<official-title display="yes">To require the Secretary of the Treasury to mint coins in commemoration of the FIFA World Cup 2026, and for other purposes.</official-title>

<section id="H24FA15344A594C839CF31E1F3EDA06DF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>FIFA World Cup 2026 Commemorative Coin Act</short-title></quote>.</text></section> <section id="H0A8E3ACA8CF74192B422F5E088E7E487"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
<paragraph id="HD064DF323DFA44F4AA23048607A8DFB6"><enum>(1)</enum><text display-inline="yes-display-inline">The FIFA World Cup 2026—</text> <subparagraph id="H0CA4622B16F041CEAAA4EB7AB72A8840"><enum>(A)</enum><text>will be held in the United States, Mexico, and Canada;</text></subparagraph>
<subparagraph id="H1910DA6589474D11B97B0A7EC928B60B"><enum>(B)</enum><text display-inline="yes-display-inline">will be the first time the Men’s World Cup has been held in the United States in 32 years; and</text></subparagraph> <subparagraph id="H158A1EF55E064416B4D774B55B317590"><enum>(C)</enum><text display-inline="yes-display-inline">will be the second Men’s World Cup hosted by the United States and the largest and most inclusive World Cup ever hosted, with 48 teams in 16 cities across 3 countries.</text></subparagraph></paragraph>
<paragraph id="H7191353D8FE246B0B94F7BDC0796E34B"><enum>(2)</enum><text display-inline="yes-display-inline">Host cities and locations in the United States will include Atlanta, Boston, Dallas, Houston, Kansas City, Los Angeles, Miami, the New York/New Jersey area, the San Francisco Bay area, and Seattle.</text></paragraph> <paragraph id="HB6EFE7CFA29B4FB097D5E778434FD46D"><enum>(3)</enum><text display-inline="yes-display-inline">The FIFA World Cup 2026 will be organized under a FIFA-led operating model, which was introduced in the FIFA Women’s World Cup in Australia and New Zealand in 2023.</text></paragraph>
<paragraph id="H91AD8CB30E5945A1B9464631334FCE92"><enum>(4)</enum><text display-inline="yes-display-inline">Through the FIFA-led operating model, the FIFA World Cup 2026 is being planned and executed by FWC2026 US, Inc., an organization exempt from taxation pursuant to <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(4)</external-xref> of the Internal Revenue Code of 1986, headquartered in Miami.</text></paragraph> <paragraph id="H0B60421676B049DBA0B6156995C19907"><enum>(5)</enum><text display-inline="yes-display-inline">The FIFA-led operating model includes a guaranteed framework for providing a legacy fund to each participating host member: the United States Soccer Federation, Canada Soccer, and the Mexican Football Federation.</text></paragraph>
<paragraph id="HE705076624C84A90AA1D2DDCEBD728E5"><enum>(6)</enum><text display-inline="yes-display-inline">A FIFA World Cup 2026 commemorative coin program has the opportunity to shape a lasting legacy for the sport of soccer in the United States, support underserved communities, and celebrate a unifying global event.</text></paragraph></section> <section id="H836A3C30D5A54C14946F39F720588AF1"><enum>3.</enum><header>Coin specifications</header> <subsection id="H96465BE001414E1E90C8FDD73AB11D75"><enum>(a)</enum><header>Denominations</header><text display-inline="yes-display-inline">The Secretary of the Treasury shall mint and issue the following coins in commemoration of the FIFA World Cup 2026:</text>
<paragraph id="H0F82EEEC5BC64700817D6A31B1832422"><enum>(1)</enum><header>$5 gold coins</header><text>Not more than 100,000 $5 coins, each of which shall—</text> <subparagraph id="H9028FBD5564243819F560FDAD4B0890D"><enum>(A)</enum><text>weigh 8.359 grams;</text></subparagraph>
