which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Administrator of the Federal Aviation Administration to initiate a Call to Action safety review of airport ramp worker safety, and for other purposes.</official-title></form><legis-body id="H534830B0988E4764BC6B9696E448FCA9" style="OLC"><section id="HDB322B9F65094F2BA14AF76631D8D7EB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Airport Ramp Worker Safety Act</short-title></quote>.</text></section><section id="H341E3D0568C14C25B9BFB70C99764950" section-type="subsequent-section" commented="no"><enum>2.</enum><header>Ramp worker safety call to action</header><subsection id="HB37060F2519F43A7BB3A8DBF61F11259" commented="no"><enum>(a)</enum><header>Call to action ramp worker safety review</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this Act, the Administrator of the Federal Aviation Administration shall initiate a Call to Action safety review of airport ramp worker safety in order to bring stakeholders together to share best practices and implement actions to address airport ramp worker safety.</text></subsection><subsection id="H1B36C6F64DA04E459281A169F61B9B7A" commented="no"><enum>(b)</enum><header>Contents</header><text display-inline="yes-display-inline">The Call to Action safety review required under subsection (a) shall include—</text><paragraph id="HEE9D8104D01A4C57A717EBBD990D705E" commented="no"><enum>(1)</enum><text>a review of Administration regulations, guidance, and directives related to airport ramp worker procedures and oversight of such processes;</text></paragraph><paragraph id="H5F3F556F48B44F59BC79A9E0BD90314B" commented="no"><enum>(2)</enum><text>a review of reportable accidents and incidents involving airport ramp workers, including any identified contributing factors to the reportable accident or incident;</text></paragraph><paragraph id="H63689C1AF06247169EB62647C5CD5688" commented="no"><enum>(3)</enum><text>a review of training and related educational materials for airport ramp workers, including supervisory employees;</text></paragraph><paragraph id="HAE9BDE0900BA4BF7A67A564C0851D689" commented="no"><enum>(4)</enum><text>a review of devices and methods for communication on the ramp;</text></paragraph><paragraph id="HE3F6707224BF48D6865AEDC26D3D262D" commented="no"><enum>(5)</enum><text>a review of markings on the ramp that define restriction, staging, safety, or hazard zones;</text></paragraph><paragraph id="H7703FDE7ED7A4C848B29759DBE135747" commented="no"><enum>(6)</enum><text>a review of aircraft jet blast and engine intake safety markings; and </text></paragraph><paragraph id="H93AB56DD6DAE4257AD71C8649CF5ABA1" commented="no"><enum>(7)</enum><text>a process for stakeholders, including airlines, aircraft manufacturers, airports, labor, and aviation safety experts, to provide feedback and share best practices.</text></paragraph></subsection><subsection id="HAD62E7C36963491A9447055ADD16AFBC" commented="no"><enum>(c)</enum><header>Report and actions</header><text display-inline="yes-display-inline">Not later than 180 days after the conclusion of the Call to Action safety review under subsection (a), the Administrator shall—</text><paragraph id="H6CE845D3BD4347DCB4D26F1BFEB1089C"><enum>(1)</enum><text>submit to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a report on the results of the review and any recommendations for actions or best practices to improve airport ramp worker safety, including the identification of risks and possible mitigations to be considered in any applicable safety management system of air carriers and airports; and</text></paragraph><paragraph id="H118D06803E9E4CEF91E31CF988E166A8"><enum>(2)</enum><text>initiate such actions as are necessary to act upon the findings of the review under subsection (b).</text></paragraph></subsection><subsection id="H7BA2748F18F348DCBB008D676613F935" display-inline="no-display-inline"><enum>(d)</enum><header>Training materials</header><text display-inline="yes-display-inline">Not later than 6 months after the completion of the safety review required under subsection (a), the Administrator shall develop and publish training and related educational materials about aircraft engine ingestion and jet blast hazards for ground crews (including supervisory employees) that includes information on—</text><paragraph id="HD630848FA71D48D9A0EF90D70BD4AA90"><enum>(1)</enum><text>the specific dangers and consequences of entering engine ingestion or jet blast zones; </text></paragraph><paragraph id="HCA0B8836B9A7487A8A4B591CC051EE65"><enum>(2)</enum><text>proper protocols to avoid entering an engine ingestion or jet blast zone; and</text></paragraph><paragraph id="HE9EEA2D1382842E09295CE3D3765067E"><enum>(3)</enum><text>on-the-job, instructor-led training to physically demonstrate the engine ingestion zone boundaries and jet blast zones for each kind of aircraft the ground crew may encounter. </text></paragraph></subsection></section></legis-body></bill>
