<official-title display="yes">To require the Commissioner of U.S. Customs and Border Protection to establish procedures for conducting maintenance projects at ports of entry at which the Office of Field Operations conducts certain enforcement and facilitation activities.<pagebreak/></official-title>

<section id="HC47570ED88404EBBAA9986AB5282D1E0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Reducing Excessive Vetting Authorities to Maintain our Ports Act</short-title></quote> or the <quote><short-title>REVAMP Act</short-title></quote>. </text></section> <section section-type="subsequent-section" id="HFC3BFB112675465D8D56456F45EF3EF6"><enum>2.</enum><header>Port maintenance</header> <subsection id="H624813BE263A4DDCB183742D9C6DB889"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 411(o) of the <short-title>Homeland Security Act of 2002</short-title> (<external-xref legal-doc="usc" parsable-cite="usc/6/211">6 U.S.C. 211(o)</external-xref>) is amended—</text> 
<paragraph id="HDC35A169B2A34882BECEA2509F9EC88F"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating paragraph (3) as paragraph (4); and </text></paragraph> <paragraph id="H0A041AA40145477DB357E632E0E56CD7"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after paragraph (2) the following:</text>

<paragraph id="H967B490CF4D7460AB71830107C1D4CD1"><enum>(3)</enum><header>Port maintenance</header> 
<subparagraph id="H00FC933D4FD64C6DAFD54DFD331479C0"><enum>(A)</enum><header>Procedures</header> 
<clause id="HD218C0FD01DE42C0A619F2998C6DCA85"><enum>(i)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding section 3305 of title 40, United States Code, subject to subparagraphs (B) and (C), the Commissioner, in consultation with the Administrator of General Services—</text> <subclause id="H81298B974163496793B8396FFD1186B4" commented="no"><enum>(I)</enum><text display-inline="yes-display-inline">shall establish guidance and procedures by which U.S. Customs and Border Protection may conduct maintenance and repair projects costing not more than $300,000 in the physical space at any Federal Government-owned port of entry at which the Office of Field Operations performs any of the activities described in subparagraphs (A) through (G) of subsection (g)(3); and</text></subclause> 
<subclause id="H77BDEF2182C14924A8543D12A6FA4FC4"><enum>(II)</enum><text>is authorized to perform such maintenance and repair projects, subject to the procedures described in clause (ii). </text></subclause></clause> <clause id="H40B69403DAFA475696537C00D1818634"><enum>(ii)</enum><header>Guidance and procedures described</header><text>The guidance and procedures established pursuant to clause (i) shall include—</text> 
<subclause id="H8D04FED77E1D410B8359AA4E7683718C"><enum>(I)</enum><text>a description of the types of projects that may be carried out pursuant to clause (i); and </text></subclause> <subclause id="HD6EDFF09C538400EA4AC0A00BD7CF775"><enum>(II)</enum><text>the procedures for identifying and addressing any impacts on other tenants of facilities where such projects will be carried out.</text></subclause></clause> 
<clause id="H3077979B608B4DDF9A444BC0BE103899"><enum>(iii)</enum><header>Publication of guidance and procedures</header><text>The guidance and procedures established pursuant to clause (i) shall be published in the Federal Register.</text></clause> <clause id="HBCC2C760C2914C579F3B76D92FBB6905"><enum>(iv)</enum><header>Rule of construction</header><text>The publication of guidance and procedures under clause (iii) shall not impact the authority of the Commissioner to update such procedures, in consultation with the Administrator, as appropriate.</text></clause></subparagraph> 
<subparagraph id="H3B32C28BFE644F959D60D73BE4C1958A"><enum>(B)</enum><header>Limitation</header><text>The authority under subparagraph (A) shall only be available for maintenance and repair projects involving existing infrastructure, property, and capital at any port of entry described in subparagraph (A).</text></subparagraph> <subparagraph id="HB79ACECC209344CEAD7D3674C646E3EE"><enum>(C)</enum><header>Annual adjustments</header><text>The Commissioner shall annually adjust the amount described in subparagraph (A) by the percentage (if any) by which the Consumer Price Index for All Urban Consumers for the month of June preceding the date on which such adjustment takes effect exceeds the Consumer Price Index for All Urban Consumers for the same month of the preceding calendar year.</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H7C50E84E83924C56BDC95BE9951718AE"><enum>(D)</enum><header>Rule of construction</header><text>Nothing in this paragraph may be construed to affect the availability of funding from—</text> <clause commented="no" display-inline="no-display-inline" id="HD4489659EC384A3DA79D889EA88C63B3"><enum>(i)</enum><text>the Federal Buildings Fund established under section 592 of title 40, United States Code;</text></clause> 
<clause commented="no" display-inline="no-display-inline" id="HAD6283B579CC4D1887DA6646AA550C66"><enum>(ii)</enum><text>the Donation Acceptance Program established under section 482; or </text></clause> <clause commented="no" display-inline="no-display-inline" id="HDFE03AD6B703491F8AE74341520C0CA8"><enum>(iii)</enum><text>any other statutory authority or appropriation for projects described in subparagraph (A).</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="H6DE5912B95F546C99415DB406C682F8E"><enum>(b)</enum><header>Reporting</header> 
<paragraph id="HB067920126F546D4A2BD79D145F76B2D"><enum>(1)</enum><header>In general</header><text>Not later than one year after the date of the enactment of this Act and annually thereafter, the Commissioner of U.S. Customs and Border Protection shall submit to the <committee-name committee-id="">Committee on Homeland Security and Governmental Affairs of the Senate</committee-name>, the <committee-name committee-id="">Committee on Appropriations of the Senate</committee-name>, the <committee-name committee-id="">Committee on Homeland Security of the House of Representatives</committee-name>, and the <committee-name committee-id="">Committee on Appropriations of the House of Representatives</committee-name> a report that includes the elements described in paragraph (2).</text></paragraph> <paragraph id="HC26DB902091449E9B7E34BB0BBFF4336"><enum>(2)</enum><header>Elements</header><text>The elements described in this paragraph are the following:</text> 
<subparagraph id="H52851128124A4942A99B650996D61704"><enum>(A)</enum><text>A summary of all maintenance projects conducted pursuant to section 411(o)(3) of the <short-title>Homeland Security Act of 2002</short-title>, as added by subsection (a). during the prior fiscal year.</text></subparagraph> <subparagraph id="H638F5AE4908B4203A62C1AEC12568442"><enum>(B)</enum><text>Information relating to the cost of each project referred to in subparagraph (A).</text></subparagraph> 
<subparagraph id="H1FF2A3722F57465BA729F5438C0FC49A"><enum>(C)</enum><text>An identification of the account that funded each such project, if applicable.</text></subparagraph> <subparagraph id="HAD22D501A3DB4F12A69972652A1812CA"><enum>(D)</enum><text>any budgetary transfers, if applicable, that funded each such project. </text></subparagraph></paragraph></subsection>
