R. 7287</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240207">February 7, 2024</action-date><action-desc><sponsor name-id="J000304">Mr. Jackson of Texas</sponsor> (for himself, <cosponsor name-id="M001157">Mr. McCaul</cosponsor>, <cosponsor name-id="L000564">Mr. Lamborn</cosponsor>, and <cosponsor name-id="D000632">Mr. D'Esposito</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HFA00">Committee on Foreign Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require a report on the Taliban relationships with China and Russia.</official-title></form><legis-body id="H56237FA987844441BA57FEC531809DCF" style="OLC"><section id="HE4500C7F46B74352A0A86AA9F1080F11" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Countering Chinese and Russian Support for the Taliban Act</short-title></quote>.</text></section><section id="H4D0F6EEF769B4DB89987A4171B193E43"><enum>2.</enum><header>Report on Taliban relationship with the Chinese Communist Party and Russia</header><subsection id="H9AF2339D4CD8453BBA095C64CA4F4F90"><enum>(a)</enum><header>In general</header><text>Not later than 90 days after the date of the enactment of this Act, and annually thereafter, the Secretary of State shall submit to the appropriate congressional committees a report on Chinese and Russian malign influence in Afghanistan.</text></subsection><subsection id="H816B83B64BA24FEE8B3882DD437A34E7"><enum>(b)</enum><header>Elements</header><text>The report required by subsection (a) shall also include the following:</text><paragraph id="HA3BC3A993FF747F1A53B874FED9D30C2"><enum>(1)</enum><text>A description of the relationship between the Taliban and the Chinese Communist Party, including any military or intelligence cooperation between the two.</text></paragraph><paragraph id="HC90E23148A874FF1ADD691E0DC025D9D"><enum>(2)</enum><text>A description of the relationship between the Taliban and the Chinese extractives industry, including—</text><subparagraph id="HB9449DECFC2B44A8A0A54C304E3CFF7C"><enum>(A)</enum><text>an identification of Chinese companies specializing in critical minerals, oil, or gas that have entered into contracts with the Taliban; and</text></subparagraph><subparagraph id="HDAE71A24E6AC46F7A21EAB1C63849C53"><enum>(B)</enum><text>a description of those contracts.</text></subparagraph></paragraph><paragraph id="H119487F0411F41FC93CA6CB3E9FC9B16"><enum>(3)</enum><text>A description of the relationship between the Taliban and Russia, including—</text><subparagraph id="H35E83A613169475FAD8719C3BE9EEF5C"><enum>(A)</enum><text>a description of any military or intelligence cooperation; and</text></subparagraph><subparagraph id="HD29946E7B98D4414AA8DCD65BB30F48E"><enum>(B)</enum><text>a description of Russian attempts to recruit Afghan soldiers for military operations against Ukraine or for other malign reasons.</text></subparagraph></paragraph></subsection><subsection id="HA9BAF76AF8E74120BEFE2B1A896DA6C5"><enum>(c)</enum><header>Form</header><text>The report required by subsection (a) shall be submitted in unclassified form, but may contain a classified annex.</text></subsection><subsection id="H188C958022374F9E9087314D44F171FE"><enum>(d)</enum><header>Appropriate congressional committees defined</header><text>In this section, the term <term>appropriate congressional committees</term> means—</text><paragraph id="H8D836E7FF0EA4402B1715C347BA7284C"><enum>(1)</enum><text>the Committee on Foreign Affairs, the Committee on Armed Services, and the Permanent Select Committee on Intelligence of the House of Representatives; and</text></paragraph><paragraph id="H33EA7B92E4974BF2B81064AFF749BD7A"><enum>(2)</enum><text>the Committee on Foreign Relations, the Committee on Armed Services, and the Select Committee on Intelligence of the Senate.</text></paragraph></subsection></section></legis-body></bill>