<subparagraph id="H6129B69BBC484BB2884662339A9DF2A7"><enum>(B)</enum><text>have a diameter of 0.850 inches; and</text></subparagraph> <subparagraph id="H15AFB29F922D4C6BBC1073089FEAAA3C"><enum>(C)</enum><text>contain not less than 90 percent gold.</text></subparagraph></paragraph>
<paragraph id="HD5A23774639B4464BF76C059A03CF7DB"><enum>(2)</enum><header>$1 silver coins</header><text display-inline="yes-display-inline">Not more than 500,000 $1 coins, each of which shall—</text> <subparagraph id="HC7EFC1818D824918B0E6CA00C46B34FF"><enum>(A)</enum><text>weigh 26.73 grams;</text></subparagraph>
<subparagraph id="H94D6182B78AC41ECB5AF6F89A71B250B"><enum>(B)</enum><text>have a diameter of 1.500 inches; and</text></subparagraph> <subparagraph id="H0A136AEFCF4F432ABA6B16B2902201EE"><enum>(C)</enum><text>contain not less than 90 percent silver.</text></subparagraph></paragraph>
<paragraph id="HAC2A3EF500524129B025400A3BD71075"><enum>(3)</enum><header>Half-dollar clad coins</header><text display-inline="yes-display-inline">Not more than 750,000 half-dollar coins, each of which shall—</text> <subparagraph id="H725F6B0F4B3C4A3A9828D3BF1DAFBACD"><enum>(A)</enum><text>weigh 11.34 grams;</text></subparagraph>
<subparagraph id="H700541E6DDCD40E79FDC02601174728B"><enum>(B)</enum><text>have a diameter of 1.205 inches; and</text></subparagraph> <subparagraph id="HEB5AF71B4D64484598DE6936E64469B3"><enum>(C)</enum><text>be minted to the specifications for half-dollar coins contained in section 5112(b) of title 31, United States Code.</text></subparagraph></paragraph></subsection>
<subsection id="HE5AF94FED81747EF913DE65FCD267D3C"><enum>(b)</enum><header>Legal tender</header><text>The coins minted under this Act shall be legal tender, as provided in section 5103 of title 31, United States Code.</text></subsection> <subsection id="H9F72EE0ACD7F4619915F46BE258ADFAF"><enum>(c)</enum><header>Numismatic items</header><text>For purposes of sections 5134 and 5136 of title 31, United States Code, all coins minted under this Act shall be considered to be numismatic items.</text></subsection>
<subsection id="H671FD208F1C14A75AF8F1B107B43A901"><enum>(d)</enum><header>Mintage limit exception</header><text display-inline="yes-display-inline">If the Secretary determines, based on independent, market-based research conducted by FWC2026 US, Inc., that the mintage levels described in this section are not adequate to meet public demand, the Secretary may increase the mintage levels as the Secretary determines is necessary to meet public demand.</text></subsection></section> <section id="HDF4EC97996B0420EB16B7322E1D5967A"><enum>4.</enum><header>Design of coins</header> <subsection id="HA08C7917FD204858B0BEE9A0DA478093"><enum>(a)</enum><header>Design requirements</header> <paragraph id="HD0157D22D8FB4D86B368563CE3E26F68"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The designs of the coins minted under this Act shall be emblematic of the sport of soccer and the FIFA World Cup.</text></paragraph>
<paragraph id="H43A606FABD0547B8997BA669FDA7FB34"><enum>(2)</enum><header>Designation and inscriptions</header><text>On each coin minted under this Act, there shall be—</text> <subparagraph id="H179EFCCB136E4383B0C283A8DFC0EB43"><enum>(A)</enum><text>a designation of the value of the coin;</text></subparagraph>
<subparagraph id="HEFAD3418D92F461E978982354C4EAE6B"><enum>(B)</enum><text>an inscription of the year <quote>2026</quote>; and</text></subparagraph> <subparagraph id="HC1756A137FF44FD48F8563BF41AB011B"><enum>(C)</enum><text>inscriptions of the words <quote>Liberty</quote>, <quote>In God We Trust</quote>, <quote>United States of America</quote>, and <quote>E Pluribus Unum</quote>.</text></subparagraph></paragraph>
