<official-title display="yes">To amend the Public Health Service Act to enhance and reauthorize activities and programs relating to autism spectrum disorder, and for other purposes.</official-title>

<section id="H77F8C695AA60449DAF87B0DD29D50CC9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline"> This Act may be cited as the <quote><short-title>Autism Collaboration, Accountability, Research, Education, and Support Act of 2024</short-title></quote> or the <quote><short-title>Autism CARES Act of 2024</short-title></quote>.</text></section> <section id="HACA3A8D58D1540C0800168A1CB732444"><enum>2.</enum><header>National Institutes of Health activities</header> <subsection id="H6481814FA54D4E49A907DF80E9C5E690"><enum>(a)</enum><header>Expansion of activities</header><text display-inline="yes-display-inline">Section 409C(a)(1) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/284g">42 U.S.C. 284g(a)(1)</external-xref>) is amended—</text>
<paragraph id="HD187FDD15DDD469D99A37012EFEFEA83"><enum>(1)</enum><text>by striking <quote>) shall, subject to the availability</quote> and inserting the following: </text> <quoted-block style="OLC" id="H35762BB763D744AABC7F0787E9D55EA7" display-inline="yes-display-inline"><text>), in consultation with relevant Federal departments and agencies, as appropriate, shall—</text>
<subparagraph id="H806B3E8A94014CBDAF7398737B343082"><enum>(A)</enum><text display-inline="yes-display-inline">subject to the availability </text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph> <paragraph id="HAC0C9D57B17041808A3EEF4C596601BB"><enum>(2)</enum><text display-inline="yes-display-inline">by striking <quote>basic and clinical research in fields including pathology</quote> and inserting the following: </text>
<quoted-block style="OLC" id="HAF809EDC4CB8433BA98B4D31B8BA8C79" display-inline="yes-display-inline"><text>basic and clinical research—</text> <clause id="HE0BEF0C90FD84381B55A75F792C192D1"><enum>(i)</enum><text display-inline="yes-display-inline">in fields, such as pathology</text></clause><after-quoted-block>;</after-quoted-block></quoted-block></paragraph>
<paragraph id="H0D8395C04CCD48759B422C29E9296AB1"><enum>(3)</enum><text display-inline="yes-display-inline">by striking <quote>toxicology, and interventions</quote> and inserting the following: </text> <quoted-block style="OLC" id="HBB1305A9F7A640DCA108448421D5126F" display-inline="yes-display-inline"><text>toxicology, psychiatry, psychology, developmental behavioral pediatrics, audiology, and gerontology; and </text>
<clause id="HA2F91E1A91C5476C8239A9331536374F"><enum>(ii)</enum><text display-inline="yes-display-inline">on interventions</text></clause><after-quoted-block>; </after-quoted-block></quoted-block></paragraph> <paragraph id="H528D876C28334CF490C5B5A68739C58F"><enum>(4)</enum><text>by striking <quote>disorder. Such research shall investigate</quote> and inserting the following: </text>
<quoted-block style="OLC" id="H71272DA1B7894F91970213FA9C144442" display-inline="yes-display-inline"><text>disorder; and</text> <subparagraph id="H0D9E9F047E2141AF92FCB3E772BA16A9"><enum>(B)</enum><text display-inline="yes-display-inline">ensure that research referred to in subparagraph (A)—</text>
<clause id="H57FC3E6E44334677A100F3FFD08F2381"><enum>(i)</enum><text>investigates</text></clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph> <paragraph id="H54F3E5D380B1495DB0697CAC73BDA9E9"><enum>(5)</enum><text>by striking <quote>prevention, services across the lifespan, supports, intervention, and treatment of autism spectrum disorder</quote> and inserting <quote>prevention, services and supports across the lifespan, intervention, and treatment of autism spectrum disorder and co-occurring conditions</quote>; and</text></paragraph>
<paragraph id="H5A2A1C1284D141A9B32FFA713818FA62"><enum>(6)</enum><text>by striking <quote>treatments.</quote> and inserting the following:</text> <quoted-block style="OLC" id="HF05E743F4BDB4E358B12B59C1F8521D8" display-inline="yes-display-inline"><text>treatments; </text>
