R. 7480</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240229">February 29, 2024</action-date><action-desc><sponsor name-id="D000594">Ms. De La Cruz</sponsor> (for herself, <cosponsor name-id="S000344">Mr. Sherman</cosponsor>, <cosponsor name-id="L000599">Mr. Lawler</cosponsor>, <cosponsor name-id="W000826">Ms. Wild</cosponsor>, <cosponsor name-id="C001135">Mrs. Chavez-DeRemer</cosponsor>, <cosponsor name-id="B001282">Mr. Barr</cosponsor>, <cosponsor name-id="M001221">Mr. Molinaro</cosponsor>, <cosponsor name-id="D000632">Mr. D'Esposito</cosponsor>, <cosponsor name-id="W000814">Mr. Weber of Texas</cosponsor>, <cosponsor name-id="M001219">Mr. Moylan</cosponsor>, <cosponsor name-id="C001133">Mr. Ciscomani</cosponsor>, <cosponsor name-id="Y000067">Mr. Yakym</cosponsor>, <cosponsor name-id="C001063">Mr. Cuellar</cosponsor>, and <cosponsor name-id="C001120">Mr. Crenshaw</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HBA00">Committee on Financial Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend section 102(a)(20) of the Housing and Community Development Act of 1974 to require the exclusion of service-connected disability compensation when determining whether a person is a person of low and moderate income, a person of low income, or a person of moderate income, and for other purposes.</official-title></form><legis-body id="H40FACC982ED44FFB882682F05498AED8" style="OLC"><section id="HEBC80565F80D475E8FD20F016729BD8A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Disabled Veterans Housing Support Act</short-title></quote>. </text></section><section id="H21B5A49CDC0C4077BDF0F3F400102A60"><enum>2.</enum><header>Service connected disability compensation</header><text display-inline="no-display-inline">Section 102(a)(20) of the Housing and Community Development Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/42/5302">42 U.S.C. 5302(a)(20)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="H62A1B7E9BDB342CA94090FC868F868CD" display-inline="no-display-inline"><subparagraph id="HB5F86742FE8D42978CE2490EE90D613B"><enum>(C)</enum><header>Service-connected disability compensation</header><text display-inline="yes-display-inline">When determining whether a person is of a person of low and moderate income, a person of low income, or a person of moderate income under this paragraph, a State, unit of general local government, or Indian tribe shall exclude any service-connected disability compensation received by such person from the Department of Veterans Affairs. </text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="H018684DF7FDC4EE0851C4DC0899075E5"><enum>3.</enum><header>Report</header><text display-inline="no-display-inline">The Comptroller General of the United States shall, not later than 1 year after the date of the enactment of this Act, submit to the Congress a report that—</text><paragraph id="HD33EBF5308204FDBBD6CE7B09568AE88"><enum>(1)</enum><text display-inline="yes-display-inline">examines how service-connected disability compensation is treated for the purposes of determining eligibility for all programs administered by the Secretary of Housing and Urban Development and identifies any cases where service-connected disability compensation is treated inconsistently across a program; and</text></paragraph><paragraph id="H66E2CDB250A84C129E35E0653E4A1432"><enum>(2)</enum><text display-inline="yes-display-inline">with respect to each program administered by the Secretary of Housing and Urban Development, provides legislative recommendations relating to how such program could better serve veteran populations, and under-served communities.</text></paragraph></section></legis-body></bill>
