Restriction on conduct of intelligence activities.</toc-entry><toc-entry idref="H22ADF7DBA24D433EA07345D867545C5F" level="section">Sec. 302. Increase in employee compensation and benefits authorized by law.</toc-entry></toc></subsection></section><section id="H549E765E26E640A59CF153AB73F2F4E2" section-type="subsequent-section"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="H55905B897D14448AA58B2047664E3DED"><enum>(1)</enum><header>Congressional intelligence committees</header><text>The term <term>congressional intelligence committees</term> has the meaning given such term in section 3 of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3003">50 U.S.C. 3003</external-xref>).</text></paragraph><paragraph id="H0F5C2A336C2644A4BC2C0BF1A9A2516E"><enum>(2)</enum><header>Intelligence community</header><text display-inline="yes-display-inline">The term <term>intelligence community</term> has the meaning given such term in such section.</text></paragraph></section><title id="H018FB75768914C4EB1EC0477097A09B6"><enum>I</enum><header>INTELLIGENCE ACTIVITIES</header><section id="H63DB1918D1984BF2A343F779AD052071"><enum>101.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">Funds are hereby authorized to be appropriated for fiscal year 2025 for the conduct of the intelligence and intelligence-related activities of the Federal Government.</text></section><section id="H758B608EB2C74487A128B6AE3474E05F"><enum>102.</enum><header>Classified schedule of authorizations</header><subsection id="H83CF05B5A5E64CFFAC61A91E365B0535"><enum>(a)</enum><header>Specifications of amounts</header><text>The amounts authorized to be appropriated under section 101 for the conduct of the intelligence activities of the Federal Government are those specified in the classified Schedule of Authorizations prepared to accompany this Act.</text></subsection><subsection id="H1938A6C029654D919CA823E2EB7CBD65"><enum>(b)</enum><header>Availability of classified schedule of authorizations</header><paragraph id="H7A4C75B510EF436E8200BB63DD0BCD16"><enum>(1)</enum><header>Availability</header><text>The classified Schedule of Authorizations referred to in <internal-xref idref="H83CF05B5A5E64CFFAC61A91E365B0535" legis-path="102.(a)">subsection (a)</internal-xref> shall be made available to the Committee on Appropriations of the Senate, the Committee on Appropriations of the House of Representatives, and to the President.</text></paragraph><paragraph id="HECFEDA237746471D8483E8A06ADA54F9"><enum>(2)</enum><header>Distribution by the president</header><text>Subject to paragraph (3), the President shall provide for suitable distribution of the classified Schedule of Authorizations referred to in <internal-xref idref="H83CF05B5A5E64CFFAC61A91E365B0535" legis-path="102.(a)">subsection (a)</internal-xref>, or of appropriate portions of such Schedule, within the executive branch of the Federal Government.</text></paragraph><paragraph id="HD9A7CD1B5F1F419BA7CEA56312D75758"><enum>(3)</enum><header>Limits on disclosure</header><text>The President shall not publicly disclose the classified Schedule of Authorizations or any portion of such Schedule except—</text><subparagraph id="H5ADF99B4F50D4C30918915E0CE91A8B8"><enum>(A)</enum><text>as provided in section 601(a) of the Implementing Recommendations of the 9/11 Commission Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/50/3306">50 U.S.C. 3306(a)</external-xref>);</text></subparagraph><subparagraph id="H2594EE0BE99A4867A393321EA1B084DB"><enum>(B)</enum><text>to the extent necessary to implement the budget; or</text></subparagraph><subparagraph id="H528B9D448FC445F5AD1889C4F8C51A15"><enum>(C)</enum><text>as otherwise required by law.</text></subparagraph></paragraph></subsection></section><section id="H48734CD1248546448C650DBB7BD65523"><enum>103.</enum><header>Intelligence Community Management Account</header><subsection id="H0599549D9C6B46A290AA0BD393C943CD"><enum>(a)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated for the Intelligence Community Management Account of the Director of National Intelligence for fiscal year 2025 the sum of $650,000,000.</text></subsection><subsection id="H61943F07C5E5417C9BB993D1C9D1016E"><enum>(b)</enum><header>Classified authorization of appropriations</header><text>In addition to amounts authorized to be appropriated for the Intelligence Community Management Account by <internal-xref idref="H0599549D9C6B46A290AA0BD393C943CD" legis-path="103.(a)">subsection (a)</internal-xref>, there are authorized to be appropriated for the Intelligence Community Management Account for fiscal year 2025 such additional amounts as are specified in the classified Schedule of Authorizations referred to in <internal-xref idref="H83CF05B5A5E64CFFAC61A91E365B0535" legis-path="102.(a)">section 102(a)</internal-xref>.</text></subsection></section></title><title id="H1565E707AE2F40D698308482C9ABCB55"><enum>II</enum><header>CENTRAL INTELLIGENCE AGENCY RETIREMENT AND DISABILITY SYSTEM</header><section id="H62FCA596685E4C60A773112969EE4ED1"><enum>201.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There is authorized to be appropriated for the Central Intelligence Agency Retirement and Disability Fund $514,000,000 for fiscal year 2025.</text></section></title><title id="H1271EFFD918340B2A3F4C289A2681632"><enum>III</enum><header>GENERAL INTELLIGENCE COMMUNITY MATTERS</header><section id="H506DFCB8707A4C5093A3E32EB2A36073"><enum>301.</enum><header>Restriction on conduct of intelligence activities</header><text display-inline="no-display-inline">The authorization of appropriations by this Act shall not be deemed to constitute authority for the conduct of any intelligence activity which is not otherwise authorized by the Constitution or the laws of the United States.</text></section><section id="H22ADF7DBA24D433EA07345D867545C5F"><enum>302.</enum><header>Increase in employee compensation and benefits authorized by law</header><text display-inline="no-display-inline">Appropriations authorized by this Act for salary, pay, retirement, and other benefits for Federal employees may be increased by such additional or supplemental amounts as may be necessary for increases in such compensation or benefits authorized by law.</text></section></title></legis-body></bill>