<clause id="H020E6A80118640E58F7FC8418260F4CE"><enum>(ii)</enum><text display-inline="yes-display-inline">examines supports for caregivers; and</text></clause> <clause id="HCAB30DF1A85B4C58A909F95017DAD680"><enum>(iii)</enum><text display-inline="yes-display-inline">reflects the entire population of individuals with autism spectrum disorder, including those individuals with co-occurring conditions and the full range of needs for supports and services, including such supports and services to ensure the safety, and promote the well-being, of such individuals.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection>
<subsection id="HAA6B95658DCD4FD1AE56906E75B4E3C7"><enum>(b)</enum><header>Centers of excellence</header><text display-inline="yes-display-inline">Section 409C(b) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/284g">42 U.S.C. 284g(b)</external-xref>) is amended—</text> <paragraph id="H1AA663B95C584B6482444AD91B44D2FD"><enum>(1)</enum><text>in paragraph (2)—</text>
<subparagraph id="HF0012B22AFE64A60800E5A068E7CBB9C"><enum>(A)</enum><text>by striking <quote>including the fields of</quote> and inserting <quote>in fields such as</quote>; and</text></subparagraph> <subparagraph id="H5701CE950EB54330A028E8ADA233B908"><enum>(B)</enum><text>by striking <quote>behavioral psychology, and clinical psychology</quote> and inserting <quote>behavioral psychology, clinical psychology, and gerontology</quote>;</text></subparagraph></paragraph>
<paragraph id="HFA0A4229C35F4A3E9A9940BE2DFC1D46"><enum>(2)</enum><text>in paragraph (5)(A), by striking <quote>five</quote> and inserting <quote>seven</quote>; and</text></paragraph> <paragraph id="HFEF34701C76A4635834F0B9D6E1E65E9"><enum>(3)</enum><text>in paragraph (5)(B), by striking <quote>period of not to exceed</quote> and inserting <quote>period not to exceed</quote>.</text></paragraph></subsection>
<subsection id="H556883F84B074259B55DF6EC80EC2500" commented="no"><enum>(c)</enum><header>Public input</header><text display-inline="yes-display-inline">Section 409C(d) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/284g">42 U.S.C. 284g(d)</external-xref>) is amended to read as follows: </text> <quoted-block style="OLC" id="H781F1E6F06B84255B33181AAE4611432" display-inline="no-display-inline"> <subsection id="H3322CAFB81B34CB7836139512DC406ED" commented="no"><enum>(d)</enum><header>Public input</header> <paragraph id="H4070A4A755764D12921D022964E94A16" commented="no"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Director shall under subsection (a)(1) provide for means through which the public can obtain information on the existing and planned programs and activities of the National Institutes of Health with respect to autism spectrum disorder and through which the Director can receive comments from the public regarding such programs and activities.</text></paragraph>
<paragraph id="H00DEA67DFF1841379100983455B60F4B"><enum>(2)</enum><header>Guidance</header><text display-inline="yes-display-inline">The Director may provide guidance to centers under subsection (b)(1) on strategies, activities, and opportunities to promote engagement with, and solicit input from, individuals with autism spectrum disorder and their family members, guardians, advocates or authorized representatives, providers, or other appropriate individuals to inform the activities of the center. Such strategies, activities, and opportunities should consider including, as appropriate, individuals, family members, and caregivers of individuals with autism spectrum disorder who represent the entire population of individuals with autism spectrum disorder, including those individuals with co-occurring conditions and the full range of needs for supports and services, including such supports and services to ensure the safety, and promote the well-being, of such individuals, to inform the activities of the center.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection> <subsection id="HDC9371F6332543EFB94C6C99C0BB5A1B"><enum>(d)</enum><header>Budget estimate</header><text display-inline="yes-display-inline">Section 409C of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/284g">42 U.S.C. 284g</external-xref>) is amended by adding at the end the following: </text>
<quoted-block style="OLC" id="HD90851517BD047B5BA71401C71AA49E6" display-inline="no-display-inline">
