<section id="H42C9E7D6404F4622B33ACAFA583DC02D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Retreaded Truck Tire Jobs, Supply Chain Security and Sustainability Act of 2024</short-title></quote>.</text></section> <section id="HDAF7D1705ADD47F2BCD82687F4559B60"><enum>2.</enum><header>Credit for certain retreaded tires</header> <subsection id="H6A2247AF84E148DDA0A10F1711DC25A6"><enum>(a)</enum><header>In general</header><text>Part IV of subchapter A of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/26/1">chapter 1</external-xref> of the Internal Revenue Code of 1986 is amended by adding at the end of subpart D the following new section:</text>

<section id="H4F2469D752394FFBB986C28CBBA60FEA"><enum>45BB.</enum><header>Truck fleet retreaded tire tax credit</header> 
<subsection id="HD05C6D6D1BCE479B8B3D54479E5E2512"><enum>(a)</enum><header>In general</header><text>For purposes of section 38, the truck fleet retreaded tire tax credit for any taxable year is an amount equal to the sum of the credit amounts determined under subsection (b) with respect to each qualified retreaded tire placed in service on a qualified truck fleet vehicle during the taxable year.</text></subsection> <subsection id="H4DF81CECF34A4A6C8630EC61B29593C3"><enum>(b)</enum><header>Per tire amount</header><text>There shall be a credit equal to the lesser of—</text> 
<paragraph id="H76A7B00AD9104C01BEC05E735CA36BF8"><enum>(1)</enum><text>30 percent of the basis of each qualified retreaded tire, or</text></paragraph> <paragraph id="HEE6DA3EF58C3407F8DD9870ECB810DCA"><enum>(2)</enum><text>so much of the amount paid or incurred by the taxpayer during the taxable year to purchase qualified retreaded tires as does not exceed $30 per qualified retreaded tire.</text></paragraph></subsection> 
<subsection id="HC5B47687FD0B4208AB41FA009D85E046"><enum>(c)</enum><header>Qualified retreaded tire</header><text>The term <term>qualified retreaded tire</term> means a retreaded truck tire—</text> <paragraph id="HE311CAD148CE444C9543DB12497867DE"><enum>(1)</enum><text>retreaded in the United States; and</text></paragraph> 
<paragraph id="H3BC50C31B1A24749A474AF09B54A5616"><enum>(2)</enum><text>purchased by the taxpayer in the United States.</text></paragraph></subsection> <subsection id="H813A3F3F04824B03A74FB7F23196EE3D"><enum>(d)</enum><header>Qualified truck fleet vehicle</header><text>For purposes of this section, the term <term>qualified truck fleet vehicle</term> means any vehicle which has a gross vehicle weight rating of greater than 14,000 pounds.</text></subsection> 
<subsection id="H502084AC147A49E49FA82981BDBD1D9E"><enum>(e)</enum><header>Regulations and guidance</header><text>The Secretary shall issue such regulations and guidance as the Secretary determines necessary to carry out the purposes of this section.</text></subsection> <subsection id="H1564CF643CD5477680792B9F7ECE3FED"><enum>(f)</enum><header>Termination</header><text>No credit shall be determined under this section with respect to qualified retreaded tires placed in service after December 31, 2027.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H0E1D43668AD749F8ADAC205F73EEC371"><enum>(b)</enum><header>Credit allowed as part of general business credit</header><text>Section 38(b) of such Code is amended by striking <quote>plus</quote> at the end of paragraph (40), by striking the period at the end of paragraph (41), and by adding at the end the following new paragraph:</text> <quoted-block style="OLC" id="HB673C61C62F048919505EAB6DDA9F8B6" display-inline="no-display-inline"> <paragraph id="H8670DAF092734516B9D4ECDF9943C949"><enum>(42)</enum><text display-inline="yes-display-inline">the truck fleet retreaded tire tax credit determined under section 45BB.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="HD9DD692724CE4111A3105A93FD7300D3"><enum>(c)</enum><header>Clerical amendment</header><text>The table of sections for part IV of subchapter A of chapter 1 of such Code is amended by adding at the end the following new item:</text> <quoted-block style="OLC" id="H2092B4C1D0C04A609AD64097558B4048" display-inline="no-display-inline"> <toc container-level="quoted-block-container" quoted-block="no-quoted-block" lowest-level="section" idref="H34FEEFBEDD1D48F890ADB67D0027DE23" regeneration="yes-regeneration" lowest-bolded-level="division-lowest-bolded"> <toc-entry idref="H4F2469D752394FFBB986C28CBBA60FEA" level="section">Sec. 45BB. Truck fleet retreaded tire tax credit.</toc-entry> </toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection> <subsection id="H2869FF57503844A38A412DF44C6DAF0A"><enum>(d)</enum><header>Effective date</header><text>The amendments made by this section shall apply to tires placed in service after December 31, 2024.</text></subsection></section> 
<section id="H0E25632C9B614D5E8A68BD1BE6EA5853"><enum>3.</enum><header>Use of retreaded tires for Federal fleets</header> 
<subsection id="H31CB5175D58E48F787FF17DFB4CE2B1F"><enum>(a)</enum><header>Requirement</header><text display-inline="yes-display-inline">In any case in which a retreaded tire is available on the General Services Administration tire schedule in the size, load range, and tread designation desired, the head of an agency shall order such tire instead of a new, not retread-able tire.</text></subsection> <subsection id="H154670CABDFF42D3ADC8F40E4D25CE02"><enum>(b)</enum><header>FAR revision</header><text>Not later than 1 year after the date of the enactment of this Act, the Federal Acquisition Regulation shall be updated to include the requirements of this section.</text></subsection> 
<subsection id="HAE94911F39B746069CB469BF6E634CA3" commented="no"><enum>(c)</enum><header>Agency defined</header><text display-inline="yes-display-inline">The term <term>agency</term> has the meaning given the term <term>executive agency</term> in section 133 of title 41, United States Code.</text></subsection></section> </legis-body></bill>
