which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Accountability</committee-name>, and in addition to the Committee on <committee-name committee-id="HJU00">the Judiciary</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Office of National Drug Control Prevention Act of 1998 to include new requirements for assessments and reports, and for other purposes.</official-title></form><legis-body id="HC4A788AF6E4345069AAB59BE16FB57FF" style="OLC"><section id="HA22112A788284E16B8AF628B99F60459" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>HIDTA Reauthorization Act of 2024</short-title></quote>.</text></section><section id="H394BCA4A2BFE4321A87ABB549B85F6AC"><enum>2.</enum><header>Office of National Drug Control Policy</header><subsection id="HAB4276BDA55B48E1BB65A85872F3E96E"><enum>(a)</enum><header>Amendments</header><text display-inline="yes-display-inline">Section 707 of the Office of National Drug Control Policy Reauthorization Act of 1998 (<external-xref legal-doc="usc" parsable-cite="usc/21/1706">21 U.S.C. 1706</external-xref>), is amended—</text><paragraph id="H899A69B2D666493E991E8470E7152852"><enum>(1)</enum><text>in subsection (l)(2)(F), by inserting <quote>and immigration authorities</quote> after <quote>joint terrorism task forces</quote>; </text></paragraph><paragraph id="HE8DE3F939C8F41A2BEE7259943D290E4"><enum>(2)</enum><text>in subsection (m)(2), by inserting <quote>, including immigration authorities,</quote> after <quote>law enforcement agencies</quote>; </text></paragraph><paragraph id="H82BCD7B8C40C48D193A0CC3A3679F729" commented="no"><enum>(3)</enum><text>in subsection (p)— </text><subparagraph id="H76DE88BE7AAF433F9BD5995F3D4A24E0" commented="no"><enum>(A)</enum><text>in paragraph (5), by striking <quote>; and</quote> and inserting a semicolon;</text></subparagraph><subparagraph id="H97D3AD35F9F6433AA6648778C01218D9" commented="no"><enum>(B)</enum><text>in paragraph (6), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph id="H899C03477EDB470C9638EB158EA6F672" commented="no"><enum>(C)</enum><text>by adding at the end the following new paragraph: </text><quoted-block style="OLC" display-inline="no-display-inline" id="HE9F62877D36C4CC388D4BCCB89FAA824"><paragraph id="HEC5D15DFFFB54885BB5602BDC55AC61D" commented="no"><enum>(7)</enum><text display-inline="yes-display-inline">$302,000,000 for each of fiscal years 2024 through 2030.</text></paragraph><after-quoted-block>; and </after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H76AFB90ADCD840FF8191D948493F461A"><enum>(4)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H579432A882A4473FB89A71AF3D4A4F14"><subsection id="HDB6107BD12B14CB093E6A1FFC023B418"><enum>(t)</enum><header>Fentanyl Interdiction Activities</header><paragraph id="H9C66C892253640848022FBA9A5727C40"><enum>(1)</enum><header>Grants</header><text>The Director shall provide grants through a competitive process in a form and manner as the Director determines to be appropriate to HIDTAs for the purposes of enhancing fentanyl seizure and interdiction activities.</text></paragraph><paragraph id="HD59EFF5B850D40969E815B415D7796B3" commented="no"><enum>(2)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to the Director $14,224,000 for each of fiscal year 2024 through 2030 to carry out this subsection. </text></paragraph></subsection><subsection id="H4D14FD678DA242D5AA6D5F4C96DB82BC"><enum>(u)</enum><header>Use of Funds To Combat Fentanyl Trafficking</header><paragraph id="H9B1B1CB0C76E48DF80BEDE6A667EB3AD"><enum>(1)</enum><header>Requirement</header><text>As part of the documentation that supports the President’s annual budget request for the Office, the Director shall submit to Congress a report describing the use of HIDTA funds to investigate and prosecute organizations and individuals trafficking in fentanyl or fentanyl analogues in the prior calendar year.</text></paragraph><paragraph id="H619707BEFBDF4526A02DC58ABB722C33"><enum>(2)</enum><header>Contents</header><text>The report shall include—</text><subparagraph id="HF0290D594F784D5DB08EFBB1DCF156F9"><enum>(A)</enum><text display-inline="yes-display-inline">the amounts of fentanyl or fentanyl analogues seized by HIDTA-funded initiative in the area during the previous year; and</text></subparagraph><subparagraph id="HC9668DFE1B4D4FD881E85F6CC140A397"><enum>(B)</enum><text display-inline="yes-display-inline">law enforcement intelligence and predictive data from the Drug Enforcement Administration showing patterns and trends in abuse, trafficking, and transportation in fentanyl and fentanyl analogues.</text></subparagraph></paragraph></subsection><subsection id="H795443E44B6C47728AC9EF7DDA49017D"><enum>(v)</enum><header>Additional prosecutorial resources</header><paragraph id="H3E7BA32F5D4F4D699BC5230048F1A813"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Attorney General shall identify not less than 16 assistant United States attorneys who shall be available for temporary reassignment under subsection (b)(2) for fiscal years 2024 through 2030, during which such an assistant United States attorney shall prioritize the investigation and prosecution of organizations and individuals trafficking in fentanyl or fentanyl analogues. Such reassignment may be extended by the Attorney General for such time as may be necessary to conclude any ongoing investigation or prosecution in which the assistant United States attorney is engaged.</text></paragraph><paragraph id="H28C3E813AA96456E9C701A80EB1FB68B"><enum>(2)</enum><header>Process for temporary reassignment</header><text>Not later than 180 days after the effective date of this subsection, the Attorney General shall establish a process under which the Director, in consultation with the Executive Boards of each designated high intensity drug trafficking area, may request such an assistant United States attorney to be so temporarily reassigned.</text></paragraph></subsection><after-quoted-block>. </after-quoted-block></quoted-block></paragraph></subsection><subsection id="H2CB84D11E5874E48846B678689D2EFF0"><enum>(b)</enum><header>Offset</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, there are authorized to be appropriated for <quote>National Archives and Records Administration–Repairs and Restoration</quote> $8,000,000 for each of fiscal years 2024 through 2030.</text></subsection></section></legis-body></bill>