<subsection id="HE3F89B2FE36243F6983F02F5B97E92A9"><enum>(e)</enum><header>Budget estimate</header><text display-inline="yes-display-inline">For each of fiscal years 2026 through 2029, the Director shall prepare and submit, directly to the President for review and transmittal to Congress, an annual budget estimate for the initiatives of the National Institutes of Health pursuant to the strategic plan developed under section 399CC(b)(5) and updated under section 399CC(b)(6)(B), after reasonable opportunity for comment (but without change) by the Secretary and the Interagency Autism Coordinating Committee established under section 399CC.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section> <section id="HF869FBEBE7A14A758E97373AC4FA3CC6"><enum>3.</enum><header>Programs relating to autism</header> <subsection id="H288F2F87D27F4582B797AF1A6E042BD8"><enum>(a)</enum><header>Developmental disabilities surveillance and research program</header><text>Section 399AA of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280i">42 U.S.C. 280i</external-xref>) is amended—</text>
<paragraph id="HEFFB03E225B647D19D01D6606383683E"><enum>(1)</enum><text>in subsection (a)(3), by striking <quote>an Indian tribe, or a tribal organization</quote> and inserting <quote>an Indian Tribe, or a Tribal organization</quote>; </text></paragraph> <paragraph id="H3E69BFA76C3F47FC864A25A947F2CC76"><enum>(2)</enum><text>in subsection (b)(1), by inserting <quote>across the lifespan</quote> before the period at the end;</text></paragraph>
<paragraph id="H030B090476554EAEA86AA5823CB7C613"><enum>(3)</enum><text>in subsection (d)(1)—</text> <subparagraph id="HCE7B6BB068C1449BB0B1B2E72554D543"><enum>(A)</enum><text>in the paragraph heading, by striking <quote><header-in-text level="paragraph" style="OLC">tribe; tribal</header-in-text></quote> and inserting <quote><header-in-text level="paragraph" style="OLC">Tribe; Tribal</header-in-text></quote>; </text></subparagraph>

<paragraph id="H52825123C89F4AECA2D57F2D540A2D4E"><enum>(4)</enum><text>in subsection (e), by striking <quote>December 20, 2024</quote> and inserting <quote>September 30, 2029</quote>.</text></paragraph></subsection> <subsection id="H262B998F74D448608CD6BA959369484B"><enum>(b)</enum><header>Autism education, early detection, and intervention</header><text>Section 399BB of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280i-1">42 U.S.C. 280i–1</external-xref>) is amended—</text>
<paragraph id="HF9E5D30AB1B94F7D82F508E3CFECB67F"><enum>(1)</enum><text>in subsection (b)(1), by striking <quote>culturally competent information</quote> and inserting <quote>culturally and linguistically appropriate information</quote>;</text></paragraph> <paragraph id="H6360E35817494B2CA52D16486C189BB4"><enum>(2)</enum><text>in subsection (b)(2)—</text>
<subparagraph id="H1EA34E04AE644B43BA6B70C52A8C1F23"><enum>(A)</enum><text>by striking <quote>promote research</quote> and inserting <quote>promote research, which may include research that takes a community-based approach,</quote>; and</text></subparagraph> <subparagraph id="H9859ED2F1B0440468D72EBBABAA6B568"><enum>(B)</enum><text>by striking <quote>screening tools</quote> each place it appears and inserting <quote>screening and diagnostic tools</quote>;</text></subparagraph></paragraph>
<paragraph id="H92F27477A0C84B29A162DF693AD0EA41"><enum>(3)</enum><text>in subsection (b)(3), by striking <quote>at higher risk</quote> and inserting <quote>at increased likelihood</quote>; </text></paragraph> <paragraph id="H4A9C4FB53A5A4632976322EFBD5EC7DE"><enum>(4)</enum><text>in subsection (b)(4), by inserting <quote>, which may give consideration to the perspectives of parents and guardians</quote> before the semicolon at the end;</text></paragraph>
<paragraph id="H251D8BE3B7054101971C2A49135AF6DD"><enum>(5)</enum><text display-inline="yes-display-inline">in subsection (b)(7), by striking <quote>at higher risk</quote> and inserting <quote>at increased likelihood</quote>;</text></paragraph> <paragraph id="H3DEFBF34968640C5AC699AB27A37DDC7"><enum>(6)</enum><text display-inline="yes-display-inline">in subsection (c)(1), by striking <quote>culturally competent information</quote> and inserting <quote>culturally and linguistically appropriate information</quote>;</text></paragraph>

<clause id="HBBE7DE8A659749CC9D9FBE21D460EDE6" commented="no"><enum>(i)</enum><text display-inline="yes-display-inline">provide culturally and linguistically appropriate services;</text></clause> <clause id="H4AB5B62CA13548A5B3ECAAA781BB0BCE" commented="no"><enum>(ii)</enum><text display-inline="yes-display-inline">take a multidisciplinary approach and have experience working with underserved populations; and</text></clause>
