R. 7896</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240409">April 9, 2024</action-date><action-desc><sponsor name-id="C001133">Mr. Ciscomani</sponsor> (for himself, <cosponsor name-id="H001067">Mr. Hudson</cosponsor>, <cosponsor name-id="D000230">Mr. Davis of North Carolina</cosponsor>, and <cosponsor name-id="V000135">Mr. Van Orden</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 38, United States Code, to modify the criteria for approval of certain independent study programs for purposes of the educational assistance programs of the Department of Veterans Affairs.</official-title></form><legis-body id="H551F3830B1DF40CF987C221C8BCEA57D" style="OLC"><section id="H62A3456EBD8F458A9EB62157AA4DA8B0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Education and Technical Skills Opportunity Act of 2024</short-title></quote> or the <quote><short-title>VETS Opportunity Act of 2024</short-title></quote>. </text></section><section id="H7EE34A4CC20F4CB69A5243FEE5B500F9"><enum>2.</enum><header>Treatment of certain independent study programs under educational assistance programs of Department of Veterans Affairs</header><subsection id="HFAE6E0B088D643519F3B346E8FA159A4"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 3680A(4)(B)(iii)(II) of title 38, United States Code, is amended to read as follows:</text><quoted-block style="USC" id="H8942E9FD80D44B4CBAA694EE31FF267C" display-inline="no-display-inline"><subclause id="HEDB653471596455BA3CC4B7207195F29"><enum>(II)</enum><text display-inline="yes-display-inline">an institution of higher education, as such term is defined in section 102 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002</external-xref>), that is qualified to participate in the student financial assistance programs authorized by title IV of that Act; and</text></subclause><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H653AB9DEFF3E410DB65B427618D86868"><enum>(b)</enum><header>Applicability</header><text display-inline="yes-display-inline">The amendment made by subsection (a) shall apply with respect to a quarter, semester, or term, as applicable, that begins on or after August 1, 2024.</text></subsection></section></legis-body></bill>
