<legis-type>AN ACT</legis-type> 
<official-title display="yes">To require the Secretary of the Treasury to mint coins in commemoration of the invaluable service that working dogs provide to society.</official-title>

<section id="H18C3ED1B00314B5FBB65C2285A94FEC9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Working Dog Commemorative Coin Act</short-title></quote>.</text></section> <section id="HAD49A9FE089441F095F81845AD2670EC"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">The Congress finds the following:</text> 
<paragraph id="H8391B2276E6E44388E233C15F92B2BB8"><enum>(1)</enum><text>Dogs going back thousands of years have been tied to humans whether for protection, companionship, or assisting in daily activities.</text></paragraph> <paragraph id="HC2A6C452B62247F8A44EF8718F0B5629"><enum>(2)</enum><text>The United States had an unofficial canine military presence assisting soldiers in the Civil War and World War I, but military K–9s did not become officially recognized until March 13, 1942. During the height of the wars in Afghanistan and Iraq it is estimated that the United States military employed near 2,500 K–9s.</text></paragraph> 
<paragraph id="H98994DAD70C743998711EF0B7A908806"><enum>(3)</enum><text>Military K–9s have seen service in every major United States combat since World War I and have been praised by military leadership as an indispensable asset for military, police, government, and private security teams around the world.</text></paragraph> <paragraph id="H3BEBDB80F6B044A1BE7FCC643AB9BEAD"><enum>(4)</enum><text>In 2000, Congress passed <quote>Robby’s Law</quote> which allowed for the adoption of military K–9s by law enforcement agencies, former handlers, and other care groups.</text></paragraph> 
<paragraph id="HE763642D4D0C4A8AAF6C7E97BDDB57F5"><enum>(5)</enum><text>Since 2000, military K–9s have left service and gone onto work explosive detection for police forces, and work as service dogs for veterans and families.</text></paragraph> <paragraph id="HBCF37FA75F0B4DA69BE58EF8B9A65A22"><enum>(6)</enum><text>Beyond their military working capacity, working dogs provide enhanced mobility assist and renewed independence for the injured and disabled. Service dogs are able to support veterans struggling after war, hear for those who are deaf, see for those who are blind, and even sense changes in a person’s body before a seizure. Working dogs play a vital role in improving the lives of many.</text></paragraph> 
<paragraph id="H9492615FDF4647F994818ECF268778F3"><enum>(7)</enum><text display-inline="yes-display-inline">The service dog programs of America’s VetDogs were created to provide enhanced mobility and renewed independence to United States veterans, active-duty service members, and first responders with disabilities.</text></paragraph> <paragraph id="HDA8A1E1D579B473D9CFBA8268567706E"><enum>(8)</enum><text>America’s VetDogs provides—</text> 
<subparagraph id="HC2024DAA4D6C48AC9D383080D0F4F098"><enum>(A)</enum><text>guide dogs for individuals who are blind or have low vision;</text></subparagraph> <subparagraph id="H1479AC0183AD4F83B06DCC2EACA7C6A6"><enum>(B)</enum><text>hearing dogs for those who have lost their hearing later in life by alerting to alarms, door bells, sirens, and more;</text></subparagraph> 
<subparagraph id="H28253CC451D74226A70DD6B43E98A5D2"><enum>(C)</enum><text>service dogs for those with other physical disabilities that are specially trained to provide balance, retrieve dropped items, open and close doors, turn on and off lights, carry a backpack, and more;</text></subparagraph> <subparagraph id="H4E767064B51B465497CC8B216771EB29"><enum>(D)</enum><text>facility dogs which are specially trained to spend time working with wounded veterans recovering at military hospitals and veterans medical centers;</text></subparagraph> 