<paragraph id="HF0A8B21F9C614FDD86A4D7C6A8177C95"><enum>(3)</enum><header>Selection</header><text display-inline="yes-display-inline">The designs for the coins minted under this Act shall be—</text> <subparagraph id="H4E9DD440AA4F4D6EBD95E3094D1513CB"><enum>(A)</enum><text>selected by the Secretary after consultation with—</text>
<clause id="HBC9D73200D8643038DA61F70C93ABDC6"><enum>(i)</enum><text display-inline="yes-display-inline">FWC2026 US, Inc.; and</text></clause> <clause id="HEB69F36EAF6B4E9FA4606C37D5595EFB"><enum>(ii)</enum><text>the Commission of Fine Arts; and</text></clause></subparagraph>
<subparagraph id="HC1F6C004B3D04B55AEF9D830C7D019EB"><enum>(B)</enum><text>reviewed by the Citizens Coinage Advisory Committee.</text></subparagraph></paragraph></subsection></section> <section id="HE57E067F2CF54377978DC71E1A39294D"><enum>5.</enum><header>Issuance of coins</header> <subsection id="H33326925DB0B4657B9EA6AE4727342A9"><enum>(a)</enum><header>Quality of coins</header><text display-inline="yes-display-inline">The Secretary may issue coins minted under this Act in uncirculated and proof qualities.</text></subsection>
<subsection id="H6EEF7EE180CC4CDBB189CD00F7952D9D"><enum>(b)</enum><header>Period of issuance</header><text>The Secretary may issue coins under this Act only during the calendar year beginning on January 1, 2026.</text></subsection></section> <section id="HB7EAD47E5A0045B1B9405DFDEF80EEF5"><enum>6.</enum><header>Sale of coins</header> <subsection id="HE744D6996D8041D59C1BB43016E9B5EE"><enum>(a)</enum><header>Sale price</header><text display-inline="yes-display-inline">The coins issued under this Act shall be sold by the Secretary at a price equal to the sum of—</text>
<paragraph id="H12BE4B2D698D4016A3399FF5DFBBE8E2"><enum>(1)</enum><text>the face value of the coins;</text></paragraph> <paragraph id="H5C70C4F28FE445DA9BC008B15BD80C19"><enum>(2)</enum><text>the surcharge provided in section 7(a) with respect to such coins; and</text></paragraph>
<paragraph id="HE40571BDD1404ED89DFF4A3FD12C52D2"><enum>(3)</enum><text>the cost of designing and issuing the coins (including labor, materials, dies, use of machinery, overhead expenses, marketing, and shipping).</text></paragraph></subsection> <subsection id="HC3E77EE78ED149A691823A56AD70C832" commented="no"><enum>(b)</enum><header>Bulk sales</header><text display-inline="yes-display-inline">The Secretary shall make bulk sales of the coins issued under this Act at a reasonable discount.</text></subsection>
<subsection id="HC021608A62804884AD4A0C2D280ED4F2"><enum>(c)</enum><header>Prepaid orders</header>
<paragraph id="HAE547003107B4300A1AE7559BB9A4C23"><enum>(1)</enum><header>In general</header><text>The Secretary shall accept prepaid orders for the coins minted under this Act before the issuance of such coins.</text></paragraph> <paragraph id="H07C5E36E1EC647969531D8348DF47E3A"><enum>(2)</enum><header>Discount</header><text>Sale prices with respect to prepaid orders under paragraph (1) shall be at a reasonable discount.</text></paragraph></subsection></section>
<section id="H94E1BFBDE6194B0CA8CFF0975F72906E"><enum>7.</enum><header>Surcharges</header>
<subsection id="H53683AA7D74F43A0AC01648E04EB04D1"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">All sales of coins issued under this Act shall include a surcharge of—</text> <paragraph id="HC793FEF1F53C4329BE7319E80649BFB5"><enum>(1)</enum><text>$35 per coin for the $5 coin;</text></paragraph>
<paragraph id="HD8F9DBDF269447229694ED54AF07A117"><enum>(2)</enum><text>$10 per coin for the $1 coin; and</text></paragraph> <paragraph id="H20159E528A8241CC97F6AB22F10C7C18"><enum>(3)</enum><text>$5 per coin for the half-dollar coin.</text></paragraph></subsection>
