R. 8455</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240517">May 17, 2024</action-date><action-desc><sponsor name-id="J000305">Ms. Jacobs</sponsor> (for herself and <cosponsor name-id="K000399">Mrs. Kiggans of Virginia</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretaries of the military departments concerned to conduct a feasibility study develop a plan to carry out a program to construct facilities of covered military housing and to submit to the Committees on Armed Services of the House of Representatives and the Senate a report on such study, and for other purposes.</official-title></form><legis-body id="H107884A3726C4DC18D1257F66F76E938" style="OLC"><section id="HBBB09FDC77F44CDAA7A85DD18792E51A" section-type="section-one"><enum>1.</enum><header>Feasability study and report on construction of facilities of covered multi-unity military housing and partial use as military child development center</header><subsection id="H0DDAFC3D59114B18B69AA85DE9C4ACB4"><enum>(a)</enum><header>Feasibility study and report</header><paragraph id="HD4D490B32C9A423B95A22C6FDEDC1236"><enum>(1)</enum><header>Study</header><text>The Secretaries of the military departments concerned shall conduct a feasability study on—</text><subparagraph id="H680DA6CC3B1E4938AD6DB25FF769B004" commented="no"><enum>(A)</enum><text>the construction of one or more facilities of covered multi-unit military housing in military housing areas specified in subsection (b); and</text></subparagraph><subparagraph id="H57AF64F452DB4689B979F7A6A6CF88DE"><enum>(B)</enum><text display-inline="yes-display-inline">the partial use of a facility of covered multi-unit military housing in a military housing area specified in such subsection as a military child development center.</text></subparagraph></paragraph><paragraph id="HF1D809EDFB51461D8F1BB6E7B0E7194C"><enum>(2)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 120 days after the date of the enactment of this Act, the Secretaries of the military departments concerned shall submit to the Committees on Armed Services of the House of Representatives and the Senate a report that includes a summary of the findings of such study.</text></paragraph></subsection><subsection id="H227D903A47F545EABB2B0F3AFAE9E2F0" commented="no"><enum>(b)</enum><header>Military housing areas specified</header><text>The military housing areas specified in this subsection are military housing areas for which the applicable rates of basic allowance for housing under section 403 of title 37, United States Code, are, on the date of the enactment of this Act, among the highest twenty-five percent of such applicable rates for all military housing areas located in the continental United States.</text></subsection><subsection id="H637BF129F0F14AFA89A0E6A17C7FE77E"><enum>(c)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H5C8487034DDA483CB35F7A51CCC06224" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">The term <quote>covered multi-unit military housing</quote> means housing that is—</text><subparagraph id="HC64A946C2E3F4A2F91567705CF6FFAB7" commented="no"><enum>(A)</enum><text>not Government-owned or Government-controlled;</text></subparagraph><subparagraph id="H292A1D1457884D33913EB8B360BF9C02" commented="no"><enum>(B)</enum><text>provided under subchapter IV of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/10/169">chapter 169</external-xref> of title 10, United States Code; and</text></subparagraph><subparagraph id="H6A0FF5114F55499BB1C4A63CB09B1A94" commented="no"><enum>(C)</enum><text>contains more than one individual unit of housing.</text></subparagraph></paragraph><paragraph id="H1F1CAC87FC9C439C9600021B2FFF75A7"><enum>(2)</enum><text display-inline="yes-display-inline">The term <quote>military child development center</quote> has the meaning given such term in section 1800 of such title.</text></paragraph></subsection></section></legis-body></bill>
