R. 7550</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240305">March 5, 2024</action-date><action-desc><sponsor name-id="N000147">Ms. Norton</sponsor> (for herself, <cosponsor name-id="C001078">Mr. Connolly</cosponsor>, <cosponsor name-id="Q000023">Mr. Quigley</cosponsor>, <cosponsor name-id="B001292">Mr. Beyer</cosponsor>, <cosponsor name-id="T000483">Mr. Trone</cosponsor>, and <cosponsor name-id="R000606">Mr. Raskin</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Secretary of Transportation to establish a mechanism to make helicopter noise complaint data accessible to the Federal Aviation Administration.</official-title></form><legis-body id="H6599FD249D4D4339842114C51E25D53F" style="OLC"><section id="HD6327130ABDD456F906EFA852D77722B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Washington, DC, Area Helicopter Noise Information Exchange Act</short-title></quote>.</text></section><section id="H56C3DE35C60F4ECF923F995DE6C2F931" section-type="subsequent-section" display-inline="no-display-inline"><enum>2.</enum><header>Information sharing requirement</header><subsection id="H4802BDF54F71425FA5CDE8070F506043"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this Act, the Secretary of Transportation, acting through the Administrator of the Federal Aviation Administration, shall establish a mechanism to make helicopter noise complaint data accessible to the Federal Aviation Administration, to helicopter operators operating in the Washington, DC, area, and to the public on a website of the Administration, based on the recommendation of the Government Accountability Office in the report published on January 7, 2021, titled <quote>Aircraft Noise: Better Information Sharing Could Improve Responses to Washington, DC, Area Helicopter Noise Concerns</quote>.</text></subsection><subsection id="HA6392D197DB94140957EE4F361B30555"><enum>(b)</enum><header>Cooperation</header><text display-inline="yes-display-inline">Any helicopter operator operating in the Washington, DC, area shall provide helicopter noise complaint data to the Federal Aviation Administration through the mechanism established under subsection (a).</text></subsection><subsection id="HC998191833EF4F20A0838BE3A85E1E1E"><enum>(c)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph id="H2C947CF38880404294E0884DBD2D3B22"><enum>(1)</enum><header>Helicopter noise complaint data</header><text display-inline="yes-display-inline">The term <quote>helicopter noise complaint data</quote>—</text><subparagraph id="HC31B363955974BF88A9F8265164178EE"><enum>(A)</enum><text display-inline="yes-display-inline">means general data relating to a complaint made by an individual about helicopter noise in the Washington, DC, area and may include—</text><clause id="H616FFC37850D4074BE462A4D7B4C9358"><enum>(i)</enum><text>the location and description of the event that is the subject of the complaint;</text></clause><clause id="H84B07721595F43B093772AFFFC37455E"><enum>(ii)</enum><text>the start and end time of such event;</text></clause><clause id="H67B0431D82B54130975385AC3FDE721B"><enum>(iii)</enum><text>a description of the aircraft that is the subject of the complaint; and</text></clause><clause id="HEB0A7921558A4324A9ECAA1E531FE05F"><enum>(iv)</enum><text>the airport name associated with such event; and</text></clause></subparagraph><subparagraph id="H1A244BC4D8C140AF81E0A518923D0AD9"><enum>(B)</enum><text>does not include the personally identifiable information of the individual who submitted the complaint.</text></subparagraph></paragraph><paragraph id="H4ED2739A21DF4B839E47C1C4093B407F"><enum>(2)</enum><header>Washington, DC, area</header><text>The term <quote>Washington, DC, area</quote> means the area inside of a 30-mile radius surrounding Ronald Reagan Washington National Airport. </text></paragraph></subsection></section></legis-body></bill>
