<section id="HFF853CC31D974C5B85210A976E8DC4B7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Health Care Workforce Innovation Act of 2024</short-title></quote>.</text></section> <section id="H63B5EC4E11B742758953FF48D1555DCA"><enum>2.</enum><header>Health Care Workforce Innovation Program</header><text display-inline="no-display-inline">Subpart 3 of part E of title VII of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/295f">42 U.S.C. 295f et seq.</external-xref>) is amended by adding at the end the following:</text>

<section id="H9684CE19DF444B008C310AD50EC0F53D"><enum>779.</enum><header>Health Care Workforce Innovation Program</header> 
<subsection id="H6CEAF02646D6489E9598E6E1ADF6D073"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="HDA423515BCF84298AE4A012BCB1FF48D"><enum>(1)</enum><header>Allied health professionals</header><text>The term <term>allied health professionals</term>—</text> 
<subparagraph id="H83F348C1720046EFB8F2EAED47FD4199"><enum>(A)</enum><text>has the meaning given the term in section 799B; and</text></subparagraph> <subparagraph id="H0017853AF536456B9ADA4114A20D4954"><enum>(B)</enum><text>includes—</text> 
<clause id="H0A997660FA2F40DD8D4E75E4EDD1D28C"><enum>(i)</enum><text>an individual who provides clinical support services, such as a medical assistant, dental assistant, dental hygienist, pharmacy technician, physical therapist, or health care interpreter;</text></clause> <clause id="HABC615C4F3FF49349865C09FF9EC4655"><enum>(ii)</enum><text>an individual who provides nonclinical support services, such as a billing and coding professional or a health information technology professional;</text></clause> 
<clause id="H319620BAC63B4892B89A20E6F551CD24"><enum>(iii)</enum><text>a dietician;</text></clause> <clause id="H4C83ABBBE1C240718AFEA79CB7F4F60E"><enum>(iv)</enum><text>a medical technologist;</text></clause> 
<clause id="H844637FBD8124A27B20AB68400A86A46"><enum>(v)</enum><text>an emergency medical technician;</text></clause> <clause id="H78B62261700B475D8EE1EB624471AB14"><enum>(vi)</enum><text>a community health worker;</text></clause> 
<clause id="H62EE62ACEC46498FA66503B2A59F977A"><enum>(vii)</enum><text>a public health worker; and</text></clause> <clause id="H593906E8393042BDB0E6F049FC6F0E11"><enum>(viii)</enum><text>a peer support worker.</text></clause></subparagraph></paragraph> 
<paragraph id="H1CCF234E5F43473ABD5E88E3A415EC33"><enum>(2)</enum><header>Program</header><text>The term <term>Program</term> means the Health Care Workforce Innovation Program established under subsection (b).</text></paragraph> <paragraph id="H39DEDF0E4B8F4855B5832D27E348267B"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary, acting through the Administrator of the Health Resources and Services Administration.</text></paragraph> 
<paragraph id="H3C8B2FD8873C488786A2A3534EB781A1"><enum>(4)</enum><header>Underserved community</header><text>The term <term>underserved community</term> means—</text> <subparagraph id="H1B7FB8ADD32041A0BE59A50426913FBC"><enum>(A)</enum><text>a health professional shortage area (as defined in section 332(a));</text></subparagraph> 
<subparagraph id="H49B92526E4E44D5EAC8EAD94DE44702B"><enum>(B)</enum><text>a medically underserved community (as defined in section 799B); and</text></subparagraph> <subparagraph id="H4C1C2CAC3E5649288C9BC475FF5491BB"><enum>(C)</enum><text>a medically underserved population (as defined in section 330(b)).</text></subparagraph></paragraph></subsection> 
<subsection id="HAB41A78A1EC34221B205D1CF1F520CE4"><enum>(b)</enum><header>Establishment</header><text>The Secretary shall establish a grant program, to be known as the <quote>Health Care Workforce Innovation Program</quote>, under which the Secretary shall award grants to eligible entities to support and develop new innovative, community-driven approaches for the education and training of allied health professionals, with an emphasis on expanding the supply of allied health professionals located in, and meeting the needs of, underserved communities and rural areas.</text></subsection> <subsection id="H00A229E51FF145928DC1C6A3986BAE8D"><enum>(c)</enum><header>Eligibility</header><text>To be eligible to receive a grant under the Program, an entity shall be—</text> 
<paragraph id="HF12E7EA4F0134E7AB60A09E5DCC2D3E2"><enum>(1)</enum><text>a Federally-qualified health center (as defined in section 1905(l)(2)(B) of the Social Security Act);</text></paragraph> <paragraph id="H64A20368172B46889185FDE1113706AA"><enum>(2)</enum><text>an entity that represents, or is comprised of, Federally-qualified health centers; or</text></paragraph> 
