R. 7765</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240321">March 21, 2024</action-date><action-desc><sponsor name-id="W000828">Mr. Williams of New York</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Veterans Affairs to carry out a pilot program to use weapon screening technology at medical centers of the Department of Veterans Affairs.</official-title></form><legis-body id="HB40BBBF03BF44C4D92D1DA15C64CD988" style="OLC"><section id="HFCCB9E934C70465E8DC498A37BC791ED" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>VA Security Screening Pilot Program Act</short-title></quote>.</text></section><section id="H47FB50B28DCF4E0DB5F42704ACC865A7" section-type="subsequent-section"><enum>2.</enum><header>Pilot program to use weapon screening technology at medical centers of the Department of Veterans Affairs</header><subsection id="H4875BBB7575045DB85BE5B587DC497FA" display-inline="no-display-inline"><enum>(a)</enum><header>Establishment</header><paragraph id="HE819F08637234D5FB97C8469AA923049"><enum>(1)</enum><header>In general</header><text>Not later than one year after the date of the enactment of this Act, the Secretary of Veterans Affairs shall carry out a pilot program to use weapon screening technology at the primary entrance of each medical center of the Department of Veterans Affairs located in one VISN selected by the Secretary.</text></paragraph><paragraph id="HF07DDA2D6F9D4E5389258563B7C5DBF7"><enum>(2)</enum><header>Exception</header><text display-inline="yes-display-inline">The Secretary may omit from the pilot program a medical center located in the VISN selected if the Secretary—</text><subparagraph id="HD18C3135F384478EA5C49707B3750A3A"><enum>(A)</enum><text>determines that—</text><clause id="H54886B3D2C074177AC9D30143962D7F6"><enum>(i)</enum><text display-inline="yes-display-inline">the Secretary already uses weapon screening technology at the primary entrance of such medical center; or</text></clause><clause id="H5F3B2130BF7A4E8C87057897C6F54DAE"><enum>(ii)</enum><text>the medical center has a staffing shortage that makes participation in the pilot program impracticable; and</text></clause></subparagraph><subparagraph id="H454E1EAD69504CC7A067B7BFB4233306"><enum>(B)</enum><text>submits to the Committees on Veterans’ Affairs of the Senate and House of Representatives written notice of such omission before the Secretary carries out the pilot program.</text></subparagraph></paragraph></subsection><subsection id="H3589891E9B0142A7B986D2CA430A6485"><enum>(b)</enum><header>Agreements</header><text display-inline="yes-display-inline">The Secretary may enter into an agreement with an entity to acquire weapon screening technology to carry out the pilot program. Any such agreement shall terminate not later than the day the pilot program terminates.</text></subsection><subsection id="H5AD823655DA4460FB85AC6F122F40666"><enum>(c)</enum><header>Termination</header><text display-inline="yes-display-inline">The pilot program shall terminate two years after the Secretary begins to carry out the pilot program.</text></subsection><subsection id="H03ECED747BBC45B5A543B3B8F923C237"><enum>(d)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 90 days after the pilot program terminates, the Secretary, after consulting with the director of the VISN selected and the director of each medical center in such pilot program, shall submit to the Committees on Veterans’ Affairs of the Senate and House of Representatives a report on the pilot program. Such report shall include the following:</text><paragraph id="HD7FAB3F42DF9440484206083D32E184E"><enum>(1)</enum><text display-inline="yes-display-inline">The determination of the Secretary of the usefulness and effectiveness of the weapon screening technology used.</text></paragraph><paragraph id="H499EC550CCB049D0B992555B14D7BFC4"><enum>(2)</enum><text>The satisfaction, determined by surveys conducted by the Secretary, with such pilot program, of—</text><subparagraph id="H7C5EB945505F4DDEB4B979B70B54F81A"><enum>(A)</enum><text>veterans who visited each medical center during such pilot program;</text></subparagraph><subparagraph id="HFA8BA734C33D45CBA905C0B448E7368C"><enum>(B)</enum><text>Department police officers; and</text></subparagraph><subparagraph id="H0D977113680E429FA6A3D4996CD118F1"><enum>(C)</enum><text display-inline="yes-display-inline">employees of the Department who worked at each such medical center during such pilot program.</text></subparagraph></paragraph><paragraph id="H870D08FB715C47709C85263F17EFEC2A"><enum>(3)</enum><text display-inline="yes-display-inline">) The determination of the Secretary whether—</text><subparagraph id="H3B08D1823FE047189FEE6977E1632713"><enum>(A)</enum><text>existing policies regarding security screenings at medical centers of the Department are appropriate; and</text></subparagraph><subparagraph id="HADA2BD16149C4ED88C1167A66826D321"><enum>(B)</enum><text>to update any such policy.</text></subparagraph></paragraph></subsection><subsection id="HC8105DD2C84E482282D3785A8D3514A4"><enum>(e)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H7F81FDCF2E3E431AADDA51E99D32A6D6"><enum>(1)</enum><text>The term <quote>primary entrance</quote> means the entrance through which the most individuals pass on average per day.</text></paragraph><paragraph id="H77CBDE4599A8452A9D25A5104803F68A"><enum>(2)</enum><text display-inline="yes-display-inline">The term <quote>VISN</quote> means a Veterans Integrated Service Network.</text></paragraph><paragraph id="HBD5096B2F2AE4B55BE0C2B15C188F11B"><enum>(3)</enum><text>The term <quote>weapon screening technology</quote> means technology designed to screen individuals for weapons and other dangerous or prohibited items.</text></paragraph></subsection></section></legis-body></bill>