<subparagraph id="H9DE06348B96A422DAB28175243D63154"><enum>(E)</enum><text>dogs that work with physical and occupational therapists as they treat soldiers and become an essential part of the healing process; and</text></subparagraph> <subparagraph id="H6A80CC0CC96F43D3B25B167E95EE83FD"><enum>(F)</enum><text>PTSD service dogs that are trained to help mitigate the symptoms of PTSD by providing the emotional and physical support a veteran may need.</text></subparagraph></paragraph></section> 
<section id="H47B939285D6D45E984190BB32ACC8956"><enum>3.</enum><header>Coin specifications</header> 
<subsection id="HE64C5D321CC047C5A000FCC0481AF68B"><enum>(a)</enum><header>Denominations</header><text>The Secretary of the Treasury (hereafter in this Act referred to as the <quote>Secretary</quote>) shall mint and issue the following coins in commemoration of the invaluable service that working dogs provide to society.</text> <paragraph id="HE1A4197339BA47F5AAFE48083F09B796"><enum>(1)</enum><header>$5 gold coins</header><text>Not more than 50,000 $5 coins, which shall—</text> 
<subparagraph id="H1700DE85E3954592B6FFA4005B3138C1"><enum>(A)</enum><text>weigh 8.359 grams;</text></subparagraph> <subparagraph id="H4C35D77833CF41358F567C3A088B8DC8"><enum>(B)</enum><text>have a diameter of 0.850 inches; and</text></subparagraph> 
<subparagraph id="H38D101D6814240C8B24386C27717181E"><enum>(C)</enum><text>contain 90 percent gold.</text></subparagraph></paragraph> <paragraph id="H37A68210CBA44834A894C55807B5472D"><enum>(2)</enum><header>$1 silver coins</header><text>Not more than 500,000 $1 coins, which shall—</text> 
<subparagraph id="HBEABCE15F05443FDAB0BCCE3B7A841E6"><enum>(A)</enum><text>weigh 26.73 grams;</text></subparagraph> <subparagraph id="H977AB345FA2D414D8E031A403BBA1C6C"><enum>(B)</enum><text>have a diameter of 1.500 inches; and</text></subparagraph> 
<subparagraph id="H9BB5D757448A400096EF14F690D3ED08"><enum>(C)</enum><text>contain not less than 90 percent silver.</text></subparagraph></paragraph> <paragraph id="H0E5DDFC3678B4781B11A2E75B83286E6"><enum>(3)</enum><header>Half-dollar clad coins</header><text>Not more than 750,000 half-dollar coins which shall—</text> 
<subparagraph id="HDD17E88D4AEF48E9A781679799A4D339"><enum>(A)</enum><text>weigh 11.34 grams;</text></subparagraph> <subparagraph id="H3FB4A1F2C00F4152864613BF579B2520"><enum>(B)</enum><text>be struck on a planchet having a diameter of 1.205 inches; and</text></subparagraph> 
<subparagraph id="H404C9F3C8AAF40A99CF2194E9337EAB8"><enum>(C)</enum><text>be minted to the specifications for half-dollar coins contained in section 5112(b) of title 31, United States Code.</text></subparagraph></paragraph></subsection> <subsection id="HA69FD692472A4DFF804ACC3673CC363B"><enum>(b)</enum><header>Legal tender</header><text>The coins minted under this Act shall be legal tender, as provided in section 5103 of title 31, United States Code.</text></subsection> 
<subsection id="H2373B882E9334CB9B802588EA5664B15"><enum>(c)</enum><header>Numismatic items</header><text>For purposes of sections 5134 and 5136 of title 31, United States Code, all coins minted under this Act shall be considered to be numismatic items.</text></subsection></section> <section id="H2427B72CB1ED4B3E802146B600687F39"><enum>4.</enum><header>Designs of coins</header> <subsection id="H324A7D48B2D2459FBE2E0585C6DEC026"><enum>(a)</enum><header>Design requirements</header> <paragraph id="HCC6EAA455DA942A395768802D653392C"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The designs of the coins minted under this Act shall be emblematic of the vast contributions that working dogs serve in society to include the range of services that these dogs provide in detection, military service, therapy and assistance.</text></paragraph> 
<paragraph id="HE3B3A664CDC64392881C9ABDA25D0149"><enum>(2)</enum><header>Designs and inscriptions</header><text>On each coin minted under this Act, there shall be—</text> <subparagraph id="HF1F574FD4D7C499A8C6B9CCF876A8C6C"><enum>(A)</enum><text>a designation of the value of the coin;</text></subparagraph> 
