R. 7414</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240220">February 20, 2024</action-date><action-desc><sponsor name-id="G000594">Mr. Tony Gonzales of Texas</sponsor> (for himself and <cosponsor name-id="G000583">Mr. Gottheimer</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HHM00">Committee on Homeland Security</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the development of a national strategy to secure schools against terrorism nationwide, and ensure domestic preparedness for and the response to terrorism, and for other purposes.</official-title></form><legis-body id="H4F1FFFF2FABE481DA141CF0B52727EF0"><section id="H545883A0BE194C0B9FDCBAC483252BD3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Strategy for School Security Act of 2024</short-title></quote>.</text></section><section id="HE303AAE44FF44650AD39CAA1029A7598"><enum>2.</enum><header>National strategy to secure schools from threats of terrorism</header><subsection id="HC10782CA536C46AE8D8E69219F2A217F"><enum>(a)</enum><header>In general</header><text>To assist in the domestic preparedness for and response to acts of terrorism and to coordinate Federal efforts to secure elementary and secondary schools (as such terms are defined in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>)), not later than 180 days after the date of the enactment of this Act, the Secretary of Homeland Security, in consultation and cooperation with the Secretary of Education and the heads of other appropriate Federal agencies and departments, shall develop and submit to the Committee on Homeland Security and the Committee on Education and the Workforce of the House of Representatives and the Committee on Homeland Security and Governmental Affairs and the Committee on Health, Education, Labor, and Pensions of the Senate a national school security strategy including, as appropriate, updates to such strategy.</text></subsection><subsection id="HE04C1464C3D4458E80F2C3C519BE5868"><enum>(b)</enum><header>Contents</header><text>The strategy required under subsection (a) shall—</text><paragraph id="H322B6F2C490B405DB8FDEA9655D70FD3"><enum>(1)</enum><text>account and describe all Federal programs, projects, and activities, including spending levels, to secure elementary and secondary schools from acts of terrorism;</text></paragraph><paragraph id="HFEB1F3F9F6EF4070AB7334DBAB1437A3"><enum>(2)</enum><text>identify specific school security vulnerabilities from acts of terrorism within the United States, and delineate goals for closing such security vulnerabilities;</text></paragraph><paragraph id="H1742B1E8C3ED4E2388B54EE872E647D5"><enum>(3)</enum><text>describe actions to be taken to achieve such goals and the means necessary to do so, including steps to reform, improve, and streamline existing efforts to align the current threat environment to schools; and</text></paragraph><paragraph id="H97489A14AF714C01857A95A9291865C9"><enum>(4)</enum><text>identify new authorities or changes in existing authorities required to address school security.</text></paragraph></subsection><subsection id="H00AE2E0BF6DD4271942EBA1EA9165504"><enum>(c)</enum><header>Sunset</header><text>The requirement to transmit updated national strategies under this section shall terminate on the date that is seven years after the date of the enactment of this Act.</text></subsection></section></legis-body></bill>
