R. 8234</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20241121">November 21, 2024</action-date><action-desc>Received; read twice and referred to the </action-desc></action><legis-type>AN ACT</legis-type><official-title display="yes">To authorize the Secretary of State to designate additional persons eligible to serve as passport acceptance agents, and for other purposes.</official-title></form><legis-body id="H9C9F57EFFF7549B1AD9FA05C5F09E431" style="OLC"><pagebreak></pagebreak><section id="H062679EC769A49D787BA071AC2A44FCC" section-type="section-one"><enum>1.</enum><header>Authority of Secretary of State to designate additional persons eligible to serve as passport acceptance agents</header><text display-inline="no-display-inline">Section 6109(b) of the National Defense Authorization Act for Fiscal Year 2024 (<external-xref legal-doc="usc" parsable-cite="usc/22/213a">22 U.S.C. 213a(b)</external-xref>) is amended—</text><paragraph id="HAE0E7328B66D4635AF894BC8882EFF38"><enum>(1)</enum><text>by redesignating paragraph (6) as paragraph (7); and</text></paragraph><paragraph id="H4ACAA37B34864512A0BDD906539D3472"><enum>(2)</enum><text>by inserting after paragraph (5) the following:</text><quoted-block id="H13447E07C3564DCBBCC1396A114D2844" style="OLC"><paragraph id="HF7FA9F9964DA4426B3A3A2E6CC1BC1BF"><enum>(6)</enum><text>A United States citizen who, as determined by the Secretary, is employed by and provides services through a reputable, established company or institution and is commissioned or appointed as a notary or notary public or otherwise authorized to perform a notarization under the laws of a State, district, or territorial government.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="H3F813D924DF64315A5DF4170E6734697"><enum>2.</enum><header>Improvements relating to hand-carry courier services for passport applications and passports</header><subsection id="H3ACD95EA6760429DBEA80CFF9479131B"><enum>(a)</enum><header>In general</header><text>The Secretary of State shall take such actions as may be necessary to—</text><paragraph id="H60E0B6D8AE59428DB84E2C6CF683F145"><enum>(1)</enum><text>facilitate an increase in the number of companies certified to provide hand-carry courier services; and</text></paragraph><paragraph id="H5C953771978B48EFB1E704C527D105CC"><enum>(2)</enum><text>increase the daily maximum number of applications for United States regular passports, by service type, that such companies may submit to a passport agency of the Department of State (commonly referred to as <quote>meeting slots</quote>) as part of the hand-carry courier services of such company.</text></paragraph></subsection><subsection id="H9C8851B00E7B4B3DA5CF59883171C91C"><enum>(b)</enum><header>Hand-carry courier service defined</header><text>In this section, the term <quote>hand-carry courier service</quote> means—</text><paragraph id="HFC4AB0520BC14F0CBB02102512EFC85B"><enum>(1)</enum><text>the transport of applications for United States passports to a passport agency of the Department of State for processing; and</text></paragraph><paragraph id="HBACCB0CBBAE4481E9B2379E78775965B"><enum>(2)</enum><text>the retrieval of newly issued United States passports for delivery, directly or indirectly, to the passport holder.</text></paragraph></subsection></section><section id="H24F8C523109C4133A86ACF82193F7D0D"><enum>3.</enum><header>Date of expiration of United States passports</header><text display-inline="no-display-inline">The Secretary of State shall take such actions as may be necessary to provide that each United States regular passport issued or renewed on or after the date that is 180 days after the date of the enactment of this Act expires on the same month and day of the month as the date of birth of the individual associated with such passport. </text></section></legis-body><attestation><attestation-group><attestation-date date="20241120" chamber="House">Passed the House of Representatives November 20, 2024.</attestation-date><attestor display="yes">Kevin F.