<subsection id="HF97ACFA96040449BBB86492AEC20EBD6"><enum>(b)</enum><header>Distribution</header><text display-inline="yes-display-inline">Subject to section 5134(f) of title 31, United States Code, all surcharges received by the Secretary from the sale of coins issued under this Act shall be paid to FWC2026 US, Inc., for the purpose of aiding or executing United States-based soccer programs and activities, including the promotion of—</text> <paragraph id="HB655F0FF791B4F3392A0924F4E1B6C1D"><enum>(1)</enum><text>FIFA’s legacy programs in the United States; and</text></paragraph>
<paragraph id="H4CD2D252825A49B2BEC406108DFD3C75"><enum>(2)</enum><text>efforts to grow the sport of soccer throughout the United States, with a focus on youth, inner cities, and underserved communities.</text></paragraph></subsection> <subsection id="HE2455AE526274132B8BF359FBAFA7608"><enum>(c)</enum><header>Audits</header><text display-inline="yes-display-inline">FWC2026 US, Inc., shall be subject to the audit requirements of section 5134(f)(2) of title 31, United States Code, with regard to the amounts received under subsection (b).</text></subsection>
<subsection id="HCBFE421FF8974E3CB707A3E049F9682D"><enum>(d)</enum><header>Limitation</header><text display-inline="yes-display-inline">Notwithstanding subsection (a), no surcharge may be included with respect to the issuance under this Act of any coin during a calendar year if, as of the time of such issuance, the issuance of such coin would result in the number of commemorative coin programs issued during such year to exceed the annual 2 commemorative coin program issuance limitation under section 5112(m)(1) of title 31, United States Code (as in effect on the date of the enactment of this Act). The Secretary may issue guidance to carry out this subsection.</text></subsection></section> <section id="H4444F11695C047D99944604A51625AEC"><enum>8.</enum><header>Financial assurances</header><text display-inline="no-display-inline">The Secretary shall take such actions as may be necessary to ensure that—</text>
<paragraph id="H30B0FE24F4BC46E6AFC34F56032B0CBB"><enum>(1)</enum><text display-inline="yes-display-inline">minting and issuing coins under this Act will not result in any net cost to the United States Government; and</text></paragraph> <paragraph id="HC916624607254702AA411E48D0ABA1A7"><enum>(2)</enum><text display-inline="yes-display-inline">no funds, including applicable surcharges, are disbursed to any recipient designated in section 7(b) until the total cost of designing and issuing all of the coins authorized by this Act (including labor, materials, dies, use of machinery, winning design compensation, overhead expenses, and shipping) is recovered by the United States Treasury, consistent with sections 5112(m) and 5134(f) of title 31, United States Code.</text></paragraph></section>
<section id="H52DB282C760E4CF4874AC51BAF75D8E4"><enum>9.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> <paragraph id="H3538EC8C176E407DAFAEE4AD513804FE"><enum>(1)</enum><header>FIFA</header><text display-inline="yes-display-inline">The term <term>FIFA</term> means the Fédération Internationale de Football Association.</text></paragraph>
<paragraph id="HBECED35E53BE4EFABC8DE9C2CE38CD21"><enum>(2)</enum><header>FIFA World Cup 2026</header><text display-inline="yes-display-inline">The term <term>FIFA World Cup 2026</term> means the FIFA Men’s World Cup held in 2026. </text></paragraph> <paragraph id="H0D8C685B69BC413098B76666721E71ED"><enum>(3)</enum><header>FWC2026 US, Inc</header><text display-inline="yes-display-inline">The term <term>FWC2026 US, Inc.</term> means the FIFA subsidiary incorporated in the United States for the purpose of operating the FIFA World Cup 2026 and related programs.</text></paragraph></section>
