<section id="H28FEAA202B404476B9BD8634DB4EA266" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Ensuring Quality Investments in Preparedness Act of 2024</short-title></quote> or the <quote><short-title>EQUIP Act of 2024</short-title></quote>.</text></section> <section id="H0CB6E6EFBE654498A49091B719C902D4"><enum>2.</enum><header>Disaster deductible</header> <text display-inline="no-display-inline">The Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5121">42 U.S.C. 5121 et seq.</external-xref>) is amended by adding at the end the following:</text>

<title id="H68027880DC85464FB9E7C3ACEABB23AA"><enum>VIII</enum><header>DISASTER DEDUCTIBLE</header></title> 
<section id="H507980B21806412FB812DC212E69FA10"><enum>801.</enum><header>Establishment of disaster deductible</header> 
<subsection id="HDF5F354C20694F4898396D25A1E10279"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The President, in consultation with State and local governments and other stakeholders, shall establish a major disaster deductible for each State in an amount calculated under this title that offsets any amount received by a State under section 406 for permanent work (referred to by the Administrator of the Federal Emergency Management Agency as category C through G).</text> </subsection> <subsection id="HCE21E32E98BB4487A8BA4EF96719CDBC"><enum>(b)</enum><header>Calculation of deductible</header> <paragraph id="HD4622DAEE1CA48DEAB9866B0AC17360D"><enum>(1)</enum><header>In general</header><text>Beginning with respect to calendar year 2025, and annually thereafter, the President shall calculate the amount of the major disaster deductible of each State.</text></paragraph> 
<paragraph id="H9F2C3400311A49DC9E6A339F563DC880"><enum>(2)</enum><header>Base amount</header><text display-inline="yes-display-inline">The President shall establish a base amount by multiplying the population of the State determined by the most recent American Community Survey carried out by the Bureau of the Census by a factor of 3.</text> </paragraph> <paragraph id="HB881929924E943E2B472CBCE7CEB76BE"><enum>(3)</enum><header>Adjustment</header><text>In calculating such deductible, the President shall—</text> 
<subparagraph id="H5F2C2EAAF1FC4D4997082CE60A5A980A"><enum>(A)</enum><text>use the base amount established under paragraph (2); and</text></subparagraph> <subparagraph id="H28BB5C1EE0C14ED896C08633E5BD9B22"><enum>(B)</enum><text display-inline="yes-display-inline">increase the amount of the deductible, as determined appropriate, by taking into consideration the amount of Federal financial assistance provided to a State under this Act in response to a major disaster declared under section 401 in the 3 years preceding the year for which the calculation applies.</text></subparagraph> </paragraph> </subsection> 
<subsection id="H1EBA8AFDD06648B99484E1862C8A797B"><enum>(c)</enum><header>Specified insurance defined</header><text>In this section, the term <quote>specified insurance</quote> means—</text> <paragraph id="H6C14E01B05CF4F269B45B78CEDABAE35"><enum>(1)</enum><text>insurance required under section 311; and</text></paragraph> 
<paragraph id="H49A9A1BA2CBA4636AF8D99AE2584DE25"><enum>(2)</enum><text>insurance under section 406(d).</text></paragraph></subsection></section> <section id="HB7F1A16F0E1A4921A739D1405ED552AC"><enum>802.</enum><header>Application of Federal share</header> <subsection id="HC2CA8B454CBE45F19D2914EE8186DA74"><enum>(a)</enum><header>Statutory construction</header><text display-inline="yes-display-inline">Nothing in this title may be construed to affect the amount of the Federal share of funds required under this Act.</text></subsection> 
<subsection id="HFE372F0DEA214B34BC63E655794BDB92"><enum>(b)</enum><header>Nonqualification of State or local share towards disaster deductible</header><text display-inline="yes-display-inline">Any funds used or expenditures made by a State or local governments to meet non-Federal share requirements under this Act may not be calculated towards the disaster deductible required by this title. </text> </subsection></section><after-quoted-block>.</after-quoted-block></quoted-block> </section> </legis-body></bill>
