<official-title display="yes">To amend title XVIII of the Social Security Act to establish the Rural Hospital Stabilization Pilot Program to provide grants to rural hospitals for purposes of ensuring local access to services.<pagebreak/></official-title>

<section id="HC39FFEAD4F3041A7A8EFFCC813ED671A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Rural Hospital Stabilization Act</short-title></quote>.</text></section> <section id="H12D8D415210B4BB8905D53F95B50D3BF"><enum>2.</enum><header>Rural Hospital Stabilization Pilot Program</header><text display-inline="no-display-inline">Section 1820(g) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1395i-4">42 U.S.C. 1395i–4(g)</external-xref>) is amended by adding at the end the following new paragraph:</text> 
<quoted-block style="OLC" id="HFF5010FC5AC048BFA27BF2886E6A024C" display-inline="no-display-inline"> 
<paragraph id="HE9CEC799336240F99EB4F4F3C8FDFBC7" commented="no"><enum>(8)</enum><header>Rural Hospital Stabilization Pilot Program</header> 
<subparagraph id="H85070FF6B99C485389723FE43CB38C0B" commented="no"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Beginning January 1, 2026, the Secretary, acting through the Director of the Office of Rural Health Policy, shall award grants to—</text> <clause id="HE40F2708AA2540BFB20C0CB5BC8F542B"><enum>(i)</enum><text>hospitals, critical access hospitals, and rural emergency hospitals that are located in a rural area, as such term is used for purposes of section 711 of this Act (in this paragraph referred to as <quote>rural hospitals</quote>) that have submitted applications to the Secretary, for purposes of assisting such hospitals in ensuring local access to services; and</text></clause> 
<clause id="HAD88F66880EF42E6B8CBE720292FAEB4"><enum>(ii)</enum><text>experienced technical assistance providers that have submitted applications to the Secretary, for purposes of assisting such rural hospitals in planning to apply for grants under this paragraph and using any amounts received under such a grant.</text></clause></subparagraph> <subparagraph id="HB526C30E1FBE4E3DBC184E2CF840EFDF"><enum>(B)</enum><header>Prioritization factors</header><text display-inline="yes-display-inline">In making grants to rural hospitals under this paragraph for a fiscal year (and determining the amount of each such grant), the Secretary shall consider the following factors:</text> 
<clause id="H0807B12361104DBCAE673099DC4F9D31"><enum>(i)</enum><text>The average daily census of the hospital.</text></clause> <clause id="H17BC0508198241C499D99D9961DA1172"><enum>(ii)</enum><text>The distance between the hospital and the next nearest hospital.</text></clause> 
<clause id="H2D13DE6E77C542CAA3AD6CF2E7AF018F"><enum>(iii)</enum><text>The financial circumstances of the hospital, as determined by such hospital’s most recently filed Medicare cost report (or other applicable source of information).</text></clause> <clause id="H891BC347B4424579A3A9934B212311D1"><enum>(iv)</enum><text>The risk that the hospital will close.</text></clause> 
<clause id="H9EFCB5B0DB25433D9A7DB464481E31F3"><enum>(v)</enum><text>The risk that the hospital will reduce or stop offering a class of services.</text></clause></subparagraph> <subparagraph id="H62947C3304A44432A05DF64E686B51FA" commented="no"><enum>(C)</enum><header>Use of funds</header> <clause id="H622F3411BD6540A884BFCC441C5C9EE1"><enum>(i)</enum><header>Hospitals</header><text>Amounts received by a rural hospital under a grant under this paragraph shall be used to sustain, enhance, or expand the classes of services offered by such hospital, or to begin offering a new class of service, and may be used for—</text> 
<subclause id="HD54F86A1F48745488081BFBCBE900802"><enum>(I)</enum><text display-inline="yes-display-inline">minor renovations to buildings;</text></subclause> <subclause id="HBA0C5C0C9FF54C189DC5134DCA0DF189"><enum>(II)</enum><text>training with respect to the delivery of new or existing services;</text></subclause> 
<subclause id="H44D4C742481641888871D59CF6352927"><enum>(III)</enum><text>recruiting or hiring new staff or supplementing compensation of existing staff; and</text></subclause> <subclause id="H3B4B9F40D2A547788C95897BF396E532"><enum>(IV)</enum><text>equipment acquisition or refurbishment.</text></subclause></clause> 
