R. 7478</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240229">February 29, 2024</action-date><action-desc><sponsor name-id="Y000067">Mr. Yakym</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HED00">Committee on Education and the Workforce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Higher Education Act of 1965 to require institutions of higher education, as a condition of participation in programs under title IV of such Act, to include a prohibition of antisemitic conduct in all documents relating to student or employee conduct.</official-title></form><legis-body id="HF712783ED969424CA0998A0AD6DF27F5" style="OLC"><section id="HE5482CC30683431198214798FCA718D3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Promote Restoring Order To End Campus Targeting of Jewish Students and Faculty Act</short-title></quote> or the <quote><short-title>PROTECT Jewish Student and Faculty Act</short-title></quote>.</text></section><section id="HBF6D4501CF7B479998FC7E6D6D45DED6"><enum>2.</enum><header>Prohibition of antisemitic conduct</header><text display-inline="no-display-inline">Section 487(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1094">20 U.S.C. 1094(a)</external-xref>) is amended by adding at the end the following: </text><quoted-block style="OLC" id="H777E0E3842924A42B136A3D4C286FC1A" display-inline="no-display-inline"><paragraph id="H0F813805713A47B2B23E9C1DD9422CE2"><enum>(30)</enum><text display-inline="yes-display-inline">The institution will include, in all documents and other resources relating to student or employee conduct on campus—</text><subparagraph id="H53FAD8D70B4B4280A007F614FDE905FE"><enum>(A)</enum><text>the working definition of antisemitism of the International Holocaust Remembrance Alliance; and</text></subparagraph><subparagraph id="H48FF684B41DC499BBF84BC05624CB725"><enum>(B)</enum><text display-inline="yes-display-inline">a statement that antisemitic conduct is prohibited on campus, and that such conduct—</text><clause id="H08DE4988D2BC4938A4B9D6659B4614E4"><enum>(i)</enum><text>by a student may result in the expulsion of the student from the institution; and</text></clause><clause id="HEF61BC9B3F654A37B99089D6A7D5AFF5"><enum>(ii)</enum><text>by an employee may result in the termination of the employee’s employment at the institution.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