<subparagraph id="H2B12C2584C034EE084AE1AAB9C3BFDD6"><enum>(B)</enum><text>an inscription of the year <quote>2027</quote>; and</text></subparagraph> <subparagraph id="H96B8DA40E18140EEA3E2F1FD7CF72591"><enum>(C)</enum><text>inscriptions of the words <quote>Liberty</quote>, <quote>In God We Trust</quote>, <quote>United States of America</quote>, and <quote>E Pluribus Unum</quote>.</text></subparagraph></paragraph></subsection> 
<subsection id="HD523686778BF4DE090DF7E8E039B4298"><enum>(b)</enum><header>Selection</header><text>The designs for the coins minted under this Act shall be—</text> <paragraph id="H2E3FFA64213A4E068DCBCBE12D8A02CA"><enum>(1)</enum><text>selected by the Secretary after consultation with—</text> 
<subparagraph id="HE7A1F77EB2994D959007F0F74454656C"><enum>(A)</enum><text display-inline="yes-display-inline">America’s VetDogs; and</text></subparagraph> <subparagraph id="H410C62CFD2AB4782A300CA3FC4BD6171"><enum>(B)</enum><text>the Commission of Fine Arts; and</text></subparagraph></paragraph> 
<paragraph id="H52DDA7EDB83347AAA3892CA8E1CE0839"><enum>(2)</enum><text>reviewed by the Citizens Coinage Advisory Committee.</text></paragraph></subsection></section> <section id="H623604F0C04544A980CF613366398F93"><enum>5.</enum><header>Issuance of coins</header> <subsection id="H31062D9592E646A59D3EAC6FBA0171C7"><enum>(a)</enum><header>Quality of coins</header><text>Coins minted under this Act shall be issued in uncirculated and proof qualities.</text></subsection> 
<subsection id="H98FA6716E0E8421996716E12A69E3B46"><enum>(b)</enum><header>Mint facility</header><text>Only 1 facility of the United States Mint may be used to strike any particular quality of the coins minted under this Act.</text></subsection> <subsection id="HC2B39ECDF16647299E0AAFB973E160F6"><enum>(c)</enum><header>Period for issuance</header><text>The Secretary may issue coins minted under this Act only during the 1-year period beginning on January 1, 2027.</text></subsection></section> 
<section id="H39E13E1EF07541429116B19DBFCFCAD6"><enum>6.</enum><header>Sale of coins</header> 
<subsection id="H97367DB5B10A438DB8DC7B5859A77F45"><enum>(a)</enum><header>Sale price</header><text>The coins issued under this Act shall be sold by the Secretary at a price equal to the sum of—</text> <paragraph id="HDCF322AABBC54BCDA52DE1D840A276E7"><enum>(1)</enum><text>the face value of the coins;</text></paragraph> 
<paragraph id="H58242FB7A1E448B2A91923F5FB72884D"><enum>(2)</enum><text>the surcharge provided in section 7(a) with respect to such coins; and</text></paragraph> <paragraph id="H0FA1FB4B9B2C43EC806164B056F0843E"><enum>(3)</enum><text>the cost of designing and issuing the coins (including labor, materials, dies, use of machinery, overhead expenses, marketing, and shipping).</text></paragraph></subsection> 
<subsection id="HEB3145B06B654C808A4347A8FEAA7990"><enum>(b)</enum><header>Bulk sales</header><text>The Secretary shall make bulk sales of the coins issued under this Act at a reasonable discount.</text></subsection> <subsection id="HB972C1165CAA4F96AB1F695029D8E2C3"><enum>(c)</enum><header>Prepaid orders</header> <paragraph id="H6A05E1E2BCF542CA8603F741DC1E23E5"><enum>(1)</enum><header>In general</header><text>The Secretary shall accept prepaid orders for the coins minted under this Act before the issuance of such coins.</text></paragraph> 
<paragraph id="H72A938C8757945ED85143427FFEECF3F"><enum>(2)</enum><header>Discount</header><text>Sale prices with respect to prepaid orders under paragraph (1) shall be at a reasonable discount.</text></paragraph></subsection></section> <section id="H0FBD2D82C2FD496CAAA5811B61391B62"><enum>7.</enum><header>Surcharges</header> <subsection id="HC4648CE661314CDC9970F2245FFDD118"><enum>(a)</enum><header>In general</header><text>All sales of coins issued under this Act shall include a surcharge of—</text> 
<paragraph id="HA3FAE8B94D24457C9D02A3F401B7EB1D"><enum>(1)</enum><text>$35 per coin for the $5 coin;</text></paragraph> <paragraph id="H49D4F0B2A0C343219817FFF8298CC761"><enum>(2)</enum><text>$10 per coin for the $1 coin; and</text></paragraph> 