<clause id="HBD9949EF6D83425F8A7FF3ABA9556294" commented="no"><enum>(iii)</enum><text display-inline="yes-display-inline">identify opportunities to partner with community-based organizations to expand the capacity of communities to serve individuals with autism spectrum disorder or other developmental disabilities.</text></clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph> <paragraph id="HA2AB5A5BFACB41CFB099DC928A4C9A90"><enum>(10)</enum><text>in subsection (e)(2), by adding at the end the following new subparagraph:</text>
<quoted-block style="OLC" id="H166917DBA89F4B95A8B53BD15523B051" display-inline="no-display-inline">
<subparagraph id="H3E4A72432366492E9E75820D8C19D327"><enum>(C)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 2 years after the date of the enactment of the <short-title>Autism CARES Act of 2024</short-title>, the Secretary shall submit to the Committee on Energy and Commerce of the House of Representatives and the Committee on Health, Education, Labor, and Pensions of the Senate a report that examines the need for, and feasibility of, expanding the developmental-behavioral pediatrician training programs described in subparagraph (A). </text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph> <paragraph id="HA9B6F69BFC0045039B55E0E2BC729F12"><enum>(11)</enum><text>by amending subsection (f) to read as follows: </text>
<quoted-block style="OLC" id="H28A83BC923BA4410A98E6FB274ED666B" display-inline="no-display-inline">
<subsection id="H7FCD64BE45EE46C186915F70C1A4FB01"><enum>(f)</enum><header>Intervention</header><text display-inline="yes-display-inline">The Secretary shall promote research through grants or contracts, which may include grants or contracts to research centers or networks, to—</text> <paragraph id="H15FFAF63EFB74A299CEDEEF5E26B81E7"><enum>(1)</enum><text>develop and evaluate evidence-based practices and interventions to improve outcomes for individuals with autism spectrum disorder or other developmental disabilities by addressing physical and behavioral health and communication needs of such individuals across the lifespan; </text></paragraph>
<paragraph id="H89FAB9C0ADF449E6BFC984499F7619EB"><enum>(2)</enum><text>develop guidelines for such evidence-based practices and interventions; and </text></paragraph> <paragraph id="H6DE19E79A4F34ABE9142DCB54BD4598F"><enum>(3)</enum><text>disseminate information related to such evidence-based practices and interventions and guidelines.</text></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph>
<paragraph id="HB10151009213498E98364CF7263F52A1"><enum>(12)</enum><text>in subsection (g), by striking <quote>December 20, 2024</quote> and inserting <quote>September 30, 2029</quote>.</text></paragraph></subsection> <subsection id="H322F78D4C0214BBDBDB48368E706E09A"><enum>(c)</enum><header>Interagency Autism Coordinating Committee</header><text>Section 399CC of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280i-2">42 U.S.C. 280i–2</external-xref>) is amended—</text>
<paragraph id="H414CABAFE9984D4EBF31E293CE096375"><enum>(1)</enum><text>in subsection (b)—</text> <subparagraph id="HB9DFC52CAFF4412BAB97954694CC778F"><enum>(A)</enum><text>in the matter preceding paragraph (1), by inserting <quote>, on a regular basis</quote> after <quote>shall</quote>; </text></subparagraph>
<subparagraph id="H83C00D73A7D14627A20AAC1271C51E1B"><enum>(B)</enum><text>in paragraph (2), by striking <quote>develop a summary</quote> and inserting <quote>summarize</quote>; and</text></subparagraph> <subparagraph id="H8570D2BA5EE0447BA386D80534976850"><enum>(C)</enum><text>by striking paragraphs (5) and (6) and inserting the following:</text>
<quoted-block style="OLC" id="H0BB22092D898474094A9DDA5E54F78F3" display-inline="no-display-inline">
<paragraph id="H1BCC71B556EB41EE88A7977226011173"><enum>(5)</enum><text display-inline="yes-display-inline">develop a strategic plan for the conduct of, and support for, autism spectrum disorder research, as described in section 409C(a)(1), which shall include—</text> <subparagraph id="HA47243B7DA884F528DCA9C6A30D2CD79"><enum>(A)</enum><text>proposed budgetary requirements; and</text></subparagraph>
