which was referred to the <committee-name committee-id="HFA00">Committee on Foreign Affairs</committee-name>, and in addition to the Committee on <committee-name committee-id="HJU00">the Judiciary</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To designate certain organizations as foreign terrorist organizations.</official-title></form><legis-body id="H93B7CA68157D4C29843825674928098C" style="OLC"><section id="H9EEC2102C15548D28BE28A598DBD8751" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Iranian Terror Prevention Act</short-title></quote>.</text></section><section id="H0DF86119EE8640FCA2786AC9EAF815BA"><enum>2.</enum><header>Designation as FTO; imposition of sanctions</header><subsection id="HFEB2EACEC7964612AA500B8522CFAD75"><enum>(a)</enum><header>Designation as FTO</header><text display-inline="yes-display-inline">Not later than 90 days after the date of the enactment of this Act, the Secretary of State shall designate as a foreign terrorist organization pursuant to section 219(a) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1189">8 U.S.C. 1189(a)</external-xref>) each of the following:</text><paragraph id="HB9992832C8AE455E8F39402EEABD7BF7"><enum>(1)</enum><text>Abu Fadl al-Abbas Brigades.</text></paragraph><paragraph id="HF0F55234A5A24003BE845D540435CBEB"><enum>(2)</enum><text>Ansarallah (otherwise known as the <quote>Houthis</quote>).</text></paragraph><paragraph id="HAA64EA02DB9747A590B35053B8215B59"><enum>(3)</enum><text>Badr Organization.</text></paragraph><paragraph id="HA6A0CC17506747D9B1353858B91BD53E"><enum>(4)</enum><text>Fatemiyoun Brigade.</text></paragraph><paragraph id="HE0E08F737DDF458AB535E7E4EBB80715"><enum>(5)</enum><text>Harakat Hezbollah al-Nujaba.</text></paragraph><paragraph id="HB4415CCBA69D47EABF332C70FC5D22E0"><enum>(6)</enum><text>Kata’ib al-Imam Ali.</text></paragraph><paragraph id="HE58FBC1E99394F929E4F20DE95D8F99C"><enum>(7)</enum><text>Kata’ib Jund al-Imam.</text></paragraph><paragraph id="HE75240E45D154EF69BB3136599EC9A8B"><enum>(8)</enum><text>Kata’ib Sayyad al Shuhada.</text></paragraph><paragraph id="HC7DD046C93EF4534B87DDC1C4E20269F"><enum>(9)</enum><text>Sarayya al-Jihad.</text></paragraph><paragraph id="HDE6F3E338CE5466AB2738C7FF9270D64"><enum>(10)</enum><text>Sarayya Khorasani.</text></paragraph><paragraph id="H32E41B9B880C49B69E55FD02993B2CC4"><enum>(11)</enum><text>Zainabiyoun Brigade.</text></paragraph><paragraph id="H1D4DFCED12B84A6A8150AD50E67705E3"><enum>(12)</enum><text>Any foreign entity or organization that is an agent of, affiliated with, or owned or controlled by the Islamic Revolutionary Guard Corps.</text></paragraph></subsection><subsection id="HA6A51CC1AB574391A53E9B0216EFC5CF"><enum>(b)</enum><header>Imposition of sanctions</header><paragraph id="H97D437560DE44A0585ED531BA248458A"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 60 days after the date of the enactment of this Act, the President shall determine whether to impose the sanctions described in paragraph (3) on any organization listed under paragraph (2) or any entity or organization that is an agent, affiliate, or instrumentality, or owned or controlled by an agent, affiliate, or instrumentality of an organization listed in paragraph (2).</text></paragraph><paragraph id="H384A356E069F433B97B4F5FF0FBD6C1D"><enum>(2)</enum><header>Organizations</header><text>The following are organizations with respect to which a sanction determination shall be made:</text><subparagraph id="HFBD7B45215A3474F95C1DFD227326313"><enum>(A)</enum><text display-inline="yes-display-inline">Abu Fadl al-Abbas Brigades.</text></subparagraph><subparagraph id="H462F42BD4D8345EEBBB19F3573BC4F41"><enum>(B)</enum><text>Badr Organization.</text></subparagraph><subparagraph id="H01FFC4260E96491EB710BB2B763C0A4E"><enum>(C)</enum><text>Kata’ib al-Imam Ali.</text></subparagraph><subparagraph id="H9C8AAE0CBB0E4528AAB8C5D2DE552BB7"><enum>(D)</enum><text>Kata’ib Jund al-Imam.</text></subparagraph><subparagraph id="H8E3E5EAA895844BCBEFA7C614B45249B"><enum>(E)</enum><text>Sarayya al-Jihad.</text></subparagraph><subparagraph id="H88EE9F6AD8D848748C84A14788D1B768"><enum>(F)</enum><text>Sarayya Khorasani.</text></subparagraph></paragraph><paragraph id="HC2BE0B9FE24E44509AA85F460C868C48"><enum>(3)</enum><header>Sanctions described</header><text>The sanctions described in this subsection are sanctions applicable with respect to a foreign person pursuant to Executive Order 13224 (<external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701</external-xref> note; relating to blocking property and prohibiting transactions with persons who commit, threaten to commit, or support terrorism).</text></paragraph></subsection><subsection id="H38ADD11B8D0F42EC83B1EF319ABB1061"><enum>(c)</enum><header>Report</header><paragraph id="H697AE09A063E42EC9ACE7E24B42185B7"><enum>(1)</enum><header>Secretary of State report</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this Act, and every 180 days thereafter, the Secretary of State, in consultation with the Secretary of Commerce, shall submit to Congress a report on any new entities meeting the requirements for—</text><subparagraph id="HD38E0CBEB8FE409CB510EB12ACF6DC7C"><enum>(A)</enum><text>designation as a foreign terrorist organization; or</text></subparagraph><subparagraph id="HF90DED48F0864C2099E34F064BA9D20A"><enum>(B)</enum><text>imposition of sanctions with respect to a foreign person pursuant to Executive Order 13224 (<external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701</external-xref> note; relating to blocking property and prohibiting transactions with persons who commit, threaten to commit, or support terrorism).</text></subparagraph></paragraph><paragraph id="H4F9A1C0746DD430D802719B4ECDEA97B"><enum>(2)</enum><header>Presidential report</header><text display-inline="yes-display-inline">The President shall submit to Congress a report not later than 60 days after a determination has been made under subsection (b) on whether the organizations listed under such subsection have sanctions imposed pursuant to Executive Order 13224 and shall provide a detailed explanation should any such organization not be sanctioned.</text></paragraph></subsection></section></legis-body></bill>
