<official-title display="yes">To prohibit the Secretary of Energy from prescribing or enforcing energy conservation standards for clothes washers that are not cost-effective or technologically feasible, and for other purposes.</official-title>

<section id="H88C0DE0BB9A84906AC4EDBE996E4487D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Liberty in Laundry Act</short-title></quote>.</text></section> <section id="H260FE9E3ED2A4DDEB78EFC4DF1AF74F9"><enum>2.</enum><header>Prescribing and enforcing energy conservation standards for clothes washers</header> <subsection id="H1186053D47C9469D864AB21278B421A2"><enum>(a)</enum><header>Technologically feasible and economically justified</header><text display-inline="yes-display-inline">Notwithstanding subsections (m), (n), and (o) of section 325 of the Energy Policy and Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6295">42 U.S.C. 6295</external-xref>), the Secretary of Energy may not—</text>
<paragraph id="H477A64F44AE34C21935F65997CEF1504"><enum>(1)</enum><text display-inline="yes-display-inline">prescribe a new or an amended energy conservation standard for a covered product that is a clothes washer under such section unless the Secretary of Energy determines that the prescription and imposition of such energy conservation standard is technologically feasible and economically justified; or</text></paragraph> <paragraph id="H2C8C83E71E9C45A698EDB7A07B40E8D5"><enum>(2)</enum><text display-inline="yes-display-inline">enforce an energy conservation standard prescribed under such section for a covered product that is a clothes washer if the Secretary of Energy determines that enforcement of or compliance with such energy conservation standard is not technologically feasible or economically justified.</text></paragraph></subsection>
<subsection id="HC0C1F0BEB9CE4DFCBEF7EA28E4F64822"><enum>(b)</enum><header>Prohibition on increased costs to consumers</header><text display-inline="yes-display-inline">Notwithstanding subsections (m), (n), and (o) of section 325 of the Energy Policy and Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6295">42 U.S.C. 6295</external-xref>), the Secretary of Energy may not—</text> <paragraph id="H5B6FFD44BA454B5CA002433B29C16E5A"><enum>(1)</enum><text display-inline="yes-display-inline">prescribe a new or an amended energy conservation standard for a covered product that is a clothes washer under such section unless the Secretary of Energy determines that the prescription and imposition of such energy conservation standard is not likely to result in additional net costs to the consumer, including any increase in net costs associated with the purchase, installation, maintenance, disposal, and replacement of the covered product; or</text></paragraph>
<paragraph id="H38E307A573FE4A60A609401DC674E935"><enum>(2)</enum><text display-inline="yes-display-inline">enforce an energy conservation standard prescribed under such section for a covered product that is a clothes washer if the Secretary of Energy determines that enforcement of or compliance with such energy conservation standard is likely to result in additional net costs to the consumer, including any increase in net costs associated with the purchase, installation, maintenance, disposal, and replacement of the covered product.</text></paragraph></subsection> <subsection id="HC672BCA7FFAE4A92844C715BBE61AE61"><enum>(c)</enum><header>Significant energy savings requirement</header><text display-inline="yes-display-inline">Notwithstanding subsections (m), (n), and (o) of section 325 of the Energy Policy and Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6295">42 U.S.C. 6295</external-xref>), the Secretary of Energy may not—</text>
<paragraph id="H74DBF5DF87CB429BB8DF219DEAC5094B"><enum>(1)</enum><text display-inline="yes-display-inline">prescribe a new or an amended energy conservation standard for a covered product that is a clothes washer under such section if the Secretary of Energy determines that the prescription and imposition of such energy conservation standard will not result in significant conservation of energy; or</text></paragraph> <paragraph id="HF493FB24D2104EF194E7900F39D8F21C"><enum>(2)</enum><text display-inline="yes-display-inline">enforce an energy conservation standard prescribed under such section for a covered product that is a clothes washer if the Secretary of Energy determines that enforcement of or compliance with such energy conservation standard will not result in significant conservation of energy.</text></paragraph></subsection>
<subsection id="HEDD64E8510504E0582AAE5080518C1EE" commented="no"><enum>(d)</enum><header>Covered product; energy conservation standard</header><text display-inline="yes-display-inline">In this section, the terms <term>covered product</term> and <term>energy conservation standard</term> have the meanings given such terms in section 321 of the Energy Policy and Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6291">42 U.S.C. 6291</external-xref>).</text></subsection></section> </legis-body><attestation><attestation-group><attestation-date date="20241210" chamber="House">Passed the House of Representatives December 10, 2024.</attestation-date><attestor display="no">Kevin F.
