatric health care providers and facilities;</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id0ee5240280d34424989b31cb85a2e363"><enum>(II)</enum><text display-inline="yes-display-inline">State, local, and Tribal public health departments;</text></subclause><subclause commented="no" display-inline="no-display-inline" id="ida9889f4203ac4bc8b9d3a25adf772ea9"><enum>(III)</enum><text display-inline="yes-display-inline">elementary and secondary schools; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="idb506ed0d4fc64d83b58ec50a81640f49"><enum>(IV)</enum><text display-inline="yes-display-inline">institutions of higher education;</text></subclause></clause><clause id="idd8bf805697a74eaa9ac003272b389b9c"><enum>(iv)</enum><text>be complementary to, and coordinated with, any other Federal efforts with respect to type 1 diabetes awareness and management; and</text></clause><clause id="id348e2f0ef5d24dee90fdf8347f8e82c3"><enum>(v)</enum><text>include message testing to identify culturally and linguistically competent and effective messages.</text></clause></subparagraph><subparagraph id="idb9b1fbaba62d470887d1982e6a9f51db"><enum>(B)</enum><header>Grants to carry out campaign</header><text>The Secretary shall carry out the national campaign under paragraph (1) through grants to, or cooperative agreements with, 1 or more private, nonprofit entities with a history developing and implementing similar campaigns. </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3fb7a8f964444e2d8ced6556def92540"><enum>(C)</enum><header>Grants to increase screening</header><text>The Secretary shall award grants to, or enter into cooperative agreements with, State, local, and Tribal public health departments—</text><clause commented="no" display-inline="no-display-inline" id="id6c3901591c034285a96886d9f471a548"><enum>(i)</enum><text display-inline="yes-display-inline">to engage with communities described in subclauses (I) and (II) of subparagraph (A)(ii), local educational agencies, health care providers, community organizations, or other groups the Secretary determines are appropriate to develop and deliver effective strategies to increase type 1 diabetes screening; and</text></clause><clause id="id08df1ec8a4dc4aea83797c3db2c79ced"><enum>(ii)</enum><text>to disseminate culturally and linguistically competent resources on where an individual can access type 1 diabetes screenings locally.</text></clause></subparagraph></paragraph><paragraph id="idabdb6d035d654203a2f8a51998f837f7"><enum>(6)</enum><header>Options for dissemination of information</header><text>The national campaign under paragraph (1) may—</text><subparagraph id="id5e0dd9493d0844dea18185d6cb4e87b3"><enum>(A)</enum><text>include the use of—</text><clause commented="no" display-inline="no-display-inline" id="id8560BA4092B84735B76F541F51404171"><enum>(i)</enum><text display-inline="yes-display-inline">media, including social media, television, radio, print, the internet, and other media;</text></clause><clause commented="no" display-inline="no-display-inline" id="id7B1608F3CD624D3F9BA059C26CC2F7DD"><enum>(ii)</enum><text display-inline="yes-display-inline">in-person or virtual public communications; and</text></clause><clause id="idFB8948824E414946A2CCDDC5E5D0746D"><enum>(iii)</enum><text>recognized trusted figures; and</text></clause></subparagraph><subparagraph id="id34273bef7edc4db5be9131d47f44b0f1"><enum>(B)</enum><text>be targeted to the general public and communities described in subclauses (I) and (II) of paragraph (5)(A)(ii).</text></subparagraph></paragraph><paragraph id="id9a4ac51da6624f2a9b17819500f4a217"><enum>(7)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this subsection $5,000,000 for each of fiscal years 2025 through 2029, to remain available until expended.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="id94c5de5223ec49389be544340d428df6"><enum>(b)</enum><header>Report to Congress</header><text>Not later than 1 year after the date of enactment of this Act, the Secretary of Health and Human Services shall submit to the Committee on Health, Education, Labor and Pensions of the Senate and the Committee on Energy and Commerce of the House of Representatives a report—</text><paragraph id="id7fe32ed0115a4977a4c518934f5aa86d"><enum>(1)</enum><text>that contains a qualitative assessment of the campaign under subsection (c) of section 317H of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247b-9">42 U.S.C. 247b–9</external-xref>) and the activities conducted under such campaign; and</text></paragraph><paragraph id="idbc83bf231d3a4266875d4bc8974719f1"><enum>(2)</enum><text>on, with respect to the impact on type 1 diabetes awareness and screening, the activities conducted under such subsection (c). </text></paragraph></subsection></section></legis-body></bill>