<clause id="H5E6976BC2C0945B0B170C74EA988463E"><enum>(ii)</enum><header>Experienced technical assistance providers</header><text display-inline="yes-display-inline">Amounts received by an experienced technical assistance provider under a grant under this paragraph shall be used to assist rural hospitals—</text> <subclause id="HEA8C868E9E604F1CAFA8817BE5C23ACE"><enum>(I)</enum><text>in applying for a grant under this paragraph; and</text></subclause> 
<subclause id="H073A5B1EA39541789FF8E9E46F8F2F79"><enum>(II)</enum><text>with respect to a rural hospital that has been awarded a grant under this paragraph, in using amounts received under such grant in accordance with the requirements of <internal-xref idref="H622F3411BD6540A884BFCC441C5C9EE1" legis-path="(8)(D)(i)">clause (i)</internal-xref>.</text></subclause></clause></subparagraph> <subparagraph id="H14185946647843D59D77665BF3069C15" commented="no"><enum>(D)</enum><header>Reports to Congress</header> <clause id="H690D50AED5794BC9A74B31BAE9A491CC" commented="no"><enum>(i)</enum><header>Initial report</header><text display-inline="yes-display-inline">Not later than January 1, 2029, the Secretary shall submit to Congress a report on the grants awarded under this paragraph that includes the following information:</text> 
<subclause id="H4B65C1DF5E0C449D8C42D9DA6BEDBF1C" commented="no"><enum>(I)</enum><text display-inline="yes-display-inline">The names of all experienced technical assistance providers that received a grant under this paragraph and, with respect to each such experienced technical assistance provider, an analysis of the use of the amounts received under such grant.</text></subclause> <subclause id="H60DC33451B6949DD900C5D84DFF895E5" commented="no"><enum>(II)</enum><text>The names and locations of all rural hospitals that received a grant under this paragraph and, with respect to each such hospital—</text> 
<item id="HF6DD72C94EBB4FD59730016EC9D2C81E"><enum>(aa)</enum><text>the use of the amounts received under such grant;</text></item> <item id="H7840633C905F40EE9E6D250C0D91E713"><enum>(bb)</enum><text>an analysis of the financial circumstances of such hospital, as determined by such hospital’s most recently filed Medicare cost report (or other applicable source of information)—</text> 
<subitem id="H10E380BEE8994FC8BBAE722874CF8AF8"><enum>(AA)</enum><text>at the time of the receipt of such grant; and</text></subitem> <subitem id="H64E39E9F4DEC41C4862C6F202BFE6A10"><enum>(BB)</enum><text>at the time the report is submitted under this clause;</text></subitem></item> 
<item id="H6D63B3578EE44551AE7A806CEEF7EDC5"><enum>(cc)</enum><text>an analysis of the classes of services offered by the hospital—</text> <subitem id="H94393E35551F4F22A356FB89CAC19734"><enum>(AA)</enum><text>prior to the receipt of such grant; and</text></subitem> 
<subitem id="H45928A2DC05C4A9182E3B7B868D8F44E"><enum>(BB)</enum><text>following such receipt, as determined at the time the report is submitted under this clause; and</text></subitem></item> <item id="HB9716D4278C7408AB66C9C34FB6321F7" commented="no"><enum>(dd)</enum><text display-inline="yes-display-inline">an analysis of any new classes of services offered by the hospital following the receipt of such grant.</text></item></subclause></clause> 
<clause id="H54D999F5CBB64B8CA44190A9A0690063"><enum>(ii)</enum><header>Subsequent report</header><text>Not later than 2 years after the initial report is submitted under <internal-xref idref="H3BA8ED6AD0F6437EAC9DD38EE52A6971" legis-path="(8)(F)(i)">clause (i)</internal-xref>, the Secretary shall submit to Congress a subsequent report on the grants awarded under this paragraph that includes updates to the information described in <internal-xref idref="H4B65C1DF5E0C449D8C42D9DA6BEDBF1C" legis-path="(8)(G)(i)(I)">subclauses (I)</internal-xref> and <internal-xref idref="H60DC33451B6949DD900C5D84DFF895E5" legis-path="(8)(G)(i)(II)">(II)</internal-xref> of such <internal-xref idref="H690D50AED5794BC9A74B31BAE9A491CC" legis-path="(8)(G)(i)">clause</internal-xref>.</text></clause></subparagraph> <subparagraph id="H3BA8ED6AD0F6437EAC9DD38EE52A6971" commented="no"><enum>(E)</enum><header>Funding</header><text>There are authorized to be appropriated from the Federal Hospital Insurance Trust Fund under section 1817 for making grants under this paragraph, $20,000,000 for each of fiscal years 2026 through 2029, to remain available until expended.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section>