<paragraph id="H6DE12FC51A6244769BAAB3CDE62C8828"><enum>(3)</enum><text>$5 per coin for the half-dollar coin.</text></paragraph></subsection> <subsection id="HF9F920964DC442878C2C032CF559448E"><enum>(b)</enum><header>Distribution</header><text display-inline="yes-display-inline">Subject to section 5134(f)(1) of title 31, United States Code, all surcharges received by the Secretary from the sale of coins issued under this Act shall be promptly paid by the Secretary to America’s VetDogs for application to general expenses associated with the fulfillment of the mission of America’s VetDogs, including for costs associated with—</text> 
<paragraph id="H0D89D3EC3A304FD5A69D90E0C6676F82"><enum>(1)</enum><text>personnel related to training, dog care, and consumer needs;</text></paragraph> <paragraph id="H23DDA409563248DDBB264B248774290F"><enum>(2)</enum><text>consultants to facilitate the training of America’s VetDogs Certified Service Dog Instructors; and</text></paragraph> 
<paragraph id="HD70BDA0B172B45E19E9A0A1BD304984B"><enum>(3)</enum><text>travel, room and board for clients served by America’s VetDogs.</text></paragraph></subsection> <subsection id="H4AF4F5062BA344A49EAB54C8E9D8E6C6"><enum>(c)</enum><header>Audits</header><text>The Comptroller General of the United States shall have the right to examine such books, records, documents, and other data of each of the organizations referred to in subsection (b) as may be related to the expenditures of amounts paid under that subsection.</text></subsection> 
<subsection id="H8D1846E3BA054BE3882550787F4801E4"><enum>(d)</enum><header>Limitation</header><text>Notwithstanding subsection (a), no surcharge may be included with respect to the issuance under this Act of any coin during a calendar year if, as of the time of such issuance, the issuance of such coin would result in the number of commemorative coin programs issued during such year to exceed the annual 2 commemorative coin program issuance limitation under section 5112(m)(1) of title 31, United States Code (as in effect on the date of the enactment of this Act). The Secretary of the Treasury may issue guidance to carry out this subsection.</text></subsection></section> <section id="H96D230D7243F4F1B834C730993C2700C"><enum>8.</enum><header>Financial assurances</header><text display-inline="no-display-inline"> The Secretary shall take such actions as may be necessary to ensure that—</text> 
<paragraph id="H890B4EBEC1C047A4AB4688109E5DF334"><enum>(1)</enum><text>minting and issuing coins under this Act will not result in any net cost to the United States Government; and</text></paragraph> <paragraph id="H8FFB7C180C934630A384260CD65154AC"><enum>(2)</enum><text>no funds, including applicable surcharges, are disbursed to any recipient designated in section 7 until the total cost of designing and issuing all of the coins authorized by this Act (including labor, materials, dies, use of machinery, overhead expenses, marketing, and shipping) is recovered by the United States Treasury, consistent with sections 5112(m) and 5134(f) of title 31, United States Code.</text></paragraph></section> 
<section id="HFF9EF90C6104486AB7CF67F82FBF1C0C"><enum>9.</enum><header>Budgetary effects</header> 
<subsection id="H98C416C0B7544376973C0ED24AA1D4E2"><enum>(a)</enum><header>Statutory PAYGO scorecards</header><text>The budgetary effects of this section shall not be entered on either PAYGO scorecard maintained pursuant to section 4(d) of the Statutory Pay-As-You-Go Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/2/933">2 U.S.C. 933(d)</external-xref>).</text></subsection> <subsection id="H5CBD9FC753E24FC28DED5563A0DA15F3"><enum>(b)</enum><header>Senate PAYGO scorecards</header><text>The budgetary effects of this section shall not be entered on any PAYGO scorecard maintained for purposes of section 4106 of H. Con. Res. 71 (115th Congress).</text></subsection></section>
