R. 7236</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240205">February 5, 2024</action-date><action-desc><sponsor name-id="N000147">Ms. Norton</sponsor> (for herself and <cosponsor name-id="R000576">Mr. Ruppersberger</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Accountability</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Consolidated Appropriations Act, 2017 to extend the availability of identity protection coverage to individuals whose personally identifiable information was compromised during recent data breaches at Federal agencies, and for other purposes.</official-title></form><legis-body id="HA1619D2D3E34440FACC33BAC90B9DDC3" style="OLC"><section id="H3D8B0FA27CD84BF7A3C2222DCC15A11B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Reducing the Effects of the Cyberattack on OPM Victims Emergency Response Act of 2024</short-title></quote> or the <quote><short-title>RECOVER Act of 2024</short-title></quote>.</text></section><section id="H6979DAF5619F47B59F74F80311F363D7"><enum>2.</enum><header>Identity protection coverage for individuals affected by Federal agency data breaches</header><text display-inline="no-display-inline">Section 633(a) of title VI of division E of the Consolidated Appropriations Act, 2017 (<external-xref legal-doc="public-law" parsable-cite="pl/115/31">Public Law 115–31</external-xref>), as amended by section 630 of title VI of division D of the Consolidated Appropriations Act, 2018 (<external-xref legal-doc="public-law" parsable-cite="pl/115/141">Public Law 115–141</external-xref>), is amended—</text><paragraph id="HFD907C4BF9F94461AD9A3DD6091E2CB9"><enum>(1)</enum><text>by striking <quote>(a) For fiscal years 2016 through 2026, </quote> and inserting <quote>(a) <header-in-text level="subsection" style="appropriations">In general</header-in-text>.—For fiscal year 2016 and each fiscal year thereafter,</quote>;</text></paragraph><paragraph id="H2BBA97F0AA9D4777A448B3212F87D7EE"><enum>(2)</enum><text>by striking <quote>and</quote> at the end of paragraph (1); and</text></paragraph><paragraph id="HE98F99F27255440A9AB6CF7E9C0730FF"><enum>(3)</enum><text display-inline="yes-display-inline">by striking paragraph (2) and inserting the following:</text><quoted-block display-inline="no-display-inline" id="H3A8031F729334DCFAC047E7075B28199" style="appropriations"><paragraph id="H95166B47DB9C4C4AB189CE33C7FC5C03"><enum>(2)</enum><text display-inline="yes-display-inline">is effective for the remainder of the life of the affected individual; and</text></paragraph><paragraph id="H673D1C8A13EF4093809606127026B7F6"><enum>(3)</enum><text display-inline="yes-display-inline">includes not less than $5,000,000 in identity theft insurance.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
