which was referred to the <committee-name committee-id="HIG00">Permanent Select Committee on Intelligence</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require certain elements of the intelligence community to submit to the congressional intelligence committees a report with respect to biotechnology threats, and for other purposes.</official-title></form><legis-body id="H505FBC7FBC1F4944A648D9F3F22D86AA" style="OLC"><section id="HED7C4DF57A284913AC7EF9B79ABE4CDE" section-type="section-one" commented="no"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Elevating Biotechnology Threats Reporting Act</short-title></quote>.</text></section><section id="H8722940A4D5B4422B676ED60458B2F8E"><enum>2.</enum><header>Reporting requirement on biotechnology threats with respect to certain elements of the intelligence community</header><subsection id="H80966B0DF4CE473284E29FE61DE6731D"><enum>(a)</enum><header>Reporting requirement</header><text display-inline="yes-display-inline">Not later than June 30, 2025, the head of each covered element of the intelligence community shall submit a separate report to the congressional intelligence committees with respect to biotechnology threats and intelligence activities related to biotechnology threats.</text></subsection><subsection id="H4C9D3C3A34CF434A9A728714C0D8C86C"><enum>(b)</enum><header>Matters included</header><text>Each report under <internal-xref idref="H80966B0DF4CE473284E29FE61DE6731D" legis-path="2.(a)">subsection (a)</internal-xref> shall include, with respect to each covered element of the intelligence community, the following: </text><paragraph id="H956DA33BF2A74EF791D0FC0F8B15D6D3"><enum>(1)</enum><text display-inline="yes-display-inline">A description of any gaps that exist with respect to intelligence activities that impede such element from fully targeting, collecting, and analyzing intelligence related to biotechnology threats.</text></paragraph><paragraph id="H736FB5A2687E4649B51AEE473CEEA4DD"><enum>(2)</enum><text>A description of any existing formal mechanisms by which the intelligence community provides intelligence and support with respect to biotechnology threats to—</text><subparagraph id="H3B524E6959594223B95AF21DD5E66DD9"><enum>(A)</enum><text>departments and agencies of the Federal Government outside the intelligence community;</text></subparagraph><subparagraph id="HDDA764548DA84039B0D6C0520C502C50"><enum>(B)</enum><text>the governments of foreign countries; and</text></subparagraph><subparagraph id="H723942673BDD470285C5B39D3D522AB0"><enum>(C)</enum><text>private industry and academic institutions.</text></subparagraph></paragraph><paragraph id="HB7F514B7EC70443BA0E93B2B3DA62403"><enum>(3)</enum><text>An assessment of any existing mechanisms and manners by which the intelligence community consults with biotechnology experts and other outside experts with related expertise.</text></paragraph></subsection><subsection id="H13F02CE5AB9B4547BD1B317CBBF6541E"><enum>(c)</enum><header>Covered elements of the intelligence community</header><text>For purposes of this section, the covered elements of the intelligence community are as follows:</text><paragraph commented="no" display-inline="no-display-inline" id="HA475859C0596431EAD962BCB86564B6E"><enum>(1)</enum><text display-inline="yes-display-inline">The Central Intelligence Agency.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H2F8F42B0DC904556BFB8AAB0795F4882"><enum>(2)</enum><text display-inline="yes-display-inline">The Defense Intelligence Agency.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H554859F4C8EE4918B7604A94460822E2"><enum>(3)</enum><text display-inline="yes-display-inline">The Federal Bureau of Investigation.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H0E5A0D7671F54B729270EA8348751C4E"><enum>(4)</enum><text display-inline="yes-display-inline">The National Security Agency.</text></paragraph><paragraph id="HCD5FA1FB91C644649E4922CA200CD020"><enum>(5)</enum><text>The Office of the Director of National Intelligence.</text></paragraph></subsection><subsection id="HE6B11288C49F41FAB6C3479435AFBF18"><enum>(d)</enum><header>Definitions</header><text>In this section, the terms <term>congressional intelligence committees</term>, <term>intelligence community</term>, and <term>intelligence</term> each have the meaning given such terms in section 3 of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3003">50 U.S.C. 3003</external-xref>).</text></subsection></section></legis-body></bill>
