Prohibition on congestion or cordon pricing

Section 1012(b) of the Intermodal Surface Transportation Efficiency Act of 1991 (23 U.S.C. 149 note) is amended by adding at the end the following: (9)

Prohibition on congestion pricing

Notwithstanding any other provision of this subsection, the Secretary may not establish or maintain a value pricing program under this section that includes value pricing, congestion pricing, or cordon pricing. .
