The assessment shall include the following:</text><paragraph id="H55BF5324FD0540EBACDA6F98ED9669C1"><enum>(1)</enum><text>The determination of the FFRDC, made in consultation with covered entities, whether each such notice may be feasibly altered to reduce paper consumption by, and costs to, the Federal Government.</text></paragraph><paragraph id="H369B1FF83DF646629E94413E6B99467A"><enum>(2)</enum><text display-inline="yes-display-inline">The recommendations of the FFRDC regarding how the Secretary may make such notices clearer to claimants, better organized, and more concise.</text></paragraph></subsection><subsection id="H2E6AC347EB1D4E7B9111A4F1C694573A"><enum>(c)</enum><header>Report; implementation</header><text>Not later than 90 days after the Secretary receives the assessment under subsection (b), the Secretary shall—</text><paragraph id="HAC77ECA505694A15A1ECA29DF2643D2F"><enum>(1)</enum><text>submit to the Committees on Veterans’ Affairs of the Senate and House of Representatives a copy of such assessment; and</text></paragraph><paragraph id="H096D039670DB4246B03620634DDF9067"><enum>(2)</enum><text display-inline="yes-display-inline">implement the recommendations in the assessment that are in compliance with the laws administered by the Secretary.</text></paragraph></subsection><subsection id="HF1D34591C916479EBDA7542756C9058B"><enum>(d)</enum><header>Deadline for implementation</header><text>The Secretary shall complete the implementation of such recommendations pursuant to subsection (c)(2) by not later than one year after the date on which the Secretary commences such implementation.</text></subsection><subsection id="HB2C873FCCEC143B8BC6A17B52B8E5DAE"><enum>(e)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H6B3C3187C7294945AFE61D867388CF58"><enum>(1)</enum><text display-inline="yes-display-inline">The term <quote>FFRDC</quote> means a federally funded research and development center.</text></paragraph><paragraph id="H578F395CB0EB4A68BC9298083508EACB" commented="no"><enum>(2)</enum><text display-inline="yes-display-inline">The term <quote>covered entities</quote> includes—</text><subparagraph id="HA8B19560BD5B454C80E8DC8C4371F88E" commented="no"><enum>(A)</enum><text>the Secretary of Veterans Affairs;</text></subparagraph><subparagraph id="HEA0F95A675BC4CE9BFB85893EA92B2DC" commented="no"><enum>(B)</enum><text display-inline="yes-display-inline">an expert in laws administered by the Secretary of Veterans Affairs;</text></subparagraph><subparagraph id="H3CAD9B64087D426A9C447E3B4A686571" commented="no"><enum>(C)</enum><text display-inline="yes-display-inline">a veterans service organization recognized under section 5902 of title 38, United States Code; and</text></subparagraph><subparagraph id="H7EF7C9915F844B1783E1800053055D0A" commented="no"><enum>(D)</enum><text>an entity that advocates for veterans.</text></subparagraph></paragraph><paragraph id="HCC27F3F72C36486FB192FA7963704922"><enum>(3)</enum><text>The terms <quote>claimant</quote> and <quote>notice</quote> have the meanings given such terms in section 5100 of title 38, United States Code.</text></paragraph></subsection></section><section id="H11707BC3CF0B4499A3518A754DE382AB"><enum>3.</enum><header>Modification of certain housing loan fees</header><text display-inline="no-display-inline">The loan fee table in section 3729(b)(2) of title 38, United States Code, is amended by striking <quote>November 15, 2031</quote> each place it appears and inserting <quote>November 29, 2031</quote>.</text></section></legis-body><endorsement display="yes"><action-date date="20240620">July 8, 2024</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
