R. 7400</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240215">February 15, 2024</action-date><action-desc><sponsor name-id="V000136">Mr. Vasquez</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Internal Revenue Code of 1986 to provide individuals a refundable credit for a portion of Federal income tax liability for 2024.</official-title></form><legis-body id="H1B35ACC92B4345649C02577407BCB1BD" style="OLC"><section id="HE3C2797776A74D4F9FE66AEBBAC5E642" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Inflation Relief Act</short-title></quote>. </text></section><section id="H12A5E5946E794ED5BA0451B5ADEA827D"><enum>2.</enum><header>Refundable credit for portion of individual Federal income tax liability for 2024</header><subsection id="H71DE2312B6D640B98E10F84F9B65A40C"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subpart C of part IV of subchapter A of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/26/1">chapter 1</external-xref> of the Internal Revenue Code of 1986 is amended by adding at the end the following new section: </text><quoted-block style="OLC" id="H7D62F4ACED2249CFA55B3ECADF7C3CD2" display-inline="no-display-inline"><section id="HA324320A847F4DA1AFB8DBFE732A81A3"><enum>36C.</enum><header>Credit for portion of individual Federal income tax liability for 2024</header><subsection id="H98BF47D05F5B4CE198570499B71D52EB"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">In the case of an individual, there shall be allowed as a credit against the tax imposed by this subtitle for any taxable beginning after December 31, 2023, and before January 1, 2025, an amount equal to 10 percent of the taxpayer’s Federal income tax liability for such taxable year.</text></subsection><subsection id="H1B04F2DE33204CEF8DF5C2E15588FB66"><enum>(b)</enum><header>Limitation based on modified adjusted gross income</header><text display-inline="yes-display-inline">Subsection (a) shall not apply to any taxpayer for any taxable year if the taxpayer’s modified adjusted gross income (as defined in section 36(b)(2)(B)) exceeds—</text><paragraph id="HB63BE8B52C244AFC977813E13BB1601F"><enum>(1)</enum><text>in the case of a joint return, $250,000,</text></paragraph><paragraph id="HDE34E80473E348DFB76C673A4C6B41D3"><enum>(2)</enum><text>in the case of a married individual filing a separate return, $125,000, and</text></paragraph><paragraph id="H94A3CCCA4D0F419C9131036347619B20"><enum>(3)</enum><text>in any other case, $150,000.</text></paragraph></subsection><subsection id="H8DE83370DA2F4B8E985F79839676414F"><enum>(c)</enum><header>Federal income tax liability</header><text>For purposes of this section, the term <quote>Federal income tax liability</quote> means the excess (if any) of—</text><paragraph id="HE1F6F20BFD344655B43C1670932ACC84"><enum>(1)</enum><text>the sum of the amounts described in paragraphs (1) and (2) of section 26(a), over</text></paragraph><paragraph id="H846E1846691547B7A7F38FCAED43AEE9"><enum>(2)</enum><text>the sum of the credits allowed under subpart A of this part.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HA5C1DA2EBFC24FA28BCE771168329E59"><enum>(b)</enum><header>Conforming amendments</header><paragraph id="H73DF01B6D323469E8430C918E4ADFA67"><enum>(1)</enum><text><external-xref legal-doc="usc" parsable-cite="usc/26/6211">Section 6211(b)(4)(A)</external-xref> of the Internal Revenue Code of 1986 is amended by inserting <quote>36C,</quote> after <quote>36B,</quote>.</text></paragraph><paragraph id="H09885878EF724E048AF1970EE664BE0B"><enum>(2)</enum><text>Paragraph (2) of section 1324(b) of title 31, United States Code, is amended by inserting <quote>36C,</quote> after <quote>36B,</quote>.</text></paragraph><paragraph id="H700CA2182E1D45FC99761106BDDBE507"><enum>(3)</enum><text>The table of sections for subpart C of part IV of subchapter A of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/26/1">chapter 1</external-xref> of the Internal Revenue Code of 1986 is amended by inserting after the item relating to section 36B the following new item:</text><quoted-block style="OLC" id="H3CAA5576877741B08B94D7568109AE11" display-inline="no-display-inline"><toc container-level="quoted-block-container" quoted-block="no-quoted-block" lowest-level="section" idref="H7D62F4ACED2249CFA55B3ECADF7C3CD2" regeneration="yes-regeneration" lowest-bolded-level="division-lowest-bolded"><toc-entry idref="HA324320A847F4DA1AFB8DBFE732A81A3" level="section">Sec. 36C. Credit for portion of individual Federal income tax liability for 2024.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HF491EAA31D794348A4910C39FC44B7C1"><enum>(c)</enum><header>Effective date</header><text>The amendments made by this section shall apply to taxable years beginning after December 31, 2023.</text></subsection></section></legis-body></bill>