<subparagraph id="H0F5B50125E26494B990B00D15B90E2AB"><enum>(B)</enum><text>recommendations to ensure that autism spectrum disorder research, and services and support activities to the extent practicable, of the Department of Health and Human Services and of other Federal departments and agencies are not unnecessarily duplicative; and</text></subparagraph></paragraph> <paragraph id="HCB99F2D1DB11420FAD6432E1DBC75C72"><enum>(6)</enum><text display-inline="yes-display-inline">submit to the Congress and the President—</text>
<subparagraph id="H9C3DBCBBD2B54AF7A00ACA4585E94ABD"><enum>(A)</enum><text>an annual update on the summary of advances described in paragraph (2); and</text></subparagraph> <subparagraph id="H20E330020F004EAB9AC9897739102810"><enum>(B)</enum><text display-inline="yes-display-inline">a biennial update on the strategic plan described in paragraph (5), including progress made in achieving the goals outlined in such strategic plan and any specific measures taken pursuant to such strategic plan.</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph>
<paragraph id="HF430FB2091F74BB19C7B9A3D75B8BDDF"><enum>(2)</enum><text>in subsection (f), by striking <quote>December 20, 2024</quote> and inserting <quote>September 30, 2029</quote>. </text></paragraph></subsection> <subsection id="HFE0A0437970449A2BF9B712C183E1E40"><enum>(d)</enum><header>Reports to Congress</header><text display-inline="yes-display-inline">Section 399DD of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280i-3">42 U.S.C. 280i–3</external-xref>) is amended—</text>
<paragraph id="H9B93568EF8194DB093B0E7BB44F260C1"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>2019</quote> each place it appears and inserting <quote>2024</quote>; and </text></paragraph> <paragraph id="H0C1DF0721F23444895EE4D941CC36613"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (a), by amending paragraph (1) to read as follows:</text>

<paragraph id="H0949DE1785804CA0AD680FBEF476B05A"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 4 years after September 30, 2024, the Secretary, in consultation with other relevant Federal departments and agencies, shall prepare and submit to the Committee on Health, Education, Labor, and Pensions of the Senate and the Committee on Energy and Commerce of the House of Representatives, and make publicly available, including through posting on the website of the Department of Health and Human Services, a progress report on activities related to autism spectrum disorder and other developmental disabilities. Such report shall include activities and research related to the entire population of individuals with autism spectrum disorder, including those individuals with co-occurring conditions and the full range of needs for supports and services, including such supports and services to ensure the safety, and promote the well-being, of such individuals.</text></paragraph><after-quoted-block>; </after-quoted-block></quoted-block></paragraph> <paragraph id="HA5B513032BF7460D93E9ACED354B9BCC"><enum>(3)</enum><text>in subsection (b)—</text>
<subparagraph id="H0B92DEC5E4094DE69755DB63FE85C27A"><enum>(A)</enum><text>in the heading of subsection (b), by striking <quote><header-in-text level="subsection" style="OLC">Health and Well-Being</header-in-text></quote> and inserting <quote><header-in-text level="subsection" style="OLC">Mental Health Needs</header-in-text></quote>;</text></subparagraph> <subparagraph id="HF483181CC5964C24B49B86123F41DF78"><enum>(B)</enum><text>in paragraph (1), by striking <quote>health and well-being</quote> and inserting <quote>mental health needs</quote>; and</text></subparagraph>
<subparagraph id="H65AD4A05B1DA43A1A5DE98989927D655"><enum>(C)</enum><text>by amending paragraph (2) to read as follows: </text> <quoted-block style="OLC" id="H7B6D2B1A5DAE4B2CBF63368C8A346CAE" display-inline="no-display-inline"> <paragraph id="HF9C096CB417148E8AB2EAE6DF2257080"><enum>(2)</enum><header>Contents</header><text display-inline="yes-display-inline">The report submitted under paragraph (1) shall contain—</text>
<subparagraph id="H05CF93A219D64FEEBF9617FAFDD371BB"><enum>(A)</enum><text display-inline="yes-display-inline">an overview of policies and programs relevant to the mental health of individuals with autism spectrum disorder across their lifespan, including an identification of existing Federal laws, regulations, policies, research, and programs; and</text></subparagraph> <subparagraph id="H216D3B5F3E7241CB95AAF3761786F7BF"><enum>(B)</enum><text display-inline="yes-display-inline">recommendations to improve mental health outcomes and address related disparities in mental health care for individuals with autism spectrum disorder, including prevention, care coordination, and community-based services.</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph>
