R. 7566</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240306">March 6, 2024</action-date><action-desc><sponsor name-id="L000603">Mr. Luttrell</sponsor> (for himself, <cosponsor name-id="M001157">Mr. McCaul</cosponsor>, <cosponsor name-id="D000632">Mr. D'Esposito</cosponsor>, <cosponsor name-id="G000591">Mr. Guest</cosponsor>, <cosponsor name-id="C001039">Mrs. Cammack</cosponsor>, <cosponsor name-id="D000628">Mr. Dunn of Florida</cosponsor>, <cosponsor name-id="P000599">Mr. Posey</cosponsor>, <cosponsor name-id="L000599">Mr. Lawler</cosponsor>, <cosponsor name-id="G000597">Mr. Garbarino</cosponsor>, <cosponsor name-id="E000235">Mr. Ezell</cosponsor>, <cosponsor name-id="G000593">Mr. Gimenez</cosponsor>, <cosponsor name-id="H001077">Mr. Higgins of Louisiana</cosponsor>, <cosponsor name-id="W000806">Mr. Webster of Florida</cosponsor>, and <cosponsor name-id="W000828">Mr. Williams of New York</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HHM00">Committee on Homeland Security</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To publicize U.S. Customs and Border Protection operational statistics and report on foreign terrorist organizations.</official-title></form><legis-body id="H0D5222BE2BE04053949FB386E6D3A220" style="OLC"><section id="HFA47F242E89749D0B59260D6BB851A1E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Cartel And Radical Terrorist Enforcement Log Act of 2024</short-title></quote> or the <quote><short-title>CARTEL Act of 2024</short-title></quote>.</text></section><section id="HDC7AEF471E2E4E10A76275C6A73F12EB"><enum>2.</enum><header>Publication by U.S. Customs and Border Protection of Operational Statistics</header><text display-inline="no-display-inline">Not later than the seventh day of each month beginning with the second full month after the date of the enactment of this Act, the Commissioner of U.S. Customs and Border Protection shall publish on a publicly available website of the Department of Homeland Security information relating to the total number of alien encounters and nationalities, unique alien encounters and nationalities, gang affiliated apprehensions and nationalities, drug seizures, alien encounters included in the terrorist screening database and nationalities, arrests of criminal aliens or individuals wanted by law enforcement and nationalities, known got aways, encounters with deceased aliens, alien encounters and apprehensions affiliated with transnational criminal organizations, and all other related or associated statistics recorded by U.S. Customs and Border Protection during the immediately preceding month. Each such publication shall include the following:</text><paragraph id="HE43ADB3044344BA8AA00E5AB6C139FE5"><enum>(1)</enum><text display-inline="yes-display-inline">The total number of individuals included in the terrorist screening database (as such term is defined in section 2101 of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/621">6 U.S.C. 621</external-xref>)) who have repeatedly attempted to cross unlawfully into the United States.</text></paragraph><paragraph id="H632ECC2E210D4E07985EFCF3F72475D1"><enum>(2)</enum><text display-inline="yes-display-inline">The total number of individuals included in the terrorist screening database who have been apprehended, including information relating to whether such individuals were released into the United States or removed.</text></paragraph><paragraph id="HCC1DCE55EAE44A35B2AD09973EE2151D"><enum>(3)</enum><text display-inline="yes-display-inline">The total number of individuals affiliated with transnational criminal organizations who have repeatedly attempted to cross unlawfully into the United States.</text></paragraph><paragraph id="H9F390659C1AA4B52AD5F187BEFF0C4FB"><enum>(4)</enum><text display-inline="yes-display-inline">The total number of individuals affiliated with transnational criminal organizations who have been apprehended, including information relating to whether such individuals were released into the United States or removed.</text></paragraph></section><section id="H87320F0737B74CA78976A34B4FCEA230"><enum>3.</enum><header>Report to Congress on foreign terrorist organizations and transnational criminal organizations</header><subsection id="H163D4A5B5BC1475F8A40A5E624179F45"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 90 days after the date of enactment of this Act, and annually thereafter, the Secretary of Homeland Security shall submit to the Committee on Homeland Security of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate an assessment of foreign terrorist organizations and transnational criminal organizations attempting to move their members or affiliates into the United States through the southern, northern, or maritime border.</text></subsection><subsection id="H49A9047AE28D408DA41C5A390D5E485E"><enum>(b)</enum><header>Definition</header><text display-inline="yes-display-inline">In this section, the term <term>foreign terrorist organization</term> means an organization described in section 219 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1189">8 U.S.C. 1189</external-xref>).</text></subsection></section></legis-body></bill>
