which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Veterans Affairs to update the Lethal Means Safety and Suicide Prevention training course of the Department of Veterans Affairs, and for other purposes.</official-title></form><legis-body id="H0448E59CBAD644FAB2EC3F91467CD597" style="OLC"><section id="HE2C0C46DB3F048B4ABE4DC9F09553763" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Lethal Means Safety Training Act</short-title></quote>. </text></section><section id="H3A4023F6A95547A98D2F3ACCED4B8F4A"><enum>2.</enum><header>Suicide risk management and prevention and lethal means training</header><subsection id="H321F960F195B4354A1411AB2C8AD4BB1"><enum>(a)</enum><header>In general</header><paragraph id="H02BF8814FBD8451AAB19AE0DF0C1A1EA"><enum>(1)</enum><header>Initial update</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary of Veterans Affairs, in consultation with entities described in subsection (c), shall update the Lethal Means Safety and Suicide Prevention training course of the Department of Veterans Affairs to ensure that it is culturally appropriate and uses best practices identified by appropriate subject matter experts.</text></paragraph><paragraph id="H2CB54DA0C7E2407496C566989B70E80B"><enum>(2)</enum><header>Subsequent updates</header><text display-inline="yes-display-inline">Not less frequently than once each year, the Secretary shall update the training as appropriate, taking into consideration best practices, and publish a report on the internet website of the Department that includes the percentage of individuals in each category described in paragraphs (2), (3), and (4) of subsection (b) who completed the training referred to in paragraph (1) during the year covered by the report.</text></paragraph></subsection><subsection id="H1EE296AC2A774C48AADD122FE8D8E21F"><enum>(b)</enum><header>Training</header><paragraph id="H13E89084F39F400D9E211AA6AFD40220"><enum>(1)</enum><header>In general</header><text>The Secretary shall require each employee referred to in paragraph (2) to take the most recently updated version of the training course referred to in subsection (a)—</text><subparagraph id="HE3074011DC8248C99AC8D9E7E24C8D8C"><enum>(A)</enum><text>not later than 90 days after the date such person is initially hired by the Department; and</text></subparagraph><subparagraph id="H2CC7C52776BB4DD3BB8201479334BC99"><enum>(B)</enum><text>at least once every year thereafter.</text></subparagraph></paragraph><paragraph id="H69FB9186474349B5A66A709964B6A24A"><enum>(2)</enum><header>Covered employee</header><text>An employee described in this paragraph is any of the following:</text><subparagraph id="H17A4303C65394027B6688DE1F47689AE"><enum>(A)</enum><text>An employee of the Veterans Health Administration or Veterans Benefits Administration who regularly interacts with veterans in the course of performing the employee’s responsibilities.</text></subparagraph><subparagraph id="H926EF2C1D909409D8E71CB5A369DBB55"><enum>(B)</enum><text>A compensation and pension examiner, including an employee of a contractor of the Department who performs compensation and pension examinations.</text></subparagraph><subparagraph id="HC3FDD0BECBC44295890FAF9AAE64DC80"><enum>(C)</enum><text>An employee of a Veterans Center or vocational rehabilitation facility.</text></subparagraph></paragraph><paragraph id="H584CBEE6AB8C4D83B1D0A9E41C6F2558"><enum>(3)</enum><header>Community care providers</header><text>As a condition of furnishing care through a non-Department provider under section 1703 of title 38, United States Code, the Secretary shall require any employee of such provider who provides such care to take the most recently updated version of the training course referred to in subsection (a)—</text><subparagraph id="H437029A8C0844123AEA38EA00392F2A8"><enum>(A)</enum><text>not later than 90 days after the date on which the Secretary first agrees to furnish any such care through such provider; and</text></subparagraph><subparagraph id="HA326298DED1A42C894B1BA04BAFC5A88"><enum>(B)</enum><text>at least once every year thereafter.</text></subparagraph></paragraph><paragraph id="H4C7433FB2B1C421CBF96587E0D57BA06"><enum>(4)</enum><header>Family caregivers</header><text display-inline="yes-display-inline">As a condition of providing support to a family caregiver under section 1720G of title 38, United States Code, the Secretary shall require the caregiver to take the most recently updated version of the training course referred to in subsection (a)—</text><subparagraph id="HBFBC975B2805474D8525CDD6313DE443"><enum>(A)</enum><text>not later than 90 days after the date on which the caregiver first receives support under such section; and</text></subparagraph><subparagraph id="H9FFAA7B3041F462A9BC8407B92E447C1"><enum>(B)</enum><text>at least once every year thereafter.</text></subparagraph></paragraph></subsection><subsection id="H4D29A25D8B1B40CAB528B4FEB7DDDE4B"><enum>(c)</enum><header>Entities described</header><text>The entities described in the subsection are the following:</text><paragraph id="H3919A8B1CE024BC58424DBA1662BD106"><enum>(1)</enum><text display-inline="yes-display-inline">The Secretary of Health and Human Services, in consultation with the Directors of the National Institute of Mental Health, Substance Abuse and Mental Health Services Administration, and other appropriate Federal agencies.</text></paragraph><paragraph id="H6998076BB466468492080F2F37417F04"><enum>(2)</enum><text>Experts in the assessment, treatment, and management of individuals at risk for suicide.</text></paragraph><paragraph id="HBB4E3A167AD7474B82C7F858D9FB3C10"><enum>(3)</enum><text>Professional associations that the Secretary of Veterans Affairs determines are appropriate.</text></paragraph><paragraph id="H67226110D08D4BF38461E93F6E7F83CE"><enum>(4)</enum><text>Federal firearms license dealers and instructors.</text></paragraph><paragraph id="HD25DA14AF2B948D6830F4BF8F43C13A8"><enum>(5)</enum><text>Experts in lethal means safety counseling practice and education.</text></paragraph><paragraph id="HE671AB2A7B3B4588A9B11506DEC450DC"><enum>(6)</enum><text>The Department of Veterans Affairs Mental Illness Research, Education, and Clinical Centers.</text></paragraph><paragraph id="H5337F7928BB04E85898E384FFDDC480C"><enum>(7)</enum><text>Veterans service organizations.</text></paragraph></subsection><subsection id="H0F634F4BCFF94F4EAD8A8820745FDD19"><enum>(d)</enum><header>Public availability</header><text>The Secretary shall make the training course referred to in subsection (a) publicly available on an internet website of the Department.</text></subsection></section></legis-body></bill>
