<section id="H1CE26ABC27D84616BC4090117061DD7F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Supporting Law Enforcement Officers’ Ability to Combat Organized Retail Crime Act</short-title></quote>.</text></section> <section id="H8DFFACDD86714EE2BEB42E7F0702EDEF"><enum>2.</enum><header>FLETC curriculum development to combat organized retail crime</header> <subsection id="H2845443B1C7A4F3CB220DCAFFF5ECD3C"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 884 of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/464">6 U.S.C. 464</external-xref>) is amended—</text> 
<paragraph id="HBDD4BD6FC4DA49DFA6A3C8B39F78A034"><enum>(1)</enum><text>in subsection (c)—</text> <subparagraph id="H7F7C5EE1D0D241DC8525AFD69AD452A7"><enum>(A)</enum><text>in paragraph (9), by striking <quote>and</quote> after the semicolon;</text></subparagraph> 
<subparagraph id="H30C42D4724394F5CB0D8A1B76F0D328D"><enum>(B)</enum><text>by redesignating paragraph (10) as paragraph (11); and</text></subparagraph> <subparagraph id="H63BC6D4250DC4A2CA6A8EB1426D2F3AB"><enum>(C)</enum><text>by inserting after paragraph (9) the following new paragraph (10):</text>

<paragraph id="H19CD1366441C48B2A72E9922FE8210F1"><enum>(10)</enum><text>in consultation with the Office for State and Local Government Coordination under section 801, develop guidance, outreach, trainings, programs, and materials designed to educate State, local, Tribal, territorial, and campus law enforcement agencies regarding the threats posed by organized retail crime and how to properly identify, investigate, and report instances of organized retail crime; and</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph> <paragraph id="H9E60038B517740BB85C3916206C8FC78"><enum>(2)</enum><text>by redesignating subsections (g) and (h) as subsections (i) and (j), respectively; and</text></paragraph> 
<paragraph id="H1EEEAC542CF845F993C5D5EB9994D0EE"><enum>(3)</enum><text>by inserting after subsection (f) the following new subsections:</text> <quoted-block id="H2473E05758FD45279867541C9AE6AC09" style="OLC"> <subsection id="HDEE6AB2EE4AB49F982555B10A41E28A0"><enum>(g)</enum><header>Provision of certain trainings</header><text>Trainings developed under subsection (c)(10) may be provided by the Federal Law Enforcement Training Centers or another accredited academy of the Department.</text></subsection> 
<subsection id="HA3FE8DE5B4B747BC9A089DE380345F40"><enum>(h)</enum><header>Research and development</header><text>To the extent practicable, the Secretary, in coordination with the Director and the Under Secretary for Science and Technology of the Department, shall carry out research and development, including operational testing, of technologies and techniques for enhancing the security and situational awareness support provided by the Department to Federal, State, local, Tribal, territorial, and campus officials relating to efforts to combat organized retail crime, in accordance with applicable constitutional, privacy, civil rights, and civil liberties protections.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection id="HE1AD29230F2645398F1CF275AE18C848"><enum>(b)</enum><header>Deadline for implementation</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act—</text> 
<paragraph id="H3E68B994035341089F4EA686D66327ED"><enum>(1)</enum><text display-inline="yes-display-inline">the Director of the Federal Law Enforcement Training Centers of the Department of Homeland Security shall develop the guidance, outreach, trainings, programs, and materials required under paragraph (10) of subsection (c) of section 884 of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/464">6 U.S.C. 464</external-xref>), as added by subsection (a)(1)(C); and</text></paragraph> <paragraph id="HB3A95EBB36DE44C79C57F17C5ED79915"><enum>(2)</enum><text>the Secretary of Homeland Security shall carry out the research and development required under subsection (h) of such section, as added by subsection (a)(3).</text></paragraph></subsection></section>