<paragraph id="HAD20325269574FA8A3C045994FC7B8A5" commented="no"><enum>(3)</enum><text>a rural health clinic that meets the requirements of an entity to which a Corps member is assigned under section 334.</text></paragraph></subsection> <subsection id="HE42A5D399A6449AD89F97DD1281ED784"><enum>(d)</enum><header>Applications</header><text>An eligible entity seeking a grant under the Program shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require, including—</text> 
<paragraph id="H2435A503FFA74BD39217E12E22224B69"><enum>(1)</enum><text>a description of how allied health professionals will be trained in accredited training programs either directly or through partnerships with public or nonprofit private entities, to the extent applicable;</text></paragraph> <paragraph id="H184AB743BC024CF99EEC8D2B7978A204"><enum>(2)</enum><text>a description of the community-driven health care workforce innovation model to be carried out under the grant, including the specific allied health professions to be funded;</text></paragraph> 
<paragraph id="H472DFF8F1795408192C26100ED0A17DA"><enum>(3)</enum><text>the geographic service area that will be served, including quantitative data, if available, showing that such area faces a shortage of allied health professionals and lacks access to health care;</text></paragraph> <paragraph id="HA1278ABF8EE147869812F6ECF2D83A56"><enum>(4)</enum><text>a description of the benefits provided to each allied health professional trained under the proposed model during the education and training phase;</text></paragraph> 
<paragraph id="H925E8BE5C44A414EB740BE10D7A6F61C"><enum>(5)</enum><text>a description of the experience that the eligible entity has in the recruitment, retention, and promotion of the well-being of workers and patients;</text></paragraph> <paragraph id="H46B1EF40359248A680FD5258BF7B8195"><enum>(6)</enum><text>a description of how the funding awarded under the Program will supplement, and not supplant, existing funding that supports the health care workforce of the eligible entity;</text></paragraph> 
<paragraph id="H5D78A46B468345C2B99691429BDD5F94"><enum>(7)</enum><text>a description of the scalability and replicability of the community-driven approach to be funded under the grant; and</text></paragraph> <paragraph id="HF7AD4582B0164AD084756D36B7F847CF"><enum>(8)</enum><text>a description of the infrastructure, outreach, and communication plan and other program support costs required to operationalize the proposed model.</text></paragraph></subsection> 
<subsection id="H886C4B96B2164C0DBA3E9BAFB20796EF"><enum>(e)</enum><header>Use of funds</header> 
<paragraph id="HF6C8CA193D8B46F49EF691D3AE8CB75B"><enum>(1)</enum><header>In general</header><text>A grantee shall use amounts received under a grant awarded under the Program to carry out the community-driven health care workforce innovation model described in the application of the grantee under subsection (d)(2), which shall be carried out for a period of not less than 3 years.</text></paragraph> <paragraph id="HBC9E5FFA1F3541F0A1B8264CB50669C1"><enum>(2)</enum><header>Specific uses</header><text>In carrying out the community-driven health care workforce innovation model under paragraph (1), a grantee may use grant amounts for the following specific uses:</text> 
<subparagraph id="H6AB61D12F73847E68D6EBD80565063AD"><enum>(A)</enum><text>Launching new or expanding existing innovative health care professional partnerships.</text></subparagraph> <subparagraph id="H6C2A70BE9E244C2BBC59D45229ECAE48"><enum>(B)</enum><text>Establishing or expanding a partnership between an eligible entity and 1 or more high schools (as defined in section 8101 of the Elementary and Secondary Education Act of 1965), accredited public or nonprofit private vocational-technical schools, accredited public or nonprofit private 2-year colleges, area health education centers, and entities with clinical settings for the provision of education and training opportunities not available at the facilities of such grantee.</text></subparagraph> 
<subparagraph id="HEA370F8FBF714928A3C5A951C554A188"><enum>(C)</enum><text>Providing education and training programs to improve the readiness of allied health professionals in settings that serve underserved communities and rural areas.</text></subparagraph> <subparagraph id="HF3B077F2AB424F0092505976048D5B58"><enum>(D)</enum><text>Encouraging students from underserved communities and disadvantaged backgrounds and former patients to consider careers in health care, better reflecting and meeting community needs.</text></subparagraph> 