<paragraph id="H8AE692BC3EC249F6A8BEA18E2A9E6DA5"><enum>(4)</enum><text>by adding at the end the following:</text> <quoted-block style="OLC" id="H6B78DC9AFEC346E9976CED2099BDB665" display-inline="no-display-inline"> <subsection id="H3490924982BC4B41B37DC65F38271651"><enum>(c)</enum><header>Update on young adults and youth transitioning to adulthood</header><text display-inline="yes-display-inline">Not later than 2 years after the date of enactment of the <short-title>Autism CARES Act of 2024</short-title>, the Secretary, in coordination with other relevant Federal departments and agencies, as appropriate, shall prepare and submit to the Committee on Energy and Commerce of the House of Representatives and the Committee on Health, Education, Labor, and Pensions of the Senate an update to the report required pursuant to subsection (b) of this section, as added by section 6 of the Autism Cares Act of 2014 (<external-xref legal-doc="public-law" parsable-cite="pl/113/157">Public Law 113–157</external-xref>), and in effect before the date of enactment of the Autism CARES Act of 2019 (<external-xref legal-doc="public-law" parsable-cite="pl/116/60">Public Law 116–60</external-xref>), concerning young adults with autism spectrum disorder and the challenges related to the transition from existing school-based services to those services available during adulthood.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection>
<subsection id="H44F8CDDDA8854121B588CDAF30A34172"><enum>(e)</enum><header>Authorization of appropriations</header><text>Section 399EE of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280i-4">42 U.S.C. 280i–4</external-xref>) is amended—</text> <paragraph id="H3183D05E82DF4CC28FA9B5B7B713A895"><enum>(1)</enum><text>in subsection (a), by striking <quote>$23,100,000 for each of fiscal years 2020 through 2024</quote> and inserting <quote>$28,100,000 for each of fiscal years 2025 through 2029</quote>;</text></paragraph>
<paragraph id="H96C626485ABC4AF0A03B986E9732E073"><enum>(2)</enum><text>in subsection (b), by striking <quote>$50,599,000 for each of fiscal years 2020 through 2024</quote> and inserting <quote>$56,344,000 for each of fiscal years 2025 through 2029</quote>; and</text></paragraph> <paragraph id="H51489B113CE74B4EB106521C8CED66BE"><enum>(3)</enum><text>in subsection (c), by striking <quote>there are authorized to be appropriated $296,000,000 for each of fiscal years 2020 through 2024</quote> and inserting <quote>there is authorized to be appropriated $306,000,000 for each of fiscal years 2025 through 2029</quote>.</text></paragraph></subsection></section>
<section id="H552D3C4EBCDE4D4FBA57FE0A375FE91F"><enum>4.</enum><header>Technical assistance to improve access to communication tools</header>
<subsection id="H2CA65C8EAF05472FB55C1FEAA9D90526"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services (referred to in this section as the <quote>Secretary</quote>) may, at the request of a State, Indian Tribe, Tribal organization, locality, or territory, provide training and technical assistance to such jurisdiction on the manner in which Federal funding administered by the Secretary may be used to provide individuals with autism spectrum disorder and other developmental disabilities with access to evidence-based services, tools, and technologies that support communication needs.</text></subsection> <subsection id="HDC6DC96B75AE425E9B062F2384809AB4"><enum>(b)</enum><header>Annual report</header><text display-inline="yes-display-inline">The Secretary shall annually prepare and submit to the Committee on Health, Education, Labor, and Pensions of the Senate and the Committee on Energy and Commerce of the House of Representatives a report summarizing any technical assistance provided by the Secretary in the preceding fiscal year under subsection (a) and any advancements in the development or evaluation of such evidence-based services, tools, and technologies. </text></subsection></section>
