<official-title display="yes">To establish a Coordinator for Afghan Relocation Efforts in the Department of State, and for other purposes.</official-title>

<section id="H1B270A845EE749B2A6AAA118DBD923E2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Coordinator for Afghan Relocation Efforts Authorization Act of 2024</short-title></quote>.</text></section> <section id="H5260EC5B476F4364B50649196234000F"><enum>2.</enum><header>Establishment of Coordinator</header> <subsection id="H4B46210BD58B4A138BA5E8C0466D0F71"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary of State shall appoint a Coordinator for Afghan Relocation Efforts (<quote>Coordinator</quote>), who shall be responsible for—</text> 
<paragraph id="H165E17EEBADB4732AB2200157D4F3372"><enum>(1)</enum><text display-inline="yes-display-inline">relocating and resettling eligible Afghan allies and facilitating the departure of United States citizens and lawful permanent residents who request United States assistance to leave Afghanistan, except that the Coordinator shall prioritize the facilitation of such departures before the relocation or resettlement of allies; and</text></paragraph> <paragraph id="H0461D0A387E9431CBE2ADA33CFB7B8B2"><enum>(2)</enum><text>working with other offices of the Department of State, as well as with appropriate counterparts at other Federal departments and agencies, to ensure integrated United States support for such relocation efforts.</text></paragraph></subsection> 
<subsection id="H0D9B2C23D3E048398FFDCFC6C688E05D"><enum>(b)</enum><header>Authorities</header><text display-inline="yes-display-inline">The Coordinator is authorized—</text> <paragraph id="H0DF5D834A33841CC80716443253E5F30"><enum>(1)</enum><text>to enter into personal services contracts for a period ending not later than the date described in section 3;</text></paragraph> 
<paragraph id="H85BAB62AF5494292B917418EDF99F4AA"><enum>(2)</enum><text>to extend and maintain through such date personal services contracts entered into pursuant to the authority provided by section 2401 of the Afghanistan Supplemental Appropriations Act, 2022 (<external-xref legal-doc="public-law" parsable-cite="pl/117/43">Public Law 117–43</external-xref>);</text></paragraph> <paragraph id="H5FA1A9161DB7421B8A4B16133118BF02"><enum>(3)</enum><text display-inline="yes-display-inline">to hire temporary personnel who are United States citizens, except that to the extent possible the Coordinator should use Foreign Service limited appointments to fill such positions both in the United States and abroad in accordance with section 309 of the Foreign Service Act of 1980 (<external-xref legal-doc="usc" parsable-cite="usc/22/3949">22 U.S.C. 3949</external-xref>); and</text></paragraph> 
<paragraph id="H8913029A253542C18E997C243937B6F2"><enum>(4)</enum><text display-inline="yes-display-inline">subject to the availability of appropriations—</text> <subparagraph id="H2C034D48769B4327B392D6EB33D38F71"><enum>(A)</enum><text>to accept, in the form of reimbursement or transfer, amounts from other Federal departments or agencies as appropriate to carry out the duties described in subsection (a); and</text></subparagraph> 
<subparagraph id="H36A069B697164E7DB84A70267AC89679"><enum>(B)</enum><text>to reimburse such other departments or agencies as the Coordinator may determine appropriate to carry out such duties.</text></subparagraph></paragraph></subsection> <subsection id="H65164FFAD4BE4491BC5572A538689C76"><enum>(c)</enum><header>Detailees and assignees</header><text display-inline="yes-display-inline">Any Federal Government employee may be detailed or assigned to the Office of the Coordinator, with or without reimbursement, consistent with applicable laws and regulations regarding such employee, and such detail or assignment shall be without interruption or loss of status or privilege.</text></subsection> 
<subsection id="H1C63A75830FB4EF0986704710206BB6A"><enum>(d)</enum><header>Notification with respect to transfers of funds</header> 
<paragraph id="H90AA1E9E518341BA9100BE43F497EF3F"><enum>(1)</enum><header>In general</header><text>The Coordinator shall notify the appropriate congressional committees of each use of the transfer authority made available under subsection (b)(4)(A) not later than 15 days before the completion of such transfer.</text></paragraph> <paragraph id="H7DC0CDC405FE4866A1ED764F58943E3E"><enum>(2)</enum><header>Appropriate congressional committees</header><text>In this subsection, the term <term>appropriate congressional committees</term> means—</text> 
<subparagraph id="HAF04C3EB11134D308004DC0A27CF8B32"><enum>(A)</enum><text>the Committee on Foreign Affairs and the Committee on Appropriations of the House of Representatives; and</text></subparagraph> <subparagraph id="H3EE2FF073C23461DADFCD1AAB8E1AFDE"><enum>(B)</enum><text>the Committee on Foreign Relations and the Committee on Appropriations of the Senate.</text></subparagraph></paragraph></subsection></section> 
<section id="H9C779817F6714E68ACB1E88DE8317452"><enum>3.</enum><header>Sunset</header><text display-inline="no-display-inline">This Act and the authorities provided by this Act shall terminate on the date that is 3 years after the date of the enactment of this Act.</text></section> </legis-body> <attestation><attestation-group><attestation-date date="20241120" chamber="House">Passed the House of Representatives November 20, 2024.</attestation-date><attestor display="no">Kevin F.