<subparagraph id="HDDF8AB5EC237473984B926C5A319D882"><enum>(E)</enum><text>Providing education and training programs for individuals to work in patient-centered, team-based, community-driven health care models that include integration with other clinical practitioners and training in cultural and linguistic competence.</text></subparagraph> <subparagraph id="H2929C870EFC241F8876CBA2D1DF2FED7"><enum>(F)</enum><text>Providing pre-apprenticeship and apprenticeship programs for health care technical, support, and entry-level occupations, particularly for individuals enrolled in dual or concurrent enrollment programs.</text></subparagraph> 
<subparagraph id="H10604FBFB4E24F9D983A93DEB21DCAA9"><enum>(G)</enum><text>Building a preceptorship training-to-practice model for medical, behavioral health, oral health care, and public health disciplines in an integrated, community-driven setting.</text></subparagraph> <subparagraph id="H00FCC6B419764F9E85AFC17F278E15D9"><enum>(H)</enum><text>Providing and expanding internships, career ladders, and development opportunities for health care professionals, including new and existing staff.</text></subparagraph> 
<subparagraph id="H5A8C7CA28EFD49369477087663D7DD0B"><enum>(I)</enum><text>Investing in training equipment, supplies, and limited renovations or retrofitting of training space needed for grantees to carry out the community-driven health care workforce innovation model under paragraph (1).</text></subparagraph></paragraph> <paragraph id="HCA6B80876A51447A904A5179116ED6B5"><enum>(3)</enum><header>Limitations</header><text>Amounts received under a grant awarded under the Program may not be used—</text> 
<subparagraph id="H15D871C61F1D401980AB35CB540A1640"><enum>(A)</enum><text>to support construction costs (other than the limited renovations and retrofits described in paragraph (1)(I)); or</text></subparagraph> <subparagraph id="H735EAFC8947B40E68A782813239E8039"><enum>(B)</enum><text>to supplant funding from existing programs that support the health care workforce of the grantee.</text></subparagraph></paragraph></subsection> 
<subsection id="HF0AC1C7C55F7403690985BE997FF1DB4"><enum>(f)</enum><header>Priorities</header><text>In awarding grants under the Program, the Secretary shall give priority to applicants that will use grant funds—</text> <paragraph id="H03C4A038673F45C08347F4D3452537C3"><enum>(1)</enum><text>to support a community-driven health care workforce innovation model that increases the number of individuals from underserved communities and disadvantaged backgrounds working in allied health professions;</text></paragraph> 
<paragraph id="HAF723FCCBA004DF48EAD071C2BFD06F6"><enum>(2)</enum><text>to improve access to health care, including medical care, behavioral health care, and oral health care, in underserved communities; or</text></paragraph> <paragraph id="H524A8B1DF6F54CB08D9D80AC128D7FAF"><enum>(3)</enum><text>to demonstrate that the community-driven health care workforce innovation model to be carried out using such grant funds can be replicated in other underserved communities in a cost-efficient and effective manner.</text></paragraph></subsection> 
<subsection id="HB7E198C4E3A448A290F70041AEB36B42"><enum>(g)</enum><header>Grant amount and period</header><text>A grant awarded under the Program—</text> <paragraph id="HBD60DBE429014E049E86AAA6A1FE13C9"><enum>(1)</enum><text>shall not exceed $2,500,000; and</text></paragraph> 
<paragraph id="H5ADF954EE38C4AF8A94B4CBC052B068D"><enum>(2)</enum><text>shall be for a period of not less than 3 years.</text></paragraph></subsection> <subsection id="H172620561FEF409C8783BCECB09693E7"><enum>(h)</enum><header>Reports</header><text>Each entity that receives a grant under the Program shall submit to the Secretary periodic reports at such time, in such manner, and containing such information as the Secretary may require, including a detailed description of the findings and outcomes of the community-driven health care workforce innovation model carried out under the grant.</text></subsection> 
<subsection id="H974CE13CC1534987BB666F733CCB9FCD"><enum>(i)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $100,000,000 for each of fiscal years 2025 through 2029, to remain available until expended.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section> </legis-body></bill>
