R. 7336</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240213">February 13, 2024</action-date><action-desc><sponsor name-id="N000147">Ms. Norton</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 1, United States Code, to provide that, for the purpose of determining eligibility for Federal funds, the District of Columbia shall be treated as a State and any political subdivision of a State or unit of local government, and for other purposes.</official-title></form><legis-body id="H5AF3903BB89B43389B791180921EBEC7" style="OLC"><section id="H5963B4FFD02444D799B81D7C1C120232" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Equal Federal Funding for the District of Columbia Act</short-title></quote>.</text></section><section id="H2E97374C307340A2B86BEBD14B1D08BA"><enum>2.</enum><header>Treatment of the District of Columbia as State and any political subdivision of State or unit of local government for purposes of Federal funding</header><subsection id="H29003AC4A438476FBCBB3BB7AE0AF9CF"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/1/1">Chapter 1</external-xref> of title 1, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" id="H5BB05CAFB07B4AF38D4CE2E06B65AD05" display-inline="no-display-inline"><section id="H2B98520DD8AE4580A8F1B294507B69B3"><enum>9.</enum><header>District of Columbia treated as State and political subdivision of State or unit of local government </header><text display-inline="no-display-inline">In determining eligibility for Federal funds or relating to the use of Federal funds, the District of Columbia shall be treated as a State and as any political subdivision of a State or unit of local government, unless otherwise provided.</text></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H24C2B25179104C58B61A5E3AA3336FFC"><enum>(b)</enum><header>Clerical amendment</header><text display-inline="yes-display-inline">The table of sections for such chapter is amended by adding at the end the following:</text><quoted-block style="USC" id="H1D44A2E4E858475F92D849BD6DCD341D" display-inline="no-display-inline"><toc regeneration="no-regeneration"><toc-entry level="section">9. District of Columbia treated as State and political subdivision of State or unit of local government.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HA399CBC2984C4AE1838B284273B575F8"><enum>(c)</enum><header>Effective date</header><text>The amendments made by this Act shall take effect on October 1, 2025. </text></subsection></section></legis-body></bill>
